After <strong>Emmanuel Macron<\/strong>, <strong>Keir Starmer<\/strong> paid his respects yesterday, and this afternoon, it will be the turn of <strong>Volodymyr Zelensky<\/strong>. But <strong>&#8220;King Donald&#8221; does not seem too impressed<\/strong>\u00a0by the demands of those who are supposed to be his closest allies. Thus, even the British PM&#8217;s pilgrimage did not produce concrete results, at least on the hottest of the dossiers crowding the Oval Office desk: the <strong>conflict in Ukraine<\/strong>.<\/p>\n<p class=\"p1\">As befits a vassal visiting his\u00a0lord, the occupant of Downing Street went to\u00a0the White House, ensuring he did not show up empty-handed. Among his\u00a0gifts, the British prime minister first brought, first and foremost,\u00a0<strong>a personal invitation from His Majesty King Charles III<\/strong> to Trump for a second state visit to the UK (after Queen Elizabeth II&#8217;s in 2019), an &#8220;unprecedented&#8221; event.<\/p>\n<p class=\"p1\">Demonstrating London&#8217;s good faith and its government&#8217;s commitment to the security issue, Starmer then put on the table the <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/feb\/25\/starmer-planning-big-cuts-to-aid-budget-to-boost-defence-spending-say-sources\" target=\"_blank\" rel=\"noopener\">recent decision<\/a>\u00a0to\u00a0<strong>lift the defense budget<\/strong> from the current 2.3 <strong>to 2.5 percent of GDP<\/strong>, bringing forward to 2027 the target initially set for 2030.\u00a0 It should have been music to the ears of the president, who, since his first term, has not tired of repeating that<strong> Europeans must take responsibility for security on the Old Continent.<\/strong><\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">The bond between the UK and the US couldn\u2019t be stronger.<\/p>\n<p>Thank you for your hospitality, <a href=\"https:\/\/twitter.com\/POTUS?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@POTUS<\/a>. <a href=\"https:\/\/t.co\/tcAtp2hzCY\">pic.twitter.com\/tcAtp2hzCY<\/a><\/p>\n<p>&#8211; Keir Starmer (@Keir_Starmer) <a href=\"https:\/\/twitter.com\/Keir_Starmer\/status\/1895223245084991847?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">February 27, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\"><strong>Chancelleries on this side of the Atlantic<\/strong> are\u00a0taking that\u00a0warning <strong>more and more seriously<\/strong>, as evidenced by the hectic summits in recent weeks &#8212; after the two meetings in Paris, a third summit <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/25\/eu-and-uk-working-on-a-joint-fund-for-the-continents-defence\/\" target=\"_blank\" rel=\"noopener\">is scheduled<\/a> for the day after tomorrow (March 2) in London, dedicated\u00a0to the topic of continental defense. Some, like German Chancellor-in-waiting\u00a0<strong>Friedrich Merz<\/strong>,\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/24\/german-elections-the-challenges-facing-merz\/\" target=\"_blank\" rel=\"noopener\">even\u00a0imagine<\/a> a potential\u00a0<strong>European military alliance<\/strong> that could exist independently of NATO.<\/p>\n<p class=\"p1\">It is probably a pipe dream, at least in the immediate future. However,\u00a0such leaps forward (especially\u00a0from a staunch\u00a0Atlanticist like the leader of the CDU) highlight\u00a0<strong>the\u00a0panic gripping Europe<\/strong> as the new US administration swiftly proceeds toward\u00a0thawing relations with the Kremlin, <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/27\/ukraine-second-round-of-us-russia-talks-in-istanbul-putin-accuses-western-elites-of-not-wanting-peace\/\" target=\"_blank\" rel=\"noopener\">as demonstrated<\/a>\u00a0from yesterday&#8217;s <strong>talks in\u00a0Istanbul<\/strong>\u00a0between diplomats of the two superpowers, <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/20\/on-ukraine-europe-has-yet-to-react-to-trumps-moves\/\" target=\"_blank\" rel=\"noopener\">apparently intended<\/a>\u00a0to divide (again) the world.<\/p>\n<p class=\"p1\">Hence, the <i>offensive charms<\/i>. The British <strong>leader<\/strong> lavished flattery on his powerful (and\u00a0erratic) interlocutor. Following <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/25\/macron-in-trumps-court-eu-ready-to-send-troops-to-ukraine-peace-is-not-a-surrender\/\" target=\"_blank\" rel=\"noopener\">Macron&#8217;s example on Monday<\/a>, Starmer, too, performed several\u00a0<strong>political balancing acts<\/strong>. The US president, Starmer says, has <strong>opened &#8220;a window of enormous opportunity to reach a historic peace agreement&#8221;<\/strong> that would end the conflict. And now, &#8220;we want to work with you&#8221; and ensure it is &#8220;lasting.&#8221; However, we need to see if everyone means the same thing when talking about this phantom peace agreement.<\/p>\n<p class=\"p1\">One of the British prime minister&#8217;s main demands &#8211; and the real reason for the giveaways &#8211; was a commitment from Washington to <strong>provide &#8220;cover&#8221; (<i>backstop<\/i>) for any European <i>peacekeeping<\/i> troops<\/strong> in the former Soviet republic. Will Uncle Sam defend His Majesty&#8217;s <i>peacekeepers<\/i> if\u00a0attacked? &#8220;The British are incredible soldiers,&#8221; <a href=\"https:\/\/www.politico.com\/news\/2025\/02\/27\/trumps-visit-uk-starmer-ukraine-00206543\" target=\"_blank\" rel=\"noopener\">Trump said<\/a>, &#8220;and <strong>they can take care of themselves<\/strong>.&#8221; &#8220;If they need help, I will always be with the British,&#8221; he clarified, reiterating that &#8220;<strong>they don&#8217;t need help<\/strong>.&#8221; Not exactly a reassurance to the European allies, who are wondering about the fate of NATO and the <strong>deterrence guaranteed by Article 5 of the Atlantic Charter<\/strong> (that enshrines the principle of collective defense): &#8220;I don&#8217;t think we will have any reason&#8221; to activate it, the president says.<\/p>\n<p class=\"p1\">In the end, from his bilateral meeting, Starmer brings home <strong>vague\u00a0promises about a future trade agreement<\/strong> between the US and the UK to strengthen the special relationship between Washington and London: nothing more concrete. Indeed, if anything, it again confirms that the US military will not set foot in Ukraine. However,\u00a0in this day and age, when the Europeans (or rather the EU leadership, <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/27\/trump-announces-the-start-of-the-tariff-war-with-the-eu-they-wont-screw-us-anymore-brussels-we-will-react-firmly\/\" target=\"_blank\" rel=\"noopener\">that Trump believes<\/a>\u00a0&#8220;<strong>was formed to screw the\u00a0US<\/strong>&#8220;) have to humiliate themselves like\u00a0in Canossa <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/26\/if-washington-becomes-the-canossa-of-kaja-kallas-and-the-eu\/\" target=\"_blank\" rel=\"noopener\">to meet someone<\/a> of the US\u00a0administration, already to have been received at the White House is an achievement.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The bilateral meeting at the White House was cordial, at least in front of the cameras.
