{"id":424677,"date":"2025-04-18T08:57:05","date_gmt":"2025-04-18T06:57:05","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/04\/18\/ue-passeggini-cinesi-made-in-eu\/"},"modified":"2025-04-18T12:36:44","modified_gmt":"2025-04-18T10:36:44","slug":"in-the-eu-the-dilemma-of-chinese-strollers-sold-as-made-in-europe","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/04\/18\/in-the-eu-the-dilemma-of-chinese-strollers-sold-as-made-in-europe\/","title":{"rendered":"In the EU, the dilemma of Chinese strollers sold as &#8216;made in Europe&#8217;"},"content":{"rendered":"<p>Brussels &#8211; Not only <a href=\"https:\/\/www.eunews.it\/en\/2024\/07\/04\/eu-imposes-tariffs-on-chinese-electric-cars\/\" target=\"_blank\" rel=\"noopener\">electric cars &#8216;made in China&#8217; sold below cost, and for which the EU had to impose tariffs. <\/a><strong>Chinese strollers are also invading the European Union<\/strong>, made at a lower cost and therefore bought by Europeans below cost and resold at a higher price. This unfair competition is putting a strain on Polish industry, and Kosma Z\u0142otowski (ECR), a member of the Transport Committee and one of the quaestors of the EU Parliament, is sounding the alarm.<\/p>\n<p>In addition to unfair competition, there is <strong>a scam<\/strong>, as Z\u0142otowski explains in his <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2024-002902_EN.html\" target=\"_blank\" rel=\"noopener\">query<\/a>\u00a0to the EU Commission since &#8220;Operators importing products from China present themselves as EU producers, and, in doing so, take advantage of consumers\u2019 desire to buy \u2018Made in Europe\u2019 products.&#8221; As a result,<strong> consumers believe they are buying a product made in the EU when, in fact, they are buying products imported from China<\/strong>, &#8220;whose production is often subsidized by the state.&#8221;<\/p>\n<p>The Commission takes notice. &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Pushchairs, whether imported or manufactured in the EU, are not subject to origin marking,<\/strong>&#8221; Trade Commissioner <strong>Maros Sefcovic <\/strong>acknowledges<strong>.<\/strong> So, a regulatory vacuum makes the early childhood product the subject of trade practices over which the EU executive can do little. However, the <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A02013R0952-20221212\" target=\"_blank\" rel=\"noopener\">Union Customs Code (UCC)<\/a> states that <strong>imported products originate in the country where they underwent their last substantial<\/strong> and economically justified transformation. For this reason,<strong>\u00a0Brussels currently believes there is no need to intervene.<\/strong> Meanwhile, Sefcovic notes that the <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">sector industry &#8220;can contact the <a href=\"https:\/\/trade.ec.europa.eu\/access-to-markets\/en\/glossary\/single-entry-point\" target=\"_blank\" rel=\"noopener\">Directorate General of Commerce complaint office<\/a> for advice&#8221; and complaints.<\/span><\/span> Moreover, strollers are not like electric cars. Here, Sefcovic points out, tariffs are an impractical option. &#8220;<span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>Increasing EU tariffs on strollers may not be the appropriate policy tool<\/strong>.&#8221; Sefcovic explains that the maximum bound rates authorized for the EU under the World Trade Organization commitments for strollers &#8220;correspond to the applied rates of the most favored nation.&#8221;<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\">An international trade law issue prevents the EU executive from launching a further tariff war against Beijing. Non-discrimination between trading partners is granted through the &#8216;most-favored-nation treatment.&#8217; According to WTO rules, an advantage negotiated with one country must be extended to all trading partners that are members of the WTO.<\/p>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">So what can the EU do? In the meantime, it is waiting for the <a href=\"https:\/\/www.eunews.it\/en\/2023\/12\/05\/lunione-europea-scommette-sul-passaporto-digitale-per-la-sostenibilita-dei-prodotti-accordo-sulle-nuove-norme-ecodesign\/\" target=\"_blank\" rel=\"noopener\">Ecodesign regulation<\/a> for Sustainable Products (ESPR), a digital product passport to store sustainability information on products, accessible electronically. &#8220;The first ESPR working plan\u00a0will be adopted in April 2025, <strong>but pushchairs are not prioritized,<\/strong>&#8221; Sefcovic confirms. &#8220;Were the Commission to propose a label certifying EU origin, it could take into consideration the origin criteria set out in the UCC.&#8221; For now, there is no such intention. New European citizens will still have to be pushed onto products made in China and passed off as European.<\/span><\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bought at below-cost prices from companies in Beijing and resold at higher prices.
