The\u00a0<strong>EU Council and Parliament agree on the<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=celex:52023PC0127\" target=\"_blank\" rel=\"noopener\"> proposed amendment to the directive<\/a> for driver&#8217;s licenses,<\/strong> which will reshape the lives of Europeans in cars and beyond. From digital\u00a0licenses to the ability to drive a truck as early as age 18, the European Union is revolutionizing the driving concept.<\/p>\n<h4 id='the-new-licenses'  id=\"boomdevs_1\">The new licenses<\/h4>\n<p style=\"margin-bottom: 0px;\">News in sight for newly licensed drivers: b<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">efore getting <strong>the first license<\/strong>, one must pass a medical checkup, including eyesight and cardiovascular condition. It\u00a0is a requirement for &#8216;heavy&#8217; categories (trailers, trucks, articulated vehicles).\u00a0<\/span><\/span>For permits used to drive <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">cars or motorcycles, EU countries may choose to replace the medical checkup with self-assessment forms or, in the case of driver&#8217;s license renewal, other alternative measures.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">The inter-institutional agreement (provisional, to be formally approved by the House of Parliament and ministers) also aims to address the problem of the shortage of professional drivers. To this end,\u00a0<strong>the agreement lowers the minimum age for obtaining a truck driver&#8217;s license from 21 to 18 and a bus driver&#8217;s license from 24 to 21<\/strong>, provided that the applicant holds a certificate of professional competence. Governments can allow <strong>17-year-olds to drive a truck or van only on their territory if accompanied by an experienced driver.<\/strong> The accompanied driver system will apply more widely throughout the territory of the European Union for motorists.<\/span><\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<figure id=\"attachment_422410\" class=\"wp-caption alignnone\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-scaled.jpg\"><img decoding=\"async\" class=\"size-large wp-image-422410\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-1024x689.jpg\" width=\"1024\" height=\"689\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-1024x689.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-300x202.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-768x517.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-1536x1033.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-2048x1378.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-750x505.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/Imagoeconomica_562195-1140x767.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-422410\" class=\"wp-caption-text\">[photo: Carlo Carino\/ Imagoeconomica]<\/figcaption><\/figure>\n<h4 id='stricter-rules-for-newly-licensed-drivers'  id=\"boomdevs_2\">Stricter rules for newly licensed drivers<\/h4>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">For the first time, EU regulations will set a <strong>test period of at least two years for new drivers everywhere.<\/strong><\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">New drivers will be subject to stricter rules and penalties for driving under the influence of alcohol and driving without seat belts or child restraints.<\/span><\/span> In the inter-institutional negotiations, the European Parliament demanded and obtained <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">encouragement to pursue a zero-tolerance policy on alcohol and drugs, banning use for\u00a0all drivers.<\/span><\/span><\/span><\/p>\n<h4 id='driver-s-license-for-cars-can-last-up-to-15-years'  id=\"boomdevs_3\">Driver&#8217;s license for cars can last up to\u00a015 years<\/h4>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Negotiators from Parliament and the Council agreed that <strong>driver&#8217;s licenses for motorcycles and automobiles\u00a0should be valid for 15 years<\/strong>.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">EU countries may reduce this period to 10 years if the license can be used as a national identity document (<a href=\"https:\/\/www.carabinieri.it\/cittadino\/consigli\/Cose-di-tutti-i-giorni\/documenti\" target=\"_blank\" rel=\"noopener\">as in the case of Italy<\/a>). At the same time,\u00a0licenses for <strong>trucks and buses will have to be renewed every five years<\/strong>.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">EU countries may shorten the validity of licenses (65 years and older) for older drivers.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\">\n<h4 id='coming-soon-the-digital-driver-s-license'  id=\"boomdevs_4\">Coming soon: the digital driver&#8217;s license<\/h4>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Another significant change concerns the format of driving permits: <strong>By the end of 2030, a uniform mobile driver&#8217;s license will be available to all EU citizens<\/strong>, inserted <a href=\"https:\/\/www.eunews.it\/en\/2024\/03\/26\/from-2026-eu-citizens-to-have-a-european-digital-identity\/\" target=\"_blank\" rel=\"noopener\">in the future European digital identity portfolio<\/a>. ADigital licenses will become the leading model at the European level, available on a smartphone, without prejudice to the right to always request a physical copy of the document. The digital driver&#8217;s license will be recognized everywhere in the EU, overcoming the problem associated with conversions. Member states will have <strong>five years and six months from the entry into force of the new rules to develop the new digital license<\/strong>, <strong>which is<\/strong>\u00a0<strong>more time than it will take to comply with the latest\u00a0regulations<\/strong>. The amendment of the driver&#8217;s license directive will take four years from the final approval of the provisional agreement.<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Parliament and Council reached an agreement: stricter rules for new drivers, renewable permits every 15 years, and the possibility of starting to drive buses and trucks sooner.
