Particularly under the magnifying glass are the EU executive&#8217;s <strong>plans on defence and security<\/strong>\u2014including support for Ukraine \u2014and those on managing <strong>unlawful immigration<\/strong>.<\/p>\n<h3 id='european-defence'  id=\"boomdevs_1\" class=\"p1\">European Defence<\/h3>\n<p class=\"p1\">Keeping MEPs busy as they gather in Strasbourg from March 10\u201313 will be<span style=\"margin: 0px; padding: 0px;\">, first and foremost, the latest developments in\u00a0<strong>defence and security<\/strong>, as well as\u00a0<\/span>increasingly urgent issues that are unequivocally marking the figure of this historic phase. On Tuesday morning, European Council President <strong>Ant\u00f3nio Costa<\/strong> and Commission head <strong>Ursula von der Leyen<\/strong> will discuss with members of the hemicycle the results achieved by the leaders of the Twenty-seven at yesterday&#8217;s (March 6) <strong>extraordinary summit<\/strong>.<\/p>\n<p class=\"p1\">There will thus be on the menu the five-point plan <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/04\/von-der-leyen-outlines-rearm-europe-plan-ready-to-massively-increase-defense-spending\/\" target=\"_blank\" rel=\"noopener\">announced a few days ago<\/a> from von der Leyen, <strong><i>Rearm Europe<\/i><\/strong>, which is still in its embryonic stage but has received the <strong>political green light from the heads of state and government<\/strong>. The positions of the majority groups are close: <strong>Populars, Socialists and Liberals<\/strong> support the need to <strong>make the EU independent in the field of security<\/strong>, albeit with some distinctions.<\/p>\n<p class=\"p1\">The EPP is pushing for a &#8220;<strong>Joint European Defence<\/strong>&#8221; and wants to make the Old Continent &#8220;a global <strong>security bastion<\/strong>,&#8221; according to the group&#8217;s spokesman, welcoming the layout of von der Leyen&#8217;s plan. For <strong>Camilla Laureti<\/strong> (a member of that PD <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/rearm-europe-socialists-ready-to-back-emergency-procedure-but-schlein-criticises-the-plan\/\" target=\"_blank\" rel=\"noopener\">which is critical<\/a> of von der Leyen&#8217;s plan) the <strong>common debt mechanism<\/strong> with which the Commission aims to raise 150 billion on the international markets should be extended, invoking a &#8220;courage&#8221; like the one shown during the COVID-19 pandemic. A flat &#8220;no&#8221; also\u00a0<span style=\"margin: 0px; padding: 0px;\">applies to the\u00a0<strong>use of cohesion funds<\/strong>\u00a0to finance European defence (in tune with what\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/leaders-back-von-der-leyens-defense-plan-meloni-italy-will-not-divert-cohesion-funds\/\" target=\"_blank\" rel=\"noopener\">was\u00a0<\/a><\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/leaders-back-von-der-leyens-defense-plan-meloni-italy-will-not-divert-cohesion-funds\/\" target=\"_blank\" rel=\"noopener\">observed yesterday<\/a> by PM Giorgia Meloni).<\/p>\n<p class=\"p1\">The position of the <strong>Greens\/EFA<\/strong> is more complex, as they insist on a <strong>holistic concept of security<\/strong>. For environmentalists, the door must also be opened to <strong>joint investments and joint debt instruments<\/strong>. However, the group&#8217;s spokesman notes that security does not just mean weapons. There are other dimensions, such as social, energy, and climate resilience. <strong>Ignazio Marino<\/strong> (AVS) stresses the need to <strong>think on a continental scale<\/strong>, avoiding the duplication implied by having 27 different systems instead of a single European one.<\/p>\n<p class=\"p1\">The right-wingers in the House are on opposite sides of the argument. The <strong>Patriots (PfE) are skeptical of the centralisation in Brussels<\/strong> of decision-making powers that, they say, should remain an exquisitely national competence\u2014defence remains one of the most visible attributes of state sovereignty\u2014and are absolutely <strong>against the assumption of further common debt<\/strong> by the Twenty-Seven.<\/p>\n<figure id=\"attachment_209272\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/09\/Imagoeconomica_1989781.jpg\"><img decoding=\"async\" class=\"wp-image-209272 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/09\/Imagoeconomica_1989781-1024x683.jpg\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/09\/Imagoeconomica_1989781-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/09\/Imagoeconomica_1989781-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/09\/Imagoeconomica_1989781-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2023\/09\/Imagoeconomica_1989781.jpg 1344w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-209272\" class=\"wp-caption-text\">Photo via Imagoeconomica<\/figcaption><\/figure>\n<p>The European <strong>Conservatives and Reformists (ECR)<\/strong> take a different view.\u00a0They\u00a0welcome von der Leyen&#8217;s plan (dubbed by Melonian <strong>Alberico Gambino<\/strong> a &#8220;<strong>defence plan<\/strong>&#8221; rather than a &#8220;plan for rearmament&#8221;) and reiterate the need to <strong>promote European industrial capacity<\/strong>, but always remaining within the framework of an overall <strong>strengthening of NATO<\/strong> rather than an overcoming of it. If anything, Gambino notes, it is time to start <strong>buying European<\/strong>\u00a0products to make continental industry breathe and to stop buying only from the US.