Chancelleries will discuss the creation of the <strong>European Defense Mechanism <\/strong>in the coming days, a fund aimed at &#8220;Europeanizing&#8221; this strategic sector by opening up <strong>cooperation with non-EU countries<\/strong>. The most significant item on the agenda is joint procurement, but the issue of resources needs to be solved.<\/p>\n<p class=\"p1\">When they meet for an informal meeting in Warsaw later this week &#8211; April 11 and 12 &#8211; the <strong>Finance ministers of the 27 member states<\/strong>\u00a0will be joined by their counterparts from the <strong>United Kingdom, Norway, and Switzerland<\/strong>. The main issue will be establishing\u00a0a <strong>dedicated\u00a0fund to finance the leap in defense<\/strong> that\u00a0all European countries&#8211;inside and outside the Union&#8211;now recognize as necessary at a historical stage when it is no longer possible to take for granted US support.<\/p>\n<p class=\"p1\">The goal is to <strong>coordinate efforts<\/strong> and lay the groundwork for what should eventually become <strong>Europe&#8217;s military industry<\/strong>. The first brick will be a <strong>European Defense Mechanism<\/strong> (<strong>EDM)<\/strong>, which, modeled on the <strong>European Stability Mechanism<\/strong>, will take the form of an <strong>instrument external to EU legal structures<\/strong>. However, unlike the notorious\u00a0ESM, t<strong>hird countries will be able to access it, and it will not require the participation of all 27 member states<\/strong> to avoid exposing it to national vetoes.<\/p>\n<p style=\"margin-bottom: 0px;\">The idea <a href=\"https:\/\/www.bruegel.org\/policy-brief\/governance-and-funding-european-rearmament\" target=\"_blank\" rel=\"noopener\">comes from a study<\/a> of the Brussels-based economic think tank <strong><i>Bruegel <\/i><\/strong>that the Polish presidency of the EU Council\u00a0commissioned. There has been talk about\u00a0<strong>Continental Defense<\/strong> for months, and\u00a0British Prime Minister <strong>Keir Starmer<\/strong> recently proposed a Pan-European Fund to finance it. The reasoning is that it is necessary to\u00a0<strong>reverse decade-long economic and strategic habits<\/strong> to effectively enable\u00a0Europe\u00a0to respond to threats in the changed geopolitical environment. Translated, we need to <strong>reduce the fragmentation of the European industry and market<\/strong>, which follow &#8220;<strong>national biases<\/strong>&#8221; starting with procurement, and accelerate toward creating a\u00a0<strong>single defense market that rests on a solid manufacturing base<\/strong>. The problem is that, until now, the war industries of the 27 member states\u00a0have always reasoned according to national schemes, ending up losing out both in terms of <strong>interoperability<\/strong> and <strong>duplication of costs<\/strong>.<\/p>\n<p class=\"p1\">&#8220;<strong>Greater cooperation is essential to close technology gaps and reduce rearmament costs<\/strong>,&#8221; reads the <i>Bruegel<\/i> paper. The think tank warns that unless purchases are pooled, European chancelleries will find it\u00a0<strong>challenging to manage the inflationary spiral<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/12\/lagarde-higher-defense-spending-could-push-up-inflation\/\" target=\"_blank\" rel=\"noopener\">triggered<\/a>\u00a0by\u00a0all governments intent on increasing their defense budgets.\u00a0This risk can be mitigated through a &#8220;<strong>combination of integrated markets and scaled-up procurement<\/strong>,&#8221; which would &#8220;<strong>increase competition<\/strong> and facilitate the entry of new companies in the sector,&#8221; in line\u00a0with Brussels&#8217; economic orthodoxy.<\/p>\n<p class=\"p1\">Indeed,\u00a0we are not starting from scratch. At the EU level, there are already several\u00a0instruments and programs &#8211; including the <strong>European Defense Fund (EDF)<\/strong>, the <strong>Munitions Production Regulation (ASAP)<\/strong>, and the <strong>Joint Procurement Program (EDIRPA)\u00a0<\/strong>&#8211; aimed at strengthening the production of strategic assets and financing them. But, as evident in the case of the <strong><i>ReArm Europe<\/i><\/strong> plan (which loosens the reins on governments by allowing member countries virtually unlimited borrowing), <strong>the national logic<\/strong> has not yet been overcome.<\/p>\n<p style=\"margin-bottom: 0px;\">In addition, technological gaps need to be filled to<strong> produce Made-in-Europe weapons systems without being overly dependent on foreign suppliers<\/strong>, starting with those in the US\u00a0(although this dependence will be pretty tricky to solve). This last aspect is mainly related to the indigenous production of so-called <strong>strategic enablers,<\/strong> such as military satellites (the parts and the very technology that makes them work). What endowment should the EDM have, who would pay for it, and how would disbursements from the fund work? In all likelihood, discussions on these issues will be prolonged, given the challenging economic climate. However, some ideas already exist, such as recovering the necessary resources through <strong>joint lending on\u00a0capital markets.<\/strong><\/p>\n<p class=\"p1\">The <strong>financial participation<\/strong> should depend on some <strong>measure\u00a0of contribution that considers the size of the\u00a0national economy, military expenditures, or strategic assets<\/strong> of different countries. The capital shares would also define the participants&#8217; relative weight in decision-making. One of\u00a0the hypotheses would also include granting f<strong>acilitated loans to &#8220;frontline members&#8221;<\/strong> (those on NATO&#8217;s eastern flank, presumably).<\/p>\n<p class=\"p1\">&#8220;<strong>The EDM could own strategic instruments and charge&#8221; participants &#8220;user fees<\/strong>, reducing the budgetary impact of rearmament,&#8221; the study says. Specific steps will then be necessary to avoid opening the door to\u00a0<strong>undue state aid <\/strong>and to reiterate the <strong>logic of\u00a0domestic preference<\/strong> that would benefit domestic contractors at the expense of foreign ones.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Polish presidency of the Union is working on introducing a new fund to finance the entire continent&#8217;s rearmament, through which cooperation with non-EU states would also be possible.
