{"id":424605,"date":"2025-04-17T14:06:23","date_gmt":"2025-04-17T12:06:23","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/04\/17\/egitto-bangladesh-paesi-sicuri-ue-italia\/"},"modified":"2025-04-17T15:12:32","modified_gmt":"2025-04-17T13:12:32","slug":"why-the-eu-considers-egypt-and-bangladesh-safe-countries-of-origin","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/04\/17\/why-the-eu-considers-egypt-and-bangladesh-safe-countries-of-origin\/","title":{"rendered":"Why the EU considers Egypt and Bangladesh safe countries of origin"},"content":{"rendered":"<p>Brussels &#8211; &#8220;The facts prove that we were right,&#8221;\u00a0Giorgia Meloni\u00a0<a href=\"https:\/\/x.com\/GiorgiaMeloni\/status\/1912518357695270963\" target=\"_blank\" rel=\"noopener\">declared triumphantly<\/a> yesterday (April 16), scrolling down\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/16\/the-eu-proposes-a-list-of-seven-safe-countries-of-origin-there-are-bangladesh-egypt-and-tunisia\/\" target=\"_blank\" rel=\"noopener\">the list<\/a> of safe countries of origin the European Commission compiled. <strong>Ursula von der Leyen<\/strong> served her a perfect assist by including among the seven\u00a0<strong>Egypt and Bangladesh<\/strong>, the two countries so far at the center of the Italian premier&#8217;s controversial plan to transfer\u00a0to hotspots in Albania asylum seekers subject\u00a0to expedited procedures. Thus, while the EU Court of Justice\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/10\/italy-albania-protocol-is-still-a-flop-eu-court-of-justice-reveals-critical-flaws-in-safe-countries-decree\/\" target=\"_blank\" rel=\"noopener\">should<\/a> rule on the issue, <strong>Brussels offers data and assessments that\u00a0justify Italy<\/strong> choosing to consider those countries &#8211; which account for about 30 percent of asylum applications in Italy &#8211; safe countries of origin.<\/p>\n<p>The European Commission relied on the EU Asylum Agency (EUAA), which suggested considering countries of origin that generate a &#8220;significant load of asylum applications in the EU&#8221;\u00a0 yet have\u00a0<strong>a\u00a0recognition rate for applicants\u00a0of 5 percent or less<\/strong>. In addition, Brussels\u00a0narrowed the scope\u00a0to countries already on member states&#8217; national lists. According to the legislative proposal, the information provided\u00a0by the EUAA to assess safety\u00a0<strong>is based on &#8220;a variety of sources<\/strong>,&#8221; including reports from the EU institutions themselves, reports from the EU Fundamental Rights Agency (FRA), and the UN High Commissioner for Refugees (UNHCR), as well as other international and non-governmental organizations, think tank analyses and verified media reports.<\/p>\n<p>Egypt and Bangladesh are both\u00a0<strong>on the lists of six member states<\/strong>, and both recorded a 4 percent\u00a0recognition rate for applicants\u00a0in 2024.\u00a0<a href=\"https:\/\/euaa.europa.eu\/latest-asylum-trends-annual-analysis\" target=\"_blank\" rel=\"noopener\">At an EU level,<\/a> <strong>last year, Bengali and Egyptian asylum seekers accounted for 7 percent<\/strong> of the total, about 68,000. Over two-thirds applied\u00a0in Italy, where Bangladesh alone accounted for 21 percent of all asylum applications (33,455) and Egypt 8 percent (11,979).<\/p>\n<h3 id='the-ongoing-political-transition-in-bangladesh'  id=\"boomdevs_1\">The ongoing political transition in Bangladesh<\/h3>\n<p style=\"margin-bottom: 0px;\">As for Bangladesh, the European Commission points out that it is &#8220;undergoing a political transition that\u00a0<strong>moves it away from a repressive system<\/strong> characterized by frequent human rights violations.&#8221; Dhaka is home to a parliamentary republic, where an interim government led by Nobel Peace Prize winner <strong>Muhammad Yunus<\/strong> took office last August. The former premier, Sheikh Hasina, was toppled by mass\u00a0anti-government protests, during which authorities reportedly arrested 11,000 people and killed over\u00a0600 protesters. Despite ratification of the Istanbul Convention against Violence against Women, in Bangladesh &#8220;<strong>gender violence remains a prevalent issue<\/strong>, with incidents of sexual harassment in the workplace and schools.&#8221;<\/p>\n<p style=\"margin-bottom: 0px;\">The same goes for the Convention against Torture and Cruel, Inhuman and Degrading Treatment: Dhaka has ratified it, but -at least until the previous government &#8211; &#8220;there have been\u00a0<strong>reports of torture and ill-treatment of detainees by law enforcement<\/strong> and the military.&#8221; There is still the death penalty, but &#8220;death sentences are rarely\u00a0carried out.&#8221; Finally, &#8220;there are no\u00a0armed conflicts taking place and therefore no threat exists by reason of indiscriminate violence in situations of international or internal armed conflict,&#8221; the Commission estimates.<\/p>\n<h3 id='the-end-of-the-state-of-emergency-in-egypt'  id=\"boomdevs_2\">The end of the state of emergency in Egypt<\/h3>\n<p style=\"margin-bottom: 0px;\">There are the same critical issues for Egypt. In 2021, President <strong>Adel Fattah al-Sisi<\/strong>, in power since 2014, abolished the state of emergency\u00a0(in place, except for a brief hiatus from 2012 to 2017, for 40 years). However,\u00a0<strong>authorities &#8220;continue to use emergency and military courts<\/strong> to prosecute people under generic provisions of counterterrorism legislation and other laws,&#8221; notes the European Commission. Although the Constitution protects religious and gender identity and the law punishes crimes of discrimination and incitement to hatred, &#8220;some religious denominations may be subject to discrimination in practice,&#8221; and &#8220;<strong>human rights defenders, political activists, and opponents may be victims of arbitrary arrest and torture<\/strong> and may be subject to measures such as travel restrictions and asset freezes.&#8221;<\/p>\n<figure id=\"attachment_176974\" class=\"wp-caption alignright\" style=\"width: 496px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2022\/06\/Schermata-2022-06-15-alle-16.11.56.png\"><img decoding=\"async\" class=\"wp-image-176974 \" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2022\/06\/Schermata-2022-06-15-alle-16.11.56.png\" alt=\"Ursula von der Leyen Egitto\" width=\"496\" height=\"257\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2022\/06\/Schermata-2022-06-15-alle-16.11.56.png 814w, https:\/\/www.eunews.it\/wp-content\/uploads\/2022\/06\/Schermata-2022-06-15-alle-16.11.56-300x156.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2022\/06\/Schermata-2022-06-15-alle-16.11.56-768x398.png 768w\" sizes=\"(max-width: 496px) 100vw, 496px\" \/><\/a><\/figure>\n<p>Ursula von der Leyen with Egyptian president, Abdel Fattah al-Sisi<\/p>\n<p>Brussels admits that human rights challenges in Egypt &#8220;remain significant&#8221; but highlights some\u00a0<strong>encouraging measures\u00a0in recent years<\/strong>.
