In the\u00a0<a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/White-Paper.pdf\" target=\"_blank\" rel=\"noopener\">final version<\/a>\u00a0that the heads of state and government in the EU will discuss at this week&#8217;s summit (March 20-21), the <strong>White Paper for the Future of Defense<\/strong> maintains the original framework and opens up the possibility of working together with non-EU partners, which translates into the <strong>possibility of joint procurement with Norway and more cooperation with the UK, Canada, Japan, India, and South Korea<\/strong>.<\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">&#8220;Now it&#8217;s about implementing, implementing and implementing, because we&#8217;re not going to stop [Russian President] Putin by\u00a0reading this white paper,&#8221; emphasizes the Defense Commissioner, <strong>Andrius Kubilius<\/strong>, who\u00a0stresses that\u00a0<strong>&#8220;this is not just about military strength<\/strong>, but about our readiness, strategic autonomy, and the future of Europe as a global player<\/span><\/span><\/span>.&#8221; However, a mix of desire for power and fear drives the EU plan. There are fears that Putin&#8217;s Russia &#8220;could test our military response capability five years from now,&#8221; they admit in the Commission, which is\u00a0\u00a0why, as an EU, &#8220;we need to restore credible deterrence.&#8221; The White Paper on Defense responds to this.<\/p>\n<p>The EU&#8217;s High Representative for Foreign and Security Policy, <strong>Kaja Kallas<\/strong>, calls for sticking to the plan developed by the College of Commissioners because she stresses, &#8220;we must <strong>be ready\u00a0for the worst<\/strong>&#8221; and because &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">we are always stronger together,&#8221; including &#8220;in defending a world where might\u00a0does not make right.&#8221; By the way, Kubilius and Kallas, the former being Lithuanian and the latter\u00a0Estonian, represent <a href=\"https:\/\/www.bbc.com\/news\/articles\/cjryp19884yo\" target=\"_blank\" rel=\"noopener\">EU countries that announced plans,\u00a0along with Latvia and Poland, to quit the\u00a0treaty banning anti-personnel mines<\/a>, always in the name of security and anti-Russian defense. It is an EU with\u00a0values that are not absolute and\u00a0can bend\u00a0to the logic of the historical era. Photo: Emanuele Bonini for Eunews]<\/figcaption><\/figure>\n<div class=\"lRu31\" dir=\"ltr\">\n<div id=\"ow49\">\n<h4 id='ammunition-drones-artificial-intelligence-where-to-buy'  id=\"boomdevs_1\" id=\"ammunition-drones-artificial-intelligence-where to buy\"><span lang=\"en-IT\">Ammunition, drones, artificial intelligence: where to buy<\/span><\/h4>\n<p><span lang=\"en-EN\">The White Paper on the Future of Defense, which the Commission is presenting along\u00a0with the<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/04\/von-der-leyen-outlines-rearm-europe-plan-ready-to-massively-increase-defense-spending\/\" target=\"_blank\" rel=\"noopener\">final version of the RearmEU<\/a> plan, confirms\u00a0<strong>the list of deficiencies to work on with a sense of urgency<\/strong> and priority. Common projects that require work include air and missile defense systems, drones and anti-drone systems, advanced artillery systems (including high-precision and long-range missiles), munitions, information systems and artificial intelligence, and land, sea, and air combat capabilities. In all this, member states should get busy, with the Commission offering to act as a control room.<\/p>\n<p><\/span><\/p>\n<h4 id='industrial-goal-buy-european'  id=\"boomdevs_2\" id=\"industrial-goal-buy-European\">Industrial goal: buy European<\/h4>\n<p>The underlying principle is &#8220;European preference,&#8221; a way of saying that we should focus on production and purchases of &#8216;made in EU&#8217; equipment, products, and technologies. There should be <strong>three guiding principles<\/strong> to do things: look for a European solution; negotiate with European manufacturers and suppliers price reductions and lead times, \u201cpossibly with EU support;\u201d if a European solution is not available at the required prices or timelines, member states should jointly turn to third-country suppliers, seeking complete control of the process.<\/p>\n<h5 id='eu-support-through-the-common-budget-and-regulatory-simplification'  id=\"boomdevs_3\"><span style=\"color: #212121; font-size: 1.25em;\">EU support through the common budget and regulatory simplification<\/span><\/h5>\n<\/div>\n<\/div>\n<div class=\"UdTY9 WdefRb\">\n<div class=\"kO6q6e\">\n<p>At the financial level, the Commission&#8217;s White Paper contains nothing new compared to the approaches seen\u00a0so far. There is still a firm\u00a0<a href=\"https:\/\/www.eunews.it\/2025\/03\/04\/von-der-leyen-aumentare-spesa-difesa\/\" target=\"_blank\" rel=\"_blank noopener\">commitment to provide 150 billion euros in loans to member states<\/a> through funds raised on the markets\u00a0and guaranteed by the EU budget. In addition,\u00a0there\u00a0are <strong>eight billion for research and development activities<\/strong> through the European Defense Fund and <strong>300 million euros<\/strong>\u00a0through the <a href=\"https:\/\/defence-industry-space.ec.europa.eu\/eu-defence-industry\/edirpa-addressing-capability-gaps_en\" target=\"_blank\" rel=\"noopener\">EDIRPA program<\/a>\u00a0for joint procurement to mobilize up to 11 billion euros in additional investment.