Cooperation between the two major EU countries will focus <strong>especially on defence<\/strong>, but disagreements remain over some key issues that will take time to iron out.<\/p>\n<p class=\"p1\">Before travelling to Warsaw to meet with Polish Premier <strong>Donald Tusk<\/strong>, newly elected Bundeskanzler <strong>Friedrich Merz<\/strong> made a <strong>short stop in Paris<\/strong>. The first official foreign visit of Berlin&#8217;s new head of government\u2014elected yesterday in an\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/06\/merz-secures-chancellor-position-in-bundestags-second-ballot\/\" target=\"_blank\" rel=\"noopener\">unusually tense voting session<\/a> at the Bundestag<i>\u2014<\/i>was a quick meeting with <strong>Emmanuel Macron<\/strong>, to show the world that the so-called <strong>French-German engine<\/strong>, on which the European project has traditionally been based, <strong>has been restarted<\/strong> after having jammed during the chancellorship of <strong>Olaf Scholz<\/strong>.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit;\">The objective of the &#8220;reset&#8221; sought by the Merz-Macron pair (who, shortly before the meeting, had several European newspapers\u00a0<\/span><a style=\"text-align: inherit;\" href=\"https:\/\/www.lefigaro.fr\/vox\/monde\/emmanuel-macron-et-friedrich-merz-remettre-a-plat-les-relations-franco-allemandes-pour-l-europe-20250507\" target=\"_blank\" rel=\"noopener\">publish a joint editorial <\/a><span style=\"text-align: inherit;\">to &#8220;spread&#8221; their message) is to &#8220;<\/span><strong style=\"text-align: inherit;\">make Europe more sovereign<\/strong><span style=\"text-align: inherit;\">&#8221; by developing especially the Old Continent&#8217;s defensive capabilities.<\/span>\u00a0<span style=\"text-align: inherit;\">&#8220;I want to commend Germany&#8217;s decision to\u00a0<\/span><strong style=\"text-align: inherit;\">invest heavily in defence<\/strong><span style=\"text-align: inherit;\">,&#8221; stressed the Elys\u00e9e Palace tenant, referring to the new German chancellor&#8217;s mighty acceleration of military spending, which materialised in the\u00a0<\/span><a style=\"text-align: inherit;\" href=\"https:\/\/www.eunews.it\/en\/2025\/03\/18\/debt-brake-vote-opens-a-new-era-in-germany-and-europe\/\" target=\"_blank\" rel=\"noopener\">historic debt-brake reform<\/a><span style=\"text-align: inherit;\">\u00a0and call for the\u00a0<\/span><a style=\"text-align: inherit;\" href=\"https:\/\/www.eunews.it\/en\/2025\/04\/28\/germany-suspends-internal-stability-pact-to-fund-defense\/\" target=\"_blank\" rel=\"noopener\">safeguard clause<\/a><span style=\"text-align: inherit;\">\u00a0of the Stability Pact, as envisaged in the\u00a0<\/span><strong style=\"text-align: inherit;\">ReArm Europe<\/strong><span style=\"text-align: inherit;\">\u00a0plan.<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"fr\">We want to work hand in hand to relaunch the Franco-German reflex. <a href=\"https:\/\/t.co\/TjtWnbecFN\">pic.twitter.com\/TjtWnbecFN<\/a><\/p>\n<p>&#8211; Emmanuel Macron (@EmmanuelMacron) <a href=\"https:\/\/twitter.com\/EmmanuelMacron\/status\/1920115447183077688?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">May 7, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">Monsieur le Pr\u00e9sident then announced the imminent launch of a <strong>joint defence and security council between Berlin and Paris<\/strong> to &#8220;respond together to the challenges facing Europe.&#8221; That body &#8220;will meet regularly to <strong>provide operational responses to our shared strategic challenges<\/strong>,&#8221; Macron explained. Merz added that Germany is willing to <strong>discuss with France and the United Kingdom &#8220;nuclear deterrence&#8221;\u00a0<\/strong>in Europe, specifying, however, that the latter should be understood as &#8220;<strong>complementary to what we already have with our American partners<\/strong> within NATO.&#8221;<\/p>\n<p class=\"p1\">The two leaders also reaffirmed their unity of purpose with respect to <strong>support for Kyiv<\/strong>, reiterating their rejection of any &#8220;peace imposed&#8221; on conditions dictated by the Kremlin. In the past few hours, <strong>Moscow and Kyiv have not stopped exchanging drone and missile attacks<\/strong>.<\/p>\n<p class=\"p1\">However, notwithstanding the commonality of visions between Macron and Merz on <strong>European strategic autonomy<\/strong> (a concept dear to the French head of state and to which<span style=\"margin: 0px; padding: 0px;\">\u00a0<\/span>the newly elected chancellor <a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/24\/german-elections-the-challenges-facing-merz\/\" target=\"_blank\" rel=\"noopener\">recently also\u00a0had to convert<\/a>, despite his background being that of a hardened Atlanticist) but there also remain <strong>not insignificant distant views<\/strong>\u00a0between Paris and Berlin on such crucial issues as <strong>competitiveness<\/strong>.<\/p>\n<p class=\"p1\">One example is <strong>Mercosur<\/strong>, about which <strong>the French leader is highly sceptical<\/strong>, but which the German chancellor would like to see <strong>come into force &#8220;quickly&#8221;<\/strong>.\u00a0<span style=\"text-align: inherit;\">But even in the area of defence, the positions of the two governments are not identical:\u00a0<\/span><strong style=\"text-align: inherit;\">Germany<\/strong><span style=\"text-align: inherit;\">, for example, is still unwilling to\u00a0<\/span><strong style=\"text-align: inherit;\">accept Eurobonds<\/strong><span style=\"text-align: inherit;\">, a common debt instrument that several member states, including\u00a0<\/span><strong style=\"text-align: inherit;\">France, Italy, and Spain,<\/strong><span style=\"text-align: inherit;\">\u00a0have long been pushing.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In his first foreign visit, the newly elected chancellor met with the French president at the \u00c9lys\u00e9e Palace.
