A few hours ago, <strong>Vladimir Putin<\/strong> proposed a <strong>three-day truce in early May<\/strong>, indirectly responding to recent exhortations from <strong>Donald Trump<\/strong>, who is impatient with the stalemate in negotiations. Moscow and Kyiv could <strong>start direct talks<\/strong> soon, resuming a diplomatic channel that has been interrupted for three years.\u00a0<span style=\"margin: 0px; padding: 0px;\">However,\u00a0<strong>there are still many unknowns<\/strong>, both on the battlefield and at the negotiating table<\/span>, and the coming days are shaping up to be diplomatically intense.<\/p>\n<h3 id='putin-s-announcement'  id=\"boomdevs_1\">Putin&#8217;s announcement<\/h3>\n<p class=\"p1\">In the very early afternoon today (April 28), <strong>the Kremlin announced that it would<\/strong> <strong>suspend the fighting between May 8 and May 11<\/strong> for &#8220;humanitarian reasons,&#8221; believing that Kyiv too &#8220;should follow suit.&#8221; The ceasefire would come into effect to coincide with the <strong>80th anniversary celebrations of the Red Army&#8217;s<\/strong> victory over the Nazi-fascists\u00a0<span style=\"margin: 0px; padding: 0px;\">in<strong>\u00a0World<\/strong><\/span><strong>\u00a0War II<\/strong> (called the Great Patriotic War in Russia).<\/p>\n<p class=\"p1\">On May 9, the so-called &#8220;<strong>Day of Victory<\/strong>,&#8221; a grand ceremony will be held in Red Square in Moscow, attended by some 20 high-level guests\u2014including Chinese leader <strong>Xi Jinping<\/strong> the Belarusian dictator <strong>Alexandr Lukashenko<\/strong> and even the Slovak premier <strong>Robert Fico<\/strong>\u2014and, understandably,\u00a0<strong>Vladimir Putin<\/strong> wants to keep everyone safe from <strong>potential attacks by Ukrainian drones<\/strong>, which have proven particularly effective.<\/p>\n<figure id=\"attachment_418704\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-418704 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-1024x632.jpg\" alt=\"Vladimir Putin\" width=\"1024\" height=\"632\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-1024x632.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-300x185.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-768x474.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-1536x948.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-2048x1264.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-750x463.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/02\/Imagoeconomica_2370688-1140x704.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-418704\" class=\"wp-caption-text\">Russian President Vladimir Putin (photo via Imagoeconomica)<\/figcaption><\/figure>\n<p class=\"p1\">&#8220;In the event of a ceasefire violation by Ukraine, the Armed Forces of the Russian Federation will provide an appropriate and effective response,&#8221; reads the Kremlin statement released on Telegram. It also adds that <strong>Moscow &#8220;once again declares its readiness for peace negotiations without preconditions<\/strong>, aimed at eliminating the root causes of the Ukrainian crisis, and constructive interaction with international partners.&#8221;<\/p>\n<h3 id='the-reactions-of-kiev-and-washington'  id=\"boomdevs_2\">The reactions of Kiev and Washington<\/h3>\n<p class=\"p1\">The Russian proposal for a temporary truce was coolly received in Kyiv. Ukraine&#8217;s foreign minister, <strong>Andrij Sybiha<\/strong>, pointed out that <strong>&#8220;if Russia really wants peace, it must cease fire immediately&#8221; and for at least 30 days<\/strong>, showing that this is a &#8220;real commitment, not just for a parade.&#8221; After all, Moscow&#8217;s soldiers recently violated the 30-hour break proposed by Putin himself at Easter.<\/p>\n<p class=\"p1\">On the other side of the Atlantic, in Washington, there is an insistence on the <strong>need for a permanent ceasefire<\/strong>. White House spokeswoman <strong>Karoline Leavitt<\/strong> reiterated that <strong>Donald Trump &#8220;remains optimistic that an agreement can be reached&#8221;<\/strong> and that he &#8220;wants to be a peacemaking president.