The European Commission unveils the Car Action Plan, which confirms\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/03\/von-der-leyen-extends-hand-to-the-auto-industry\/\" target=\"_blank\" rel=\"noopener\">the commitments already made with European manufacturers<\/a> in fines and flexibility on sustainability goals set out\u00a0in the Green Deal. With a twist:\u00a0<span style=\"margin: 0px; padding: 0px;\">the review of the<strong>\u00a0<\/strong><a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A02019R0631-20231203\" target=\"_blank\" rel=\"noopener\"><strong>regulation on CO2 emission standards<\/strong><\/a><strong>\u00a0<\/strong><\/span><strong>will be brought forward from 2026 to the third and fourth quarters of this year<\/strong>.<\/p>\n<p>The document finalised in Brussels revolves around the <strong>electric car<\/strong>, for which the EU executive is set to <strong>mobilise \u20ac1.8 billion<\/strong> from the <a href=\"https:\/\/cinea.ec.europa.eu\/programmes\/innovation-fund_en\" target=\"_blank\" rel=\"noopener\">innovation fund<\/a>\u00a0to support European manufacturers. Added to this <strong>are \u20ac350 million<\/strong> that Brussels wants\u00a0to allocate to the automotive sector from the Horizon program for research.<\/p>\n<p>In parallel, the EU wants\u00a0to defend the European market from unfair competition practices. To this end, according to the\u00a0<a href=\"https:\/\/transport.ec.europa.eu\/document\/download\/89b3143e-09b6-4ae6-a826-932b90ed0816_en?filename=Communication%20-%20Action%20Plan.pdf\" target=\"_blank\" rel=\"noopener\">action plan<\/a>, the EU Commission will\u00a0examine &#8220;the <span lang=\"en-IT\">definition of specific rules of origin&#8221; for electric batteries imported into Europe. <strong>This is an anti-China measure<\/strong>, aimed at discouraging offshoring to other third countries such as India, Vietnam or Turkey and\u00a0then selling in the EU. The EU executive estimates that\u00a0<span style=\"margin: 0px; padding: 0px;\">this can generate\u00a0<strong>globally added value of up to \u20ac400 billion for the automotive sector\u00a0<\/strong><\/span><strong>by 2035<\/strong>. The Commission will present the targeted amendment to prevent penalties from being triggered in 2025 for manufacturers selling few low- and zero-emission cars.<\/p>\n<p>The proposed amendment to the CO2 regulation aims to make the checks (currently to be conducted annually) triennial, giving time until 2027 to sell what has not been sold so far and postpone the risk of fines.<\/p>\n<\/div>\n<div dir=\"ltr\">Furthermore, in revising the rules banning the traditional internal combustion engine from 2035, the possibility of studying the option of synthetic fuels (e-fuels) dear to Germany is considered.
