The goal &#8211; which the EU leader reportedly agreed with Zelensky in Rome at the funeral of Pope Francis &#8211; is &#8220;<strong>to open all clusters of accession negotiations in 2025<\/strong>.&#8221;<\/p>\n<p>The top leaders of European institutions agree that Ukraine&#8217;s accession must occur\u00a0as soon as possible at the cost of making\u00a0Kyiv come ahead of long-standing candidates, such as the six of the <a href=\"https:\/\/www.europarl.europa.eu\/factsheets\/it\/sheet\/168\/i-balcani-occidentali\" target=\"_blank\" rel=\"noopener\">Western Balkans<\/a>. Serbia and Montenegro, for example, have already had negotiating chapters open for years but are moving slowly toward completing the total 35. However, as <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/20\/eu-leaders-confirm-their-commitment-on-ukraine-again-without-orban\/\" target=\"_blank\" rel=\"noopener\">emerged<\/a>\u00a0at the last European Council,\u00a0member states, which hold veto power over the candidate countries&#8217; advances, are divided. On closer inspection, the EU has already failed on its promise <a href=\"https:\/\/www.eunews.it\/en\/2025\/01\/28\/eu-determined-to-open-accession-negotiations-with-ukraine-by-march\/\" target=\"_blank\" rel=\"noopener\">to open the membership process by March<\/a>.\u00a0While\u00a0the path has been set in motion formally,<strong> none of the negotiating clusters<\/strong> have been opened, not even that of the so-called core chapters.<\/p>\n<p>On the one hand, there are the Baltic and Nordic countries<strong>\u00a0(Denmark, Finland, Sweden, Estonia, Latvia, and Lithuania)<\/strong> that would like to speed up the process.\u00a0Poland,\u00a0which currently holds the six-month rotating presidency of the EU Council, also agrees in principle. Still, it\u00a0is more cautious because it is aware of t<strong>he\u00a0difficulties in building a unanimous consensus <\/strong>that currently does not exist. While they\u00a0generally agree\u00a0on the need to enlarge the Union to include Kyiv, Southern and Eastern European countries have different sensitivities and reservations about bypassing other candidate countries with which they historically have closer relations.<\/p>\n<p>Then there is the usual elephant in the room &#8212;<strong>\u00a0Viktor Orb\u00e1n,<\/strong> who simply wants nothing to do with it.\u00a0Even today, the Patriots for Europe group, a creature founded by the Hungarian sovereignist premier, reiterated its no to Ukraine&#8217;s entry into the EU: &#8220;It is not in our interest.\u00a0I<strong>t would cause serious damage to agricultural policy, cohesion policy<\/strong> and more,&#8221; said <strong>Kinga Gal<\/strong>, the group&#8217;s vice-chair and a member of Fidesz, Orb\u00e1n&#8217;s party. Ukraine is not in line &#8220;with any of the accession conditions of accession,&#8221; Gal continued, denouncing the risk of &#8220;double standards&#8221; in Brussels&#8217; enlargement policy.<\/p>\n<p>The pro-Russian position of Budapest &#8211; and the Patriots &#8211; goes far beyond opposition to enlargement to Kyiv. Hungary shares none of <strong>the\u00a0three priorities listed today by von der Leyen <\/strong>to ensure a &#8220;just and sustainable&#8221; peace\u00a0is achieved. It opposes support for Ukraine&#8217;s defense capabilities and, even more,\u00a0the phasing out of Russian fossil fuels. While it can proceed with 26 member states on these two &#8211; with some workaround\u00a0&#8211; on accession, it cannot. And continuing to set dates and make promises becomes risky.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Commission president is convinced Kyiv&#8217;s entry into the Union is &#8220;the strongest security guarantee&#8221; against Russia.
