Although the European Commission wants to respond to US tariffs and <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/13\/eu-will-not-back-down-on-tariffs-ready-for-whatever-comes\/\" target=\"_blank\" rel=\"noopener\">not allow US President Donald Trump to act freely<\/a> and with impunity,\u00a0 a suggestion from the European Parliament\u00a0points precisely in the opposite direction. The institution&#8217;s think tank clarifies that &#8220;<strong>Europe should avoid reactionary\u00a0<\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>protectionism, as broad retaliatory tariffs would exacerbate economic strain rather than alleviate it<\/strong>.&#8221; With intransigent conduct,\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/ECTI_STU(2025)764186\" target=\"_blank\" rel=\"noopener\">a study<\/a>\u00a0warns that the EU and, even more so, its euro area would have much to lose. <\/span><\/span><\/span><\/p>\n<h4 id='european-inflation-rises-with-eu-counter-tariffs'  id=\"boomdevs_1\">European inflation rises with EU counter-tariffs<\/h4>\n<p style=\"margin-bottom: 0px;\">First, analysts want to clarify a key issue related to inflation. <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>US tariffs &#8220;do not directly affect prices for European consumers.&#8221;\u00a0<\/strong><\/span><\/span>The opposite is true, namely that tariffs imposed by Washington <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">affect US consumers&#8217; prices for goods imported from Europe.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">European companies will see reduced demand from US importers because of this and, &#8220;conceivably,&#8221; will respond by trying to regain demand by lowering prices for both US and European consumers.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">This is the deflationary effect of a foreign tariff.<\/span><\/span><\/span><\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">US tariffs could raise concerns about euro area inflation because of\u00a0two indirect effects: the euro&#8217;s depreciation\u00a0and retaliatory tariffs imposed by the EU on US imports. That is why the European Commission, responsible for trade matters, should refrain from the urge to go into a confrontation. Also, while European exports to the United States may suffer declines due to higher tariffs,\u00a0the <strong>euro&#8217;s depreciation\u00a0may partially offset these effects<\/strong> by improving competitiveness in global markets.<\/span><\/span><\/span><\/p>\n<h4 id='ecb-should-avoid-raising-interest-rates'  id=\"boomdevs_2\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><br \/>\n<\/span><\/span><\/span>ECB should avoid raising interest rates<\/h4>\n<\/div>\n<div><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The European Parliamentary Study and Research Center analysis then contains a helpful suggestion for eurozone resilience concerning the European Central Bank. Against this backdrop of uncertainty, it points out, &#8220;monetary policy flexibility remains a crucial tool in mitigating the contractionary pressures of US tariffs,&#8221; urging to b<\/span><\/span>eware of a<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><span class=\"ryNqvb\">&#8220;miscalibrated&#8221; response. In particular, it explains, &#8220;an <strong>overly restrictive stance by the ECB could amplify the economic slowdown rather than counteract it.&#8221;<\/strong> <\/span><\/span><\/span><\/span><\/div>\n<div><\/div>\n<div><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Increasing interest rates and thus higher borrowing\u00a0costs would risk strangling the economy, <strong>a fear the ECB expressed as early as August 2023<\/strong>, as did members\u00a0of the previous\u00a0community executive. What comes from the European Parliament is just a new call for caution.<\/span><\/span><\/span><\/div>\n<h4 id='eu-can-make-it-trade-diversification-is-a-good-strategy'  id=\"boomdevs_3\">EU can make it, trade diversification is a good strategy<\/h4>\n<div>Therefore, a significant part of the possible negative fallout from US protectionism comes from European responses. &#8220;Overall, <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">while the US shift towards protectionism introduces new economic risks, <strong>its impact on the European economy remains manageable if appropriate policy responses are adopted,&#8221; <\/strong>according to the study.<\/span><\/span><\/span><\/div>\n<div><\/div>\n<div>In this sense, the study points out\u00a0that <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>a strategy focused on trade diversification, innovation incentives, and monetary flexibility would better position Europe to absorb the negative spillovers of US trade policies.<\/strong> Thus, the decision by EU Commission president Ursula von der Leyen to give new impetus to trade and <a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/06\/eu-mercosur-deal-done-von-der-leyens-announcement-negotiations-concluded-partnership-unique-in-the-world\/\" target=\"_blank\" rel=\"noopener\">conclude free trade agreements with Mercosur countries first<\/a> (Argentina, Bolivia, Brazil, Paraguay, Uruguay) and then <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/17\/after-mercosur-mexico-trade-as-eu-shield-to-trump\/\" target=\"_blank\" rel=\"noopener\">with Mexico<\/a>\u00a0seems appropriate. Just as the choices of wanting to reach a trade agreement with India by the end of the year and give new impetus to cooperation with South Africa seem appropriate.<\/span><\/span><\/span><\/div>\n<h4 id='the-real-problem-with-us-tariffs-is-china'  id=\"boomdevs_4\">The real problem with US tariffs is China<\/h4>\n<div>On closer inspection, the EU and its eurozone&#8217;s main risk from US tariffs is &#8216;made in China.&#8217; What poses &#8220;a serious challenge&#8221; is the possibility of a so-called &#8216;second China shock,&#8217; in which <strong>Chinese exports<\/strong>, redirected by the United States because of tariffs, <strong>inundate European markets<\/strong>.
