In an offbeat Sunday press conference, the Berlaymont president\u00a0indulged in a moment of self-celebration by reviewing what she considers the successes of her (second) first quarter. She also\u00a0offers a glimpse\u00a0of\u00a0<strong>what awaits the Union<\/strong> in the months and years ahead. <strong>The watchword: security,<\/strong> to the point that it will be the name of a <strong>new &#8220;format&#8221; of the College\u00a0of Commissioners<\/strong>, to be convened periodically.<\/p>\n<p class=\"p1\">Almost in response to the speech made by US President <strong>Donald Trump<\/strong> to the\u00a0joint session of Congress, <strong>Ursula von der Leyen<\/strong> <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/statement_25_721\" target=\"_blank\" rel=\"noopener\">yesterday<\/a> (March 9) held a press conference to take stock of the first 100 days of her second term.\u00a0Technically, she will cross the finish line on Tuesday, 11, but she will be in Strasbourg at the plenary session of the European Parliament tomorrow. So she has decided to bring it forward, having the Berlaymont press room open for an unusual Sunday morning conference.<\/p>\n<h3 id='the-new-world'  id=\"boomdevs_1\" class=\"p1\">The New World<\/h3>\n<p class=\"p1\">However, on this side of the Atlantic, there is\u00a0little to celebrate at this historic moment. <strong>In just a month and a half, <\/strong>the\u00a0world to which the Old Continent was accustomed to has been swept away. She argued that &#8220;our European values &#8211; democracy, freedom, and the rule of law &#8211; are under threat&#8221; and that &#8220;sovereignty but also ironclad commitments are being called into question&#8221; in this new phase where &#8220;<strong>everything has become transactional<\/strong>.&#8221; Not even too veiled a reference to the combative stance\u00a0of the new US\u00a0administration: to Vice President <strong>J.D. Vance<\/strong>&#8216;s <strong>frontal assaults<\/strong> on European allies to give them\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/14\/munich-all-eyes-on-ukraine-and-vance-zelensky-putin-will-attack-nato\/\" target=\"_blank\" rel=\"noopener\">lessons of democracy<\/a>, to his boss&#8217;s <strong>imperialist aims <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/06\/greenland-elections-in-march-amid-concerns-of-interference-and-invasion\/\" target=\"_blank\" rel=\"noopener\">on Greenland<\/a><\/strong> (but also on Canada and Panama), and to Washington&#8217;s continued threats to <strong>disengage from the defense of the Old Continent<\/strong>.<\/p>\n<h3 id='goodbye-uncle-sam'  id=\"boomdevs_2\" class=\"p1\"><i>Goodbye Uncle Sam?<\/i><\/h3>\n<p class=\"p1\">However, she was\u00a0careful never to criticize the White House occupant openly. And so, the 27 member states must arm themselves with courage and seize &#8220;the once-in-a-generation opportunity to <strong>build a stronger, safer, and more prosperous Europe<\/strong>.&#8221; Theoretically, this dynamic should lead to mutual benefits: it would allow Washington to spend less on the security of the Old Continent (Trump has long lamented the asymmetry in defense spending among the Allies) and Brussels to develop its own military-industrial base.<\/p>\n<h3 id='the-security-college'  id=\"boomdevs_3\" class=\"p1\">The Security College<\/h3>\n<p class=\"p1\">The Commission is also changing its skin to keep up with the changing times. One of the only changes announced by the head of the EU executive is the introduction of a new format, the &#8220;<strong>College on Security<\/strong>.&#8221; It will comprise\u00a0<strong>the 27 commissioners<\/strong>, who will meet periodically &#8211; it is not yet known how often &#8211; to discuss <strong>issues related to the &#8220;collective security&#8221; of the Union <\/strong>in a broad and multidimensional sense: from cyberspace to energy security, via trade and actual military defense. &#8220;<strong>We need to shift to a mindset of preparedness<\/strong>,&#8221; von der Leyen said, to have &#8220;a clear and thorough understanding of the threats&#8221; facing Europe.<\/p>\n<p class=\"p1\">In this format, the College members will work on &#8220;regular updates&#8221; provided by the <strong>External Action Service (EEAS)<\/strong> agencies, the EU&#8217;s Foreign Office, on &#8220;security developments.