It\u00a0will be the starting point for the Commission to formulate its legislative proposal, on which it must then <strong>negotiate with MEPs and national governments.<\/strong><\/p>\n<p class=\"p1\">With a <strong>resolution passed by a large majority<\/strong> &#8211; 441 &#8220;yes,&#8221; 173 &#8220;no,&#8221; and 70 abstentions &#8211; MEPs today (April 2) adopted the <a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_ATA(2025)769553\" target=\"_blank\" rel=\"noopener\">Guidelines of the European Parliament<\/a> on the <strong>Community budget for the 2026 fiscal year<\/strong>, the penultimate of the 2021-2027 multi-annual financial framework (MFF).<\/p>\n<p class=\"p1\">The House&#8217;s guidelines commit the Union to &#8220;building a <strong>resilient, sustainable and prosperous future<\/strong>&#8221; for its citizens, keeping in mind strategic dimensions prioritized in these times of<strong> global instability.<\/strong> The premise of the report &#8212; entrusted to Popular Poland&#8217;s\u00a0<strong>Andrzej Halicki<\/strong> and backed by the five groups of the enlarged &#8220;Ursula majority&#8221; of Greens and Conservatives &#8212; is that the EU faces several &#8220;<b>uncertainties,&#8221; including\u00a0<\/b>the Ukraine war, geopolitical upheavals, the biodiversity crisis and the worsening effects of climate change.<\/p>\n<p class=\"p1\">Hence, there is a need to improve <strong>continental defense and security capabilities<\/strong>, an imperative to increase the <strong>economic competitiveness<\/strong> of the 27 member states,\u00a0an urgency to build real <strong>climate resilience<\/strong>, and a need to strengthen the <strong>single market. <\/strong>According to the Chamber, the budget in the next fiscal year should channel resources to key areas, including security and defense, research, innovation, business (with a focus on SMEs), health, energy, migration, external border protection (maritime and land), digital and green transitions, and labor and employment.<\/p>\n<p class=\"p1\">Finally, yet again, the\u00a0European Parliament calls for <strong>fresh\u00a0resources<\/strong> for the EU (also\u00a0to pay interest on debts incurred with the <i>NextGeneration EU<\/i>) and &#8220;regrets&#8221; the <strong>lack\u00a0of progress at the Council <\/strong>on the issue.<\/p>\n<p class=\"p1\">On Monday (March 31), on the first day of the plenary currently underway in Strasbourg, members of the hemicycle <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/31\/serafin-we-must-find-the-resources-to-defend-ourselves-in-eu-2026-budget\/\" target=\"_blank\" rel=\"noopener\">discussed<\/a> their priorities with Budget Commissioner <strong>Piotr Serafin<\/strong>. The Pole urged MEPs to support &#8220;a <strong>strong budget<\/strong>&#8221; to\u00a0secure the Union &#8220;at a time of <strong>growing global pressures<\/strong>&#8221; amid crazed diplomacies that fail to end ongoing bloody wars, aggressive adversaries, and old allies who no longer behave as such.<\/p>\n<p class=\"p1\">To effectively adopt the 2026 Draft Budget, the EU executive must make a <strong>formal legislative proposal<\/strong> considering the guidelines of the co-legislators, the Parliament, and the Council. Member states adopted their guidelines\u00a0on February 18, while the House Budget Committee (BUDG) approved its report on March 20.