&#8221; But she also stressed that the tycoon\u00a0is &#8220;increasingly <strong>frustrated with the leaders of both countries<\/strong>,&#8221; who should move to &#8220;negotiate their way out&#8221; of the conflict.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">If Russia truly wants peace, it must cease fire immediately.<\/p>\n<p>Why wait until May 8th? If the fire can be ceased now and since any date for 30 days\u2014so it is real, not just for a parade.<\/p>\n<p>Ukraine is ready to support a lasting, durable, and full ceasefire. And this is what we are\u2026<\/p>\n<p>&#8211; Andrii Sybiha (@andrii_sybiha)\u00a0<a href=\"https:\/\/x.com\/andrii_sybiha\/status\/1916836168110399883?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">April 28, 2025<\/a><\/p><\/blockquote>\n<p style=\"margin-bottom: 0px;\">\n<p class=\"p1\">Returning to the U.S.<span style=\"margin: 0px; padding: 0px;\">\u00a0after his trip to the Vatican, where he had a brief meeting with\u00a0<strong>Volodymyr Zelensky<\/strong>\u00a0at <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/22\/pope-francis-funeral-on-saturday-burial-in-the-basilica-of-santa-maria-maggiore\/\" target=\"_blank\" rel=\"noopener\">Pope Francis&#8217; funeral<\/a><a href=\"https:\/\/twitter.com\/andrii_sybiha\/status\/1916836168110399883?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a>on<\/span>\u00a0April 26, Trump had urged the Russian president to silence his guns and sit down at the negotiating table. &#8220;He had no reason to fire missiles into civilian areas and cities over the past few days,&#8221; he wrote on his social <i>Truth<\/i>, adding that Putin&#8217;s attitude &#8220;<strong>makes me think that maybe he doesn&#8217;t want to stop the war, that he&#8217;s playing me<\/strong> and that he needs to be treated differently,&#8221; such as <strong>resorting to new sanctions<\/strong>.<\/p>\n<p class=\"p1\">&#8220;<strong>I want him to stop shooting, sit down, and sign an agreement<\/strong>,&#8221; he concluded. Only hours earlier, Trump had claimed that the two belligerents would be &#8220;<strong>very close to an agreement<\/strong>,<span style=\"margin: 0px; padding: 0px;\">&#8221; and the two sides should now meet at a very high level to &#8220;get it over with,&#8221; since &#8220;<strong>there is an\u00a0<\/strong><\/span><strong>agreement on most of the main points<\/strong>.&#8221;<\/p>\n<h3 id='the-knot-of-occupied-territories'  id=\"boomdevs_3\">The knot of occupied territories<\/h3>\n<p class=\"p1\">In fact, on at least one key point, there is still <strong>deep disagreement between Moscow and Kyiv<\/strong>. In recent hours, the Kremlin&#8217;s chief of diplomacy, <strong>Sergei Lavrov<\/strong>, has repeated that international recognition of Russia&#8217;s <strong>territorial claims<\/strong>\u2014involving <strong>Crimea<\/strong> and the occupied portions of the oblast&#8217; of <strong>Luhansk<\/strong>, <strong>Donetsk<\/strong>, <strong>Zaporizhzhia<\/strong>, and <strong>Cherson<\/strong>\u2014will be &#8220;imperative&#8221; in any peace negotiations. To this end, the Constitution would have to be amended, and a popular referendum organised, which would have little chance of success. According to observers, <strong>Kyiv will at best be able to endorse a <i>de facto<\/i> recognition of the occupation<\/strong>, but only temporarily (in the hope of regaining it in the future, militarily or diplomatically) and <strong>without accepting <i>de jure<\/i> Moscow&#8217;s sovereignty<\/strong>.<\/p>\n<p class=\"p1\">The same argument applies, at least in principle, to the other Ukrainian regions partially occupied by the Russian army. Above all, the Ukrainians insist that <strong>any discussion regarding possible territorial cessions must be initiated only after a &#8220;complete and unconditional&#8221; ceasefire has\u00a0<\/strong><span style=\"margin: 0px; padding: 0px;\"><strong>taken effect,<\/strong>\u00a0suspending<\/span>\u00a0land, air, and sea fighting.