However,\u00a0what is it\u00a0all about?\u00a0Who would\u00a0benefit from getting their hands on the former Soviet republic&#8217;s subsurface resources?<\/p>\n<p class=\"p1\">On Thursday (April 17), Ukrainian Economy Minister <strong>Julija Svyrydenko<\/strong> announced the signing of a Memorandum of Understanding with US Treasury Secretary <strong>Scott Bessent<\/strong> that, at least on paper, should constitute a first &#8220;<strong>step toward a broader joint economic partnership agreement.<\/strong>&#8220;&#8221;It is important to reaffirm with our agreements the desire of the American people to invest together with the Ukrainian people in a free, sovereign, and secure Ukraine,&#8221; she said, stressing that <strong>the Kyiv Parliament and US Congress will have to approve the final text of the document.<\/strong><\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">We are happy to announce the signing, with our American partners, of a Memorandum of Intent, which paves the way for an Economic Partnership Agreement and the establishment of the Investment Fund for the Reconstruction of Ukraine. <a href=\"https:\/\/t.co\/AQsHPkWh5X\">pic.twitter.com\/AQsHPkWh5X<\/a><\/p>\n<p>&#8211; Yulia Svyrydenko (@Svyrydenko_Y) <a href=\"https:\/\/twitter.com\/Svyrydenko_Y\/status\/1912969519326241043?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 17, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">The conditional remains a must after the ambush laid on <strong>Volodymyr Zelensky<\/strong> by <strong>Donald Trump<\/strong> and his deputy, <strong>JD Vance<\/strong>, <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/28\/public-clash-between-zelensky-and-trump-as-rare-earths-deal-falls-through\/\" target=\"_blank\" rel=\"noopener\">in the Oval Office in late February<\/a>. The White House occupant\u00a0interprets the Ukrainian minerals deal as a <strong>repayment owed to his country by the former Soviet republic<\/strong> in return for the generous aid&#8211;financial and military&#8211;given over\u00a0three years of war.<\/p>\n<p class=\"p1\">Kyiv and Washington have been working for months to <strong>find a balance on the terms of the understanding<\/strong> after the Ukrainian leadership rejected <strong>different versions deemed overly onerous<\/strong> (so much so that some observers even called them &#8220;colonial&#8221;). It is still unclear what precisely\u00a0the memorandum includes, but <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/26\/ukraine-and-the-us-close-to-reaching-a-rare-earths-agreement\/\" target=\"_blank\" rel=\"noopener\">it has long been known<\/a> that among the key elements\u00a0is\u00a0establishing\u00a0an <strong>ad hoc <i>investment fund with &#8220;joint ownership&#8221;<\/i><\/strong> between the two countries.<\/p>\n<p class=\"p1\">Ukraine is expected to contribute <strong>50 percent of revenues from the sale\u00a0of domestic mineral resources<\/strong>, and\u00a0that money should go to\u00a0finance <strong>reconstruction projects<\/strong> in which, it is fair to imagine, U<strong>S companies would have some sort of pre-emption<\/strong>. But it would be more accurate, in the case of the Ukraine-US agreement, to speak of <strong>critical raw materials<\/strong>, a broader range of <strong>elements essential to the strategic sectors<\/strong> at the heart of global competition &#8211; which relies on batteries for the green transition, nuclear power, aerospace, and defense industries, to name a few &#8211; which also include beryllium, graphite, lithium, titanium, and uranium.<\/figcaption><figcaption id=\"caption-attachment-420289\" class=\"wp-caption-text\">\n<p class=\"p1\"><a href=\"https:\/\/carnegieendowment.org\/europe\/strategic-europe\/2025\/04\/ukraines-not-so-critical-mineral-deposits?lang=en&amp;utm_source=carnegieemail&amp;utm_medium=email&amp;utm_campaign=autoemail&amp;mkt_tok=ODEzLVhZVS00MjIAAAGZ_EnWKwN2qvdtP6hurLfqqJapnP_OmMnXMAhTSVgmG3FY5_BDSEG8sfhuW1oo__Lu44hGX5C1ycCL9w3espS4lDpit_XxDCPns1lryGd4gjM\" target=\"_blank\" rel=\"noopener\">As several analysts say, <\/a><strong>Ukraine is not as rich in such resources<\/strong>, or at least not notably richer than other countries in other regions of the world. Moreover, <strong>these are not exploitable resources in the short to medium term<\/strong>: aside from\u00a0the fact that the war is ongoing\u00a0(and that many deposits are close to the front lines or even under Russian occupation), it takes an average of a dozen years to locate and extract the minerals in question.<\/p>\n<p class=\"p1\">In the former Soviet republic, there may be\u00a0<strong>significant uranium deposits<\/strong>, but these account for only 2 percent of recoverable resources globally (compared with 28 percent in Australia, 13 percent in Kazakhstan, or 10 percent in Canada). It can also put the <strong>prospect of Kyiv&#8217;s membership in the twelve-star club<\/strong> on the table. However,\u00a0the Commission has warned of possible <strong>violations of EU free competition rules<\/strong> if the agreement with Uncle Sam disproportionately favors US companies at the expense of European ones.<\/p>\n<p class=\"p1\">All the more so\u00a0given Trump&#8217;s approach to global trade, <strong>Brussels would be far more comfortable getting its hands on Kyiv&#8217;s treasure trove than Washington<\/strong>, which already has a not inconsiderable amount of mineral (and hydrocarbon) resources at home. If anything, experts note that what rare earths provide the United States is an <strong>acceptable justification<\/strong>\u00a0&#8211; especially from the perspective of systemic competition with China &#8211; <strong>to continue a military engagement in the Old Continent.<\/strong> This commitment heavily clashes with the<strong> isolationist foreign policy<\/strong> flaunted by the tycoon during his America First Agenda campaign.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Setting aside the actual commercial value of Kyiv&#8217;s mineral reserves (which remain to be verified), the real question regarding exploiting Ukraine&#8217;s subsoil lies in the strategic outlook.
