The European Commission is putting itself at the service of governments, as it did during the pandemic when the EU executive bought vaccines on behalf of the 27 member states. This is the most significant\u00a0proposal\u00a0in the draft of the\u00a0<a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/White-paper-on-the-Future-of-European-Defence.pdf\" target=\"_blank\" rel=\"noopener\">White Paper on the future of European Defense<\/a> that the College of Commissioners is working on and which Eunews was able to view.<\/p>\n<p>The single European buyer for security and defense needs is seen as &#8220;<span lang=\"en-EN\">the most cost-effective way to rebuild European defense&#8221; and in\u00a0even faster times. For this reason,\u00a0&#8220;upon<strong>\u00a0request of the member states, the Commission could act as a central purchasing body<\/strong>,&#8221; with multiple acquisition options, as there\u00a0are diverse\u00a0European needs.<\/span><\/p>\n<h4 id='ammunition-drones-artificial-intelligence-where-to-buy'  id=\"boomdevs_1\"><span lang=\"en-IT\">Ammunition, drones, artificial intelligence: where to buy<\/span><\/h4>\n<p style=\"margin-bottom: 0px;\"><span lang=\"en-EN\">The European Commission ventures into a military &#8216;inventory&#8217; and draws up <strong>a list of deficiencies to work on with a sense of urgency<\/strong> and priority. The common projects that require work include air and missile defense systems, drones and anti-drone systems, advanced artillery systems (including high-precision and long-range missiles), munitions, information systems and artificial intelligence, and\u00a0land, sea, and air combat capabilities. In all of this, the member states should get busy, with the Commission offering to act as a control room.<\/span><\/p>\n<h4 id='industrial-objective-buy-european'  id=\"boomdevs_2\">Industrial objective: buy European<\/h4>\n<p style=\"margin-bottom: 0px;\">In this work, the basic principle is &#8220;European preference,&#8221; which means that we should focus on the production and purchase of &#8216;made in EU&#8217; equipment, products, and technologies. There should be<strong>\u00a0three guiding principles<\/strong> to do things: look for a European solution; negotiate with European manufacturers and suppliers price reductions and lead times, &#8220;possibly with EU support;&#8221; if a European solution is not available at the required prices or timelines, member states should jointly turn to third-country suppliers, seeking complete control of the process.<\/p>\n<h4 id=''  id=\"boomdevs_3\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/spesa-difesa.png\"><img decoding=\"async\" class=\"alignnone wp-image-416328 size-full\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/spesa-difesa.png\" width=\"673\" height=\"454\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/spesa-difesa.png 673w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/01\/spesa-difesa-300x202.png 300w\" sizes=\"(max-width: 673px) 100vw, 673px\" \/><\/a><\/h4>\n<h4 id='eu-support-through-common-budget-and-regulatory-simplification'  id=\"boomdevs_4\">EU support through common budget and regulatory simplification<\/h4>\n<p style=\"margin-bottom: 0px;\">At the financial level, the Commission&#8217;s White Paper does not include anything new compared to the approaches seen\u00a0so far. <a href=\"https:\/\/www.eunews.it\/2025\/03\/04\/von-der-leyen-aumentare-spesa-difesa\/\" target=\"_blank\" rel=\"_blank noopener\">The commitment to provide 150 billion euros in loans to member states<\/a> through funds\u00a0raised on the markets and guaranteed by the EU budget remains firm. In addition, there are <strong>eight billion for research and development activities<\/strong> through the European Defense Fund and\u00a0<strong>300 million euros<\/strong>\u00a0available from\u00a0the <a href=\"https:\/\/defence-industry-space.ec.europa.eu\/eu-defence-industry\/edirpa-addressing-capability-gaps_en\" target=\"_blank\" rel=\"noopener\">EDIRPA program<\/a>\u00a0for joint procurement to mobilize up to 11 billion euros in additional investment.<\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0It is just the beginning of a process that EU Commission President Ursula von der Leyen intends to pursue immediately.\u00a0In the White Paper, she said she plans to <strong>start a strategic dialogue with the defense industry<\/strong> &#8220;immediately&#8221; and to outline\u00a0a\u00a0<strong>regulatory simplification<\/strong>\u00a0proposal for the sector\u00a0&#8220;by June 2025&#8221; through a new omnibus package. Again, &#8220;appropriate corrective actions&#8221; will be taken to resolve the <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/05\/defence-eu-totally-unprepared-for-coordination-of-armed-forces-movement\/\" target=\"_blank\" rel=\"noopener\">military mobility problem<\/a>, removing &#8220;remaining obstacles to the movement of troops and equipment.&#8221;<\/p>\n<h4 id='ukraine-s-industrial-integration-and-military-support'  id=\"boomdevs_5\">Ukraine&#8217;s industrial integration and military support<\/h4>\n<p style=\"margin-bottom: 0px;\">A strategic objective included\u00a0in the White Paper for the future of defense concerns Ukraine&#8217;s integration with the EU from an industrial perspective. The Paper emphasizes the need to bring the candidate country into the 12-star sector market\u00a0and &#8220;encourage direct investment in the Ukrainian defense industry&#8221; while ensuring &#8220;access to satellite services,&#8221; starting with those provided by <a href=\"https:\/\/www.euspa.europa.eu\/eu-space-programme\/eu-space-and-security\/eu-space-isac\" target=\"_blank\" rel=\"noopener\">ISAC, the data and information sharing center<\/a>.<\/p>\n<p style=\"margin-bottom: 0px;\">In addition, there is a renewed call for immediate military support for short-term needs. Here, it insists on the need to provide air defense (high-precision missiles and drones) and &#8220;<strong>1.5 million wide-caliber projectiles during 2025<\/strong>.&#8221; It also insists on training missions for the Ukrainian armed forces.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The follow-up document to the &#8216;Rearm Europe&#8217; plan is taking shape.