<\/p>\n<p class=\"p1\">Strongly critical, finally, is the <strong>Left<\/strong>. The <strong>Continental rearmament<\/strong> promised by the EU executive &#8220;<strong>benefits only arms manufacturers<\/strong>,&#8221; complains the group&#8217;s spokesman, who notes that in Brussels, funds are never found for social policies, but hundreds of billions are pulled out of the hat for defence\u2014an <strong>&#8220;insane&#8221;\u00a0<\/strong>plan, according to 5-Star\u00a0<strong>Danilo Della Valle<\/strong>.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\"><strong>MPs are generally skeptical<\/strong><\/span><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\"> about whether the Commission should resort to an\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">accelerated procedure<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">\u00a0(following Article 122 of the Treaty on the Functioning of the EU) to start with this maxi-defence plan as quickly as possible<\/span>. Very critical is the Left, which accuses von der Leyen of wanting to &#8220;bypass Parliament,&#8221; while Gambino reiterates that &#8220;the Parliament\u00a0is sovereign&#8221; and should always be involved. According to Marino, it is &#8220;very serious that executive power cancels out legislative power.&#8221;<\/p>\n<h3 id='ukraine'  id=\"boomdevs_2\" class=\"p1\">Ukraine<\/h3>\n<p class=\"p1\">Closely linked to the defence issue is that of Ukraine, which has been at war for more than three years against the Russian invader. From Renew comes the suggestion to equip Ukraine with a <strong>made-in-Europe<\/strong> satellite system capable of compensating for a possible &#8220;shutdown&#8221; of Starlink, <strong>Elon Musk<\/strong>&#8216;s satellite network, after <strong>Donald Trump<\/strong> has already <strong>suspended<\/strong>\u00a0<strong>intelligence sharing<\/strong> with Kyiv. The Greens point out the risks of letting the <strong>unanimity rule make the EU a hostage to &#8220;Kremlin apologists&#8221;<\/strong> such as Hungarian Prime Minister <strong>Viktor Orb\u00e1n<\/strong>\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/eu-renews-support-for-ukraine-commitment-from-26-member-states-excluding-hungary-cornered\/\" target=\"_blank\" rel=\"noopener\">who withdrew<\/a> from yesterday&#8217;s summit conclusions.<\/p>\n<p class=\"p1\"><strong>Patriots and the Left maintain greater ambiguity<\/strong> on the issue, following the\u00a0calls for a &#8220;just and lasting&#8221; peace\u2014whatever this abstract formula may actually mean\u2014but remain <strong>more reserved<\/strong>\u00a0<strong>on sending war materiel to Kyiv<\/strong>, not to mention the option of dispatching European peace-keepers (although, it must be said, this idea splits all political forces across the board). For PfE nationalists, the priority must be the cessation of hostilities, and <strong>Europe should support<\/strong> (rather than criticize) the <strong>&#8220;diplomatic efforts&#8221; of the star-studded administration<\/strong>, which is negotiating with Russia behind the backs of Ukrainians and Western allies.<\/p>\n<h3 id='the-other-hot-topics'  id=\"boomdevs_3\" class=\"p1\">The other hot topics<\/h3>\n<p class=\"p1\">Strasbourg will also be talking about something else. On Tuesday afternoon, the Commission will present in Strasbourg its legislative proposal on <strong>repatriation of irregular migrants<\/strong>, that is, on the expulsion from the territory of the Union of people who have been refused international protection and thus refugee status.\u00a0<span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">The regulations that the EU executive will propose are<\/span><a style=\"text-align: inherit; font-family: var(--body-font-family);\" href=\"https:\/\/www.euronews.com\/my-europe\/2025\/03\/07\/exclusive-eu-migrant-return-law-will-not-include-return-hubs\" target=\"_blank\" rel=\"noopener\">\u00a0not expected to contain\u00a0<\/a><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">references to the\u00a0<\/span><strong style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family);\">controversial non-EU \u201creturn centres\u201d<\/strong><span style=\"text-align: inherit; color: var(--body-color); font-family: var(--body-font-family); font-weight: var(--body-font-weight);\">, a particularly sensitive issue from a legal point of view and highly controversial from a political one.<\/span><\/p>\n<p class=\"p1\">The EPP insists on the need for a <strong>crackdown on irregular immigration<\/strong> since, says the spokesman, only one-fifth of migrants whose asylum claims are not accepted actually leave the EU. This is a traditional <strong>battlehorse of the radical right<\/strong>, which indeed agrees: &#8220;Irregular immigration must be tackled with concrete action&#8221; is the message of the Patriots, who call for &#8220;an effective <strong>repatriation policy<\/strong>.&#8221;<\/p>\n<p class=\"p1\">The Parliament<span style=\"margin: 0px; padding: 0px;\"> will also discuss the Commission&#8217;s plan to\u00a0<strong>revive the ailing automotive industry<\/strong>\u00a0throughout Europe<\/span>. Finally, from the Patriots, they call for suspending &#8220;the attack on auto manufacturers&#8221; and removing sanctions against them, as well as ensuring the <strong>supply of strategic resources<\/strong> without becoming dependent on\u00a0China.<\/p>\n<p class=\"p1\">Also planned is a debate on the <strong>first Omnibus package<\/strong>, with which the Commission intends to begin simplifying some regulatory areas to <strong>foster European competitiveness<\/strong>.