<br \/>\nIt is just the beginning of a process that EU Commission President Ursula von der Leyen intends to pursue immediately\u00a0away. In the White Paper, she said she plans\u00a0to <strong>start a strategic dialogue with the defense industry<\/strong> &#8220;immediately&#8221; and to outline\u00a0a\u00a0<strong>regulatory simplification<\/strong>\u00a0proposal for the sector\u00a0&#8220;by June 2025&#8221; through a new omnibus package. Again, &#8220;appropriate corrective actions&#8221; will be taken to resolve the <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/05\/defence-eu-totally-unprepared-for-coordination-of-armed-forces-movement\/\" target=\"_blank\" rel=\"noopener\">military mobility problem<\/a> and thus remove &#8220;remaining obstacles to the movement of troops and equipment.&#8221;<\/p>\n<\/div>\n<p><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/patto-stabilita.png\"><img decoding=\"async\" class=\"alignnone wp-image-304734 size-full\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/patto-stabilita.png\" width=\"904\" height=\"548\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/patto-stabilita.png 904w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/patto-stabilita-300x182.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/patto-stabilita-768x466.png 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/01\/patto-stabilita-750x455.png 750w\" sizes=\"(max-width: 904px) 100vw, 904px\" \/><\/a><\/p>\n<div class=\"kO6q6e\">\n<h4 id='public-accounts-the-limits-to-the-stability-pact'  id=\"boomdevs_4\">Public accounts, the limits to the stability pact<\/h4>\n<\/div>\n<p>Plans to <strong>suspend the internal stability pact<\/strong>, not the EU pact, for four years to allow member states to increase defense investment remains firm. The <a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Communication-accomodating-defence-expenditure.pdf\" target=\"_blank\" rel=\"noopener\">communication on the subject<\/a> specifies the maximum duration, starting in 2025 and then eligible through 2028, and\u00a0how much flexibility is given. The\u00a0<strong>reference is 2021<\/strong>, a year in which individual states&#8217; military spending was lower than in recent years. From that baseline,\u00a0<strong>each member country will be allowed to spend up to 1.5 percent more GDP per year<\/strong> and go over the 3 percent deficit\/GDP ceiling without the Commission\u00a0initiating an excessive deficit. Instead, if more is spent, the rules will apply without exception. This is to ensure that deficits remain under control and sustainable.<br \/>\nThe EU&#8217;s strategy &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">will also stimulate economic growth, drive innovation, and create jobs while ensuring fiscal sustainability,&#8221; highlights Economy Commissioner <strong>Valdis Dombrovskis<\/strong>. Although they admit that in Brussels, it is impossible to talk about economic returns, &#8220;We have no estimates on the growth impact from defense investments,&#8221; sources admit. One can only say, &#8220;From each euro spent, we will generate many more euros.&#8221; We will see how many more later.<\/p>\n<p><\/span><\/span><\/span><\/p>\n<h4 id='ukraine-s-industrial-integration-and-military-support'  id=\"boomdevs_5\" id=\"industrial-integration-of-Ukraine-and-military-support\">Ukraine&#8217;s industrial integration and military support<\/h4>\n<p>It remains firm that the strategic goal for the future of defense concerns Ukraine&#8217;s integration with the EU from an industrial perspective. The Paper emphasizes the need to bring the candidate country into the 12-star sectoral market, &#8220;fostering direct investment in the Ukrainian defense industry,&#8221; while ensuring &#8220;access to satellite services,&#8221; starting with those provided by <a href=\"https:\/\/www.euspa.europa.eu\/eu-space-programme\/eu-space-and-security\/eu-space-isac\" target=\"_blank\" rel=\"noopener\">ISAC, the data and information sharing center<\/a>.<br \/>\nIn addition, there is a renewed call for immediate military support for short-term needs. Here, the\u00a0Paper insists on providing air defense (high-precision missiles and drones) and upwardly revising the\u00a0commitment to supply <strong>broad-caliber bullets during 2025, now set at two million pieces instead of 1.5 million<\/strong>.
