The plan for a <strong>union of savings<\/strong> is not there, but it will be there. The European Commission plays\u00a0the announcement effect card again and makes an appointment for after the summer. The <strong>end of the third quarter<\/strong> is the time horizon for a real strategy for a savings and investment union that &#8220;is not,&#8221; they emphasize in Brussels, &#8220;a name change of the capital markets union&#8221; but rather\u00a0a new instrument that has been reasoned about for years to put private household savings back into circulation to finance the EU&#8217;s policy priorities, namely the double green and digital transition, to which defence has since been added.<\/p>\n<p><span style=\"margin: 0px; padding: 0px;\">The\u00a0<a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/White-Paper.pdf\" target=\"_blank\" rel=\"noopener\">white paper on the future of defence<\/a>\u00a0itself devotes a paragraph to this initiative, which was chosen to pursue\u00a0precisely because of issues of resources that are needed but unavailable.<\/span>\u00a0In that sense, the\u00a0<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">savings and investment union &#8220;could, <strong>by itself, attract hundreds of billions of additional investment per year<\/strong> into the European economy, strengthening its competitiveness.&#8221;<\/span><\/span><\/span><\/p>\n<p><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u200b<\/span><\/span><\/span>Europeans&#8217; savings represent a dormant treasure of 10 trillion euros, sitting idle on bank deposits that yield little, sometimes nothing, if inflation starts to run. Hence the need for corrective measures. The president of the European Commission, <strong>Ursula von der Leyen<\/strong>, as is now customary, chooses the path of proclamations and triumphalism. With the proposal, she says, &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">we are achieving a double victory,&#8221; in that &#8220;the households will have more and safer opportunities to invest in capital markets and increase their wealth.&#8221; while &#8220;at the same time, companies will have easier access to capital to innovate, grow, and create good jobs in Europe.&#8221;<\/span><\/span><\/span><\/p>\n<figure id=\"attachment_404196\" class=\"wp-caption alignnone\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36L94R3.jpg\"><img decoding=\"async\" class=\"wp-image-404196 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36L94R3-1024x683.jpg\" alt=\"Ursula\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36L94R3-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36L94R3-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36L94R3-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36L94R3-1536x1024.jpg 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-404196\" class=\"wp-caption-text\">The President of the European Commission, Ursula von der Leyen (photo: John Thys\/Afp)<\/figcaption><\/figure>\n<p>Too bad there are no proposals.\u00a0<span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/finance.ec.europa.eu\/document\/download\/13085856-09c8-4040-918e-890a1ed7dbf2_en?filename=250319-communication-savings-investmlents-union_en.pdf\" target=\"_blank\" rel=\"noopener\">One communication<\/a>, which is not a legislative act, states that the<\/span>\u00a0proposal will come later. Also, whether it is a victory, as von der Leyen says, is put to the test. <strong>We need to convince savers to invest, to move their holdings. The knot is here, but it is not untied<\/strong>. The communication merely reminds us that in Europe&#8217;s all-national, fragmented system, the best examples of incentives to use savings &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">offer preferential tax rates or simplified tax procedures and allow for no or low-cost switching.&#8221;<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\">It is on the basis of these best practices that it is intended to present a blue book, a detailed document with suggestions to member states.\u00a0In the meantime, a reform of the common budget that would be useful for this purpose is being considered. &#8220;<strong>The<\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u00a0<strong>next long-term budget (MFF 2028\u20132034) is an opportunity for the EU to reduce risks<\/strong> and further increase national, private, and institutional funding,&#8221; the communication reads. The EU opens up the possibility of guarantees for citizens if investments go wrong. &#8220;<\/span><\/span><span class=\"jCAhz\"><span class=\"ryNqvb\"><strong>The new Multiannual Financial Framework and the Savings and Investment Union can support each other<\/strong>,&#8221; given that European spending programs include\u00a0<\/span><\/span><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">loans, guarantees, and financial instruments supported by the EU budget and mobilise co-financing from member states and beneficiaries.\u00a0<\/span><\/span>Still, with the <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">InvestEU program and the European Innovation Council, &#8220;the EU budget reduces the risks of innovative projects and encourages private sector investment.&#8221;<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\">The\u00a0EU, therefore, tries to shape the new savings union. <strong>It risks being\u00a0<\/strong><span style=\"margin: 0px; padding: 0px;\"><strong>&#8220;a long-term goal,&#8221;<\/strong>\u00a0Financial Services Commissioner\u00a0<strong>Maria Luis Albuquerque acknowledges<\/strong><\/span>. Nonetheless, &#8220;there is a need to act now&#8221; because &#8220;the world around us is moving forward fast, and we do not have the luxury of time.&#8221; While Europeans&#8217; savings are sleeping in the bank, European companies seek private capital elsewhere, such as in the United States and China.<\/p>\n<p style=\"margin-bottom: 0px;\">So, after the summer pause,\u00a0there will be the proposal to entice people to use their savings, along with the <strong>strategy for the financial literacy of Europeans<\/strong>\u00a0so that they can navigate the investment world. In the latter part of the year, the intention is\u00a0to submit a legislative amendment proposal to remove all barriers and review the supervision of financial transactions.
