The European Commission is nudging the EU deforestation regulation (<a href=\"https:\/\/environment.ec.europa.eu\/topics\/forests\/deforestation\/regulation-deforestation-free-products_en\" target=\"_blank\" rel=\"noopener\">EUDR<\/a>), whose implementation has already been delayed for a year.\u00a0Ahead of its entry into force on December 31, 2025, Brussels published today (April 16) <strong>a series of measures that should\u00a0reduce costs and administrative burdens for companies by about 30 percent<\/strong>.<\/p>\n<p>With this simplification package, the Commission &#8220;maintains the\u00a0<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_24_6204\" target=\"_blank\" rel=\"noopener\">commitment made<\/a> towards the European Parliament and the Council,&#8221; reads a note from the EU executive. After a chaotic tussle over the possible amendment of the regulation, the European Commission had promised &#8212; particularly <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/14\/eu-vote-on-deforestation-sanctions-alliance-between-epp-and-extreme-right-against-green-deal\/\" target=\"_blank\" rel=\"noopener\">to the European Parliament<\/a>, where the European People&#8217;s Party and the right-wing parties\u00a0tried hard to water down the law already passed &#8212; that it would &#8220;<strong>provide further clarifications on the legislation and explore further simplifications<\/strong>, while fully respecting the objectives of the regulation.&#8221;<\/p>\n<p>In a written statement attached to the agreement by which\u00a0the EU institutions confirmed\u00a0the one-year delay\u00a0of the regulations\u00a0on<a href=\"https:\/\/www.eunews.it\/en\/2024\/12\/04\/the-eu-deforestation-law-saga-comes-to-an-end-agreement-reached-on-a-one-year-delay\/\" target=\"_blank\" rel=\"noopener\">\u00a0December 4<\/a>,\u00a0the Commission pledged to &#8220;<strong>alleviate the burden on businesses by reducing administrative requirements<\/strong> and eliminating unnecessary red tape.&#8221; Specifically, the provision, called EUDR (Deforestation-free Products Regulation), aims\u00a0to <strong>prevent the entry into the single market of products that result from the over-exploitation of forested areas, <\/strong>imposing greater control of corporate\u00a0supply chains. The\u00a0tightening\u00a0affects palm oil, wood, beef, and rubber in particular, but also several associated materials, such as leather, chocolate, furniture, printed paper, and charcoal.<\/p>\n<p>&nbsp;<\/p>\n<p>First, Brussels updated the<a href=\"https:\/\/environment.ec.europa.eu\/document\/5dc7aa19-e58f-42a3-bbbe-f0eb2e5a1d3a_en\" target=\"_blank\" rel=\"noopener\"> guidance<\/a> for companies,\u00a0EU member state authorities, and partner countries, clarifying how to comply with the regulations and demonstrating that their activities are not involved in deforestation processes. <strong>The guidance document &#8220;reflects input from member states, partner countries, business and industry<\/strong>,&#8221; the European Commission points out. Still in the works, however, is the benchmarking system, through which the EU will identify low-, medium- and high-risk countries, which &#8220;will be adopted by June 30, 2025, following discussions with Member States.&#8221;<\/p>\n<p>In essence, the simplification measures introduced today mean that large companies will, for example, be able to r<strong>euse deforestation impact statements<\/strong> when goods previously on the EU market are re-imported. They ca<strong>n submit certifications<\/strong> annually instead of for each shipment or batch on the EU market. It will be sufficient for European companies to collect due diligence declaration reference numbers from their suppliers and use those references for their own declarations.<\/p>\n<p>&#8220;We are committed to implementing the EU rules on deforestation in a spirit of close cooperation, transparency, and open dialogue. Our goal is to reduce the administrative burden on businesses while preserving the objectives of the regulation,&#8221; said <strong>Jessika Roswall<\/strong>, EU Commissioner for the Environment. During 2024, the European Commission held over 300 meetings with stakeholders to facilitate the implementation of the regulation.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The regulation that will prevent the entry of products derived from deforestation into the single market will go into effect on December 31, 2025.