<\/p>\n<h3 id='what-peace-for-ukraine'  id=\"boomdevs_4\">What peace for Ukraine?<\/h3>\n<p class=\"p1\">This would be, at least according to journalistic rumors, one of the central elements in the <strong>Kyiv<\/strong> proposal to mitigate some aspects of the <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/24\/trumps-mediation-for-peace-in-ukraine-struggles-to-advance-likely-because-too-pro-russia\/\" target=\"_blank\" rel=\"noopener\">controversial peace\u00a0<\/a><span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/24\/trumps-mediation-for-peace-in-ukraine-struggles-to-advance-likely-because-too-pro-russia\/\" target=\"_blank\" rel=\"noopener\">plan\u00a0<\/a>drafted<\/span>\u00a0by the star-studded administration, judged\u00a0<strong>too unbalanced in favour of Russia<\/strong>, which Zelensky reportedly briefly discussed with Trump at St. Peter&#8217;s.<\/p>\n<p class=\"p1\">Main Ukrainian demands include the <strong>removal of any clause limiting the size of the national armed forces<\/strong> and, simultaneously, the admission\u00a0<span style=\"margin: 0px; padding: 0px;\">of a\u00a0<strong>European military contingent<\/strong>\u00a0(a &#8220;<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/27\/ukraine-macron-announces-european-reassurance-force\/\" target=\"_blank\" rel=\"noopener\">reassurance force<\/a>&#8221; that\u00a0<strong>Emmanuel Macron<\/strong>\u00a0and\u00a0<strong>Keir Starmer<\/strong>\u00a0are trying to assemble through a<\/span>\u00a0<strong>coalition of the willing<\/strong>) to ensure security. Ukrainian Prime Minister <strong>Denys Shmyhal<\/strong> confirmed that &#8220;<strong>the document does not consider assistance provided prior to its stipulation<\/strong>,&#8221; as Trump (who demanded $500 billion compensation from Zelensky for aid sent by his predecessor <strong>Joe Biden<\/strong>) would have demanded, and specified that\u00a0the clauses of the contract will not violate <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/23\/what-if-ukrainian-critical-materials-are-a-bigger-prize-for-the-eu-than-for-the-us\/\" target=\"_blank\" rel=\"noopener\">the obligations that the country must comply <\/a>with in terms of <strong>free competition with European companies <\/strong>with a view to EU accession.<\/p>\n<p class=\"p1\">In the words of\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>Marco Rubio<\/strong>, Washington&#8217;s Secretary of State, the one<\/span>\u00a0just beginning will be <strong>a &#8220;decisive week&#8221; for negotiations on the conflict<\/strong>. The White House, he says, will assess in the coming days &#8220;whether both sides really want peace.&#8221; &#8220;<strong>There are reasons to be optimistic, but also to be realistic<\/strong>,&#8221; the star-studded diplomatic chief added, noting that &#8220;we are close (to an agreement, ed.) but not close enough.&#8221; Last week, for the first time in three years, Putin <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/22\/putin-open-to-direct-peace-talks-with-ukraine\/\" target=\"_blank\" rel=\"noopener\">opened up the possibility<\/a> of <strong>direct talks with the Ukrainian leadership<\/strong> to reach a negotiating understanding.<\/p>\n<p class=\"p1\">We shall see. What is certain is that if it is true that the small portion of the <strong><i>Russian <\/i>oblast&#8217;<\/strong> of Kursk captured by the Ukrainians last summer has indeed been liberated, Putin will be able to sit at the negotiating table from an even stronger position. Just this morning, moreover, <strong>Moscow and Pyongyang officially confirmed<\/strong> <strong>that the Russian counteroffensive was also attended by North Korean soldiers<\/strong>, whose &#8220;heroism&#8221; was publicly praised by the Federation&#8217;s General Staff.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Russian president wants to suspend fighting as Moscow celebrates the 80th anniversary of the victory over Nazi Germany in 1945.
