Variable-geometry Europe is already here, with the <strong>systematic de facto exclusion<\/strong> of <strong>Viktor Orb\u00e1n&#8217;s<\/strong> Hungary. As it happened at the <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/06\/eu-renews-support-for-ukraine-commitment-from-26-member-states-excluding-hungary-cornered\/\" target=\"_blank\" rel=\"noopener\">ordinary summit<\/a> two weeks ago, this time too, the heads of state and government adopted their conclusions on Ukraine, bypassing\u00a0<strong>the opposition of the Magyar premier<\/strong>, putting\u00a0him\u2014or rather leaving him\u2014in the corner.<\/p>\n<p class=\"p1\">Nothing new in either method or substance. As for the\u00a0method, indeed, there is again the use of the approach pioneered by the president of the European Council, <strong>Ant\u00f3nio Costa<\/strong>, to <strong>reach a consensus of 26<\/strong> when unanimity (required for formal foreign policy decisions) cannot be achieved. Said and done. It reaffirmed the &#8220;<strong>continued and unwavering support<\/strong> for Ukraine&#8217;s independence, sovereignty, and territorial integrity within its internationally recognized borders,&#8221; reiterated the approach of &#8220;<strong>peace through strength<\/strong>,&#8221; reaffirmed the commitment &#8220;to provide further comprehensive support to Ukraine and its people,&#8221; including the <strong>provision of substantial new financial and military aid<\/strong>.<\/p>\n<p class=\"p1\">And, of course, support for &#8220;a comprehensive, just, and lasting <strong>peace<\/strong>&#8221; that is &#8220;accompanied by <strong>solid and credible security guarantees<\/strong>,&#8221; to monitor which the contribution of the so-called <strong>coalition of the willing<\/strong> under Franco-British aegis (whose chiefs of staff are meeting right now in London) is welcome. Finally, the leaders &#8220;stressed the need to <strong>accelerate negotiations on Ukraine&#8217;s membership<\/strong>&#8221; in the 12-star club.<\/p>\n<p class=\"p1\">There is then a passage on the <strong>ongoing talks to reach a ceasefire<\/strong>. According to EU diplomatic sources, the consensus view at the table is that &#8220;<strong>no real negotiations<\/strong> are taking place at the moment&#8221; between Washington, Moscow, and Kyiv. It seems that the Twenty-Six are at the very least displeased with the speed with which <strong>the contacts of the last few days<\/strong> (with Trump <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/20\/ukraine-trump-and-zelensky-align-on-terms-for-a-truce\/\" target=\"_blank\" rel=\"noopener\">glued to the\u00a0phone<\/a> to hear from his Russian and Ukrainian counterparts), from which they feel excluded. And in fact, again according to senior EU officials, the leaders have been &#8220;discussing the best ways <strong>to influence the process<\/strong>.&#8221;<\/p>\n<p class=\"p1\">The same <strong>Volodymyr Zelensky<\/strong> remotely connected with the heads of state and government, thanking the European partners for their support and welcoming the commitment to <strong>supply Kyiv with artillery ammunition worth \u20ac5 billion<\/strong>,\u00a0which is all that remains of the ambitious proposal\u2014<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/20\/member-states-bring-kallas-back-to-earth-ukraine-plan-slashed-from-40-billion-to-5-billion\/\" target=\"_blank\" rel=\"noopener\">maybe too much<\/a>\u2014put forward by High Representative <strong>Kaja Kallas<\/strong>, who had asked the chancelleries for a 40 billion effort.<\/p>\n<p class=\"p1\">Remaining on Old Continent security, Zelensky described the <strong>ReArm Europe plan<\/strong> as &#8220;<strong>very useful and forward-looking<\/strong>&#8221; and called on leaders to put it into practice quickly. &#8220;There is a need for <strong>investment in arms production<\/strong> both in Ukraine and your countries,&#8221; he noted. By making itself available\u00a0to increase humanitarian efforts, particularly the <strong>exchange of prisoners and the release of deported civilians<\/strong> (and children). Meanwhile, the Twenty-Six say they are ready to <strong>&#8220;increase the pressure&#8221; on Moscow<\/strong>, including with new sanctions packages, as requested by Zelensky himself at least &#8220;<strong>until Russia begins to withdraw<\/strong> from our territory and until it has fully compensated for the damage caused by its aggression.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In what looks increasingly like a new standard, summit conclusions on support for Kyiv were included in a separate document to circumvent opposition from Budapest.