&#8221; These <i>debriefings<\/i> will focus each time on\u00a0different aspects and develop specific recommendations for each commissioner based on their expertise.<\/p>\n<h3 id='opening-to-eurobonds'  id=\"boomdevs_4\" class=\"p1\">Opening to\u00a0Eurobonds?<\/h3>\n<p class=\"p1\">The other news from yesterday concerns the <strong>150 billion<\/strong> ad hoc <i>fund<\/i> the Commission will create in the context of the <strong>Continental ReArm Plan<\/strong>\u00a0the von der Leyen <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/04\/von-der-leyen-outlines-rearm-europe-plan-ready-to-massively-increase-defense-spending\/\" target=\"_blank\" rel=\"noopener\">spoke about last week<\/a>, which the leaders of the 27 member states\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/leaders-back-von-der-leyens-defense-plan-meloni-italy-will-not-divert-cohesion-funds\/\" target=\"_blank\" rel=\"noopener\">backed<\/a>\u00a0at the extraordinary summit on March 6.\u00a0First, <strong>it will be called SAFE<\/strong>\u00a0&#8212; &#8220;Security Action for Europe.&#8221; For now, we only know\u00a0that S<strong>AFE will work through loans instead of outright grants,<\/strong> just like the SURE fund introduced during COVID-19.<\/p>\n<p style=\"margin-bottom: 0px;\">Regarding the financial resources, <strong>von der Leyen refused to rule out issuing new common debt<\/strong>. &#8220;Nothing is off the table,&#8221; she said, repeatedly pressed by reporters who asked if the Berlaymont was thinking about something like Eurobonds for defense, along with what was done in 2020 with the<strong> NextGeneration EU<\/strong> for post-pandemic recovery. However,\u00a0the historic <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/05\/merz-wants-to-eliminate-the-debt-break-in-germany\/\" target=\"_blank\" rel=\"noopener\">shift in Berlin<\/a> (the future chancellor <strong>Friedrich Merz<\/strong> announced that he would <strong>reform the debt brake<\/strong> to allow defense investments) changed everything. Now,\u00a0<strong>the road to Eurobonds no longer seems barred by default<\/strong>. It is now necessary to find the political will among the chancelleries.<\/p>\n<h3 id='manufacturing-at-home'  id=\"boomdevs_5\">Manufacturing at home<\/h3>\n<p class=\"p1\">It is unclear, however, whether there will be a &#8220;<i>buy European<\/i>&#8221; clause to\u00a0<strong>incentivize the purchase of EU-produced weapons systems<\/strong> and limit imports from abroad, as requested by Paris, for example. Currently, the Old Continent buys about 80 percent of its weapons from abroad, mainly those <i>Made in the USA<\/i>. According to the <a href=\"https:\/\/www.sipri.org\/media\/press-release\/2025\/ukraine-worlds-biggest-arms-importer-united-states-dominance-global-arms-exports-grows-russian#:~:text=European%20NATO%20members%20increase%20dependence,19%20(52%20per%20cent)\" target=\"_blank\" rel=\"noopener\">latest SIPRI report<\/a>, between 2020 and 2024, European NATO members <strong>bought 64 percent of their weapons from Washington<\/strong>, significantly increasing their dependence on Uncle Sam (in the 2015-2019 period, this figure stood at 52 percent).<\/p>\n<p class=\"p1\">It is an awkward\u00a0situation these days. &#8220;<strong>We urgently need capacity, and we don&#8217;t have it here<\/strong>,&#8221; von der Leyen said, making no secret of the fact that she is a fan of &#8220;European preference&#8221; but stressed that <strong>we need to move cautiously<\/strong>, following a &#8220;phased&#8221; approach that also involves European partners who <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/07\/uk-turkey-canada-norway-and-iceland-ready-to-contribute-to-eu-efforts-on-defence-and-ukraine\/\" target=\"_blank\" rel=\"noopener\">are not part of the Union.<\/a> &#8220;We have to think intelligently about how to do it, but it has to be an initiative that leads to research, development, and the creation of good jobs here in Europe,&#8221; she said, calling for a <strong>rethinking of the continental industrial base<\/strong> to promote greater cross-border cooperation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Commission president&#8217;s new initiative includes a permanent focus on Old Continent security issues.
