The <a href=\"https:\/\/www.connact.it\/en\/events\/defence-security\/2025\/connact-defence-security\/\" target=\"_blank\" rel=\"noopener\">Connact Defence &amp; Security 2025<\/a> event, titled &#8220;<strong>Common European Defence: Financing and Industrial Integration<\/strong>,&#8221; organized today (April 15) in Rome by ConnAct, the events platform that fosters discussion between private actors and institutions through moments of meeting and networking, is precisely a space for discussion in this sense.<\/p>\n<p class=\"p1\">During the first panel, titled &#8220;European Plan and White Paper for EU Defence: A New Dimension for Europe,&#8221; the discussion focused on recent EU defence and security initiatives\u2014namely the White Paper on Defence, penned by <strong>Kaja Kallas<\/strong> (High Representative for Foreign Policy) and <strong>Andrius Kubilius<\/strong> (Commissioner for Defence), the <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/04\/von-der-leyen-outlines-rearm-europe-plan-ready-to-massively-increase-defense-spending\/\" target=\"_blank\" rel=\"noopener\"><i>ReArm Europe<\/i>\u00a0plan<\/a> of <strong>Ursula von der Leyen,<\/strong> and the broader <strong><i>Readiness 2030<\/i><\/strong> strategy\u2014as well as on <strong>synergies between the European and NATO levels<\/strong>, to strengthen the transatlantic partnership.<\/p>\n<figure id=\"attachment_421900\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-421900 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-1024x683.jpg\" alt=\"Kaja Kallas Andrius Kubilius\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/03\/P066064-182555-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-421900\" class=\"wp-caption-text\">EU High Representative for Foreign Policy, Kaja Kallas, and Defense Commissioner Andrius Kubilius present the White Paper on Defence (Photo: European Commission)<\/figcaption><\/figure>\n<p class=\"p1\"><span style=\"text-align: inherit;\">Taking the floor first was\u00a0<\/span><strong style=\"text-align: inherit;\">Anne Fort<\/strong><span style=\"text-align: inherit;\">, Kubilius&#8217; deputy chief of staff, to emphasize how the white paper is, in fact, &#8220;<\/span><strong style=\"text-align: inherit;\">a call to collective action<\/strong><span style=\"text-align: inherit;\">&#8221; for the Twenty-Seven that focuses on the &#8220;sense of urgency&#8221; of today&#8217;s challenges.<\/span>\u00a0The text, Fort points out, focuses on the need to &#8220;<strong>invest heavily<\/strong> and<strong> strengthen our capabilities<\/strong>&#8221; in several areas but always pointing to the added value provided by <strong>cooperation between the chancelleries<\/strong>: we are talking about, among other things, collaborative investment, joint procurement, interoperability of armed forces, and joint projects on <i>strategic enablers<\/i>.<\/p>\n<p class=\"p1\">Another key issue is that of industry. The problem here is that the market is fragmented.\u00a0<span style=\"margin: 0px; padding: 0px;\">We need to\u00a0<strong>strengthen the European industrial base<\/strong>\u00a0by aggregating demand,\u00a0<strong>simplifying the regulatory ecosystem, supporting investment, <\/strong>including through the EU budget,<strong> and integrating innovative technologies<\/strong>.<\/span>\u00a0In this regard, Fort says, it is important to clarify the role of the Union. <strong>&#8220;There is no competition between the EU and NATO&#8221; but complementarity<\/strong>, the official reiterates: Brussels must &#8220;support member states throughout the entire strategic capability development cycle&#8221;\u00a0to &#8220;make them reliable partners within the Alliance.&#8221;<\/p>\n<p class=\"p1\">For General <strong>Domenico Ciotti<\/strong> (director of the National Armaments Directorate&#8217;s IV Department of Armaments Program Coordination), it is important that the <strong>time horizon<\/strong> embraced by decision makers is medium to long term &#8220;to <strong>allow for proper planning<\/strong> and also to <strong>allow companies to invest<\/strong> in both technology and skills.&#8221; The issue that needs to be explored further, he argues, is that of &#8220;<strong>maturation states<\/strong>&#8220;: a continuous updating of strategic practices to <strong>remain abreast of &#8220;the constant and rapid evolution of threats and technologies&#8221;<\/strong> (such as cyber and artificial intelligence systems).<\/p>\n<figure id=\"attachment_424389\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-424389 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-1024x682.jpg\" alt=\"Domenico Ciotti\" width=\"1024\" height=\"682\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-1024x682.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-768x511.