The\u00a0<span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.cedefop.europa.eu\/en\/data-insights\/skills-development-labour-and-skills-shortages-europe-national-infographics-series\" target=\"_blank\" rel=\"noopener\">picture\u00a0<\/a>is<\/span>\u00a0far from rosy: there is a <strong>shortage of skills<\/strong>, from the most basic to those in STEM (science, technology, engineering and mathematics). There are 18 million under-productive learners while one in three 15-year-olds fail to apply math in daily life. The continent&#8217;s aging population will reduce the number of working-age people by 7 million in 2030 compared to three years ago, further exacerbating the skills crisis.<\/p>\n<p>The <strong>European Commission<\/strong>&#8216;s <a href=\"https:\/\/employment-social-affairs.ec.europa.eu\/document\/915b147d-c5af-44bb-9820-c252d872fd31_en\" target=\"_blank\" rel=\"noopener\">response<\/a> to these challenges is the &#8220;<strong>Union of Skills<\/strong>,&#8221; launched this morning (March 5) by <strong>Roxana M\u00eenzatu<\/strong>, the Executive Vice President for social rights and skills. The strategy aims to support the development of human capital through <a href=\"https:\/\/education.ec.europa.eu\/document\/action-plan-on-basic-skills\" target=\"_blank\" rel=\"noopener\">programmes<\/a> for supporting young people in acquiring basic skills (Basic Skill Support Scheme), incentives for upskilling for <strong>workers<\/strong> at risk of unemployment or involved in restructuring processes (starting with the automotive sector), facilities for the recognition of qualifications from one EU country to another.<\/p>\n<p>To <strong>attract talent<\/strong> from around the world, the Commission will launch &#8220;<strong>Choose Europe<\/strong>,&#8221; a pilot program with a \u20ac22.5 million budget aimed at offering job prospects and study and employment conditions for non-EU nationals. If adopted, the project (on trial as early as next April) will be assisted by an &#8220;EU talent pool&#8221;\u00a0<span style=\"margin: 0px; padding: 0px;\">to recruit the\u00a0<strong>best<\/strong>\u00a0students, researchers, and workers, and a visa facilitation strategy will<\/span>\u00a0be unveiled this year. The Union of skills will rest on the participation of member states.