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-1536x1023.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-2048x1364.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-750x499.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/04\/FCM_9540-1140x759.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-424389\" class=\"wp-caption-text\">General Domenico Ciotti, director of the National Armaments Directorate&#8217;s IV Armaments Program Coordination Department (photo: ConnAct)<\/figcaption><\/figure>\n<p class=\"p1\">In addition to this, adds the general, &#8220;<strong>a culture of security is built every day,<\/strong>&#8221; and even the uninitiated must become familiar with the twin concepts of &#8220;<strong>threat<\/strong>&#8221; and &#8220;<strong>vulnerability<\/strong>&#8221; because they permeate people&#8217;s daily lives. Crucial, then, is working on &#8220;awareness of the risks to which we are constantly exposed,&#8221; which is then what <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/26\/commission-train-citizens-to-survive-the-first-72-hours-of-crisis\/\" target=\"_blank\" rel=\"_blank noopener\">makes the European Commission<\/a> with its <strong>strategy on preparedness<\/strong>.<\/p>\n<p class=\"p1\">Ambassador <strong>Marco Peronaci<\/strong>, Italy&#8217;s permanent representative to the Alliance, whose speech revolved around three levels, also returned on the complementarity between NATO and EU structures. The first level is the <strong>transatlantic bond<\/strong>, which remains the &#8220;essential <strong>foundation of collective security<\/strong> and identity&#8221; of the West in the short term. To keep it alive and functional, he argues, it is necessary for &#8220;the EU to work with NATO to <strong>increase the industrial-technological base<\/strong>&#8221; and for the Old Continent not to duplicate the efforts carried out by the Alliance.<\/p>\n<p class=\"p1\">To build the &#8220;<strong>European defence pillar in the medium to long term<\/strong>&#8221; (second level), the EU can start by implementing the planning decided in NATO, with a focus on the so-called <strong><i>capability targets<\/i><\/strong> to develop &#8220;<strong>strategic deterrence and industrial capabilities<\/strong>&#8221; on both sides of the Atlantic. The challenge is\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>not to fray the Alliance<\/strong><\/span><strong>\u00a0further<\/strong>, avoiding political divides that only play into the hands of autocracies. The third level is that of <strong>Italy<\/strong>, which must play a role as a <strong>&#8220;bridge&#8221; between Europe and the United States<\/strong>: that is, he says, precisely what Premier <strong>Giorgia Meloni<\/strong> is preparing to do during her visit to Washington the day after tomorrow.<\/p>\n<p class=\"p1\"><strong>EU-NATO relations<\/strong> are, after all, a theme dear to several panellists. Among them, Admiral <strong>Dario Giacomin<\/strong> (Italian military representative to the NATO and EU Military Committees) recalls the importance of a <strong>&#8220;cultural operation&#8221; of mutual recognition between the decision-makers of the two organizations<\/strong>, who are in fact &#8220;learning to collaborate&#8221; after decades in which their respective systems had operated separately. To begin with, the &#8220;<strong>clear enunciation of the <i>capability gaps<\/i><\/strong>&#8221; to figure out where and how to direct efforts: &#8220;There is a lot to be done, and member states cannot do it alone,&#8221; he explains. Then, we must <strong>decide &#8220;who does what&#8221; and divide tasks<\/strong> between chancelleries and community bodies, including &#8220;streamlining bureaucracy&#8221; when needed. Third, <strong>invest heavily in technological innovation<\/strong> because &#8220;the West will maintain its deterrence only if it stays ahead of the curve.&#8221;<\/p>\n<p class=\"p1\"><strong>Lorenzo Cesa<\/strong>, MP and Italian head of delegation to the NATO Parliamentary Assembly, finally addressed the need for &#8220;politics to speak <strong>a language of truth<\/strong> to the people.&#8221; Starting from the cornerstones of our national foreign policy (Atlanticism and Europeanism), he said, &#8220;we must bridge Europe and the United States&#8221; by taking advantage of the &#8220;extraordinary&#8221; relationship with the Washington delegation. &#8220;<strong>There is a desire for cooperation<\/strong>,&#8221; certifies Cesa, according to whom the only request, a legitimate one, made by Uncle Sam is that &#8220;<strong>we take more charge of our defence<\/strong> even from the point of view of military spending.&#8221;<\/p>\n<p class=\"p1\">He argues that to maintain credibility within NATO, the target of 2 per cent of GDP in defence must be met and perhaps even exceeded.
