This informal forum was pulled out of a hat by <strong>Emmanuel Macron<\/strong> three years ago to <strong>coordinate the chancelleries of the Old Continent<\/strong> on common challenges in this delicate historical phase. The <strong>sixth edition<\/strong> will be held next week in <strong>Tirana<\/strong>, Albania, and will address various topics, from security to migration via competitiveness.<\/p>\n<p class=\"p1\">From <strong>Budapest<\/strong>, where <a href=\"https:\/\/www.eunews.it\/en\/2024\/11\/07\/budapest-fifth-act-of-the-european-political-community-von-der-leyen-no-to-intimidation-from-autocrats\/\" target=\"_blank\" rel=\"noopener\">the fifth EPC summit<\/a> was held last November, the ball is now in <strong>Tirana<\/strong>&#8216;s court.\u00a0<span style=\"margin: 0px; padding: 0px;\">The Albanian capital will welcome on May 16 the leaders of the\u00a0<strong>47 participating nations<\/strong>, which include, among others, the\u00a0<strong>27 members of the EU,<\/strong>\u00a0plus the\u00a0<strong>United Kingdom<\/strong>,\u00a0<strong>Ukraine<\/strong>,\u00a0<strong>Turkey<\/strong>\u00a0and the six countries of the\u00a0<strong>Western Balkans<\/strong>.<\/span>\u00a0So far, European Council officials say, no official cancellations have come from the heads of state and government. The host, however, is expected to remain the current premier <strong>Edi Rama<\/strong>, unless the <strong>political elections<\/strong> scheduled for Sunday (May 11) resoundingly disprove the polls.<\/p>\n<p class=\"p1\">The work will focus on <strong>three main areas<\/strong>, defined in vague terms to allow everyone to offer specific contributions with respect to their own interests and experiences. In terms of choreography, the summit will open and close with <strong>two plenary sessions<\/strong>, while in the afternoon, participants will divide into <strong>three thematic tables<\/strong>, each of which will be co-chaired by one EU member state and one non-EU member state.<\/p>\n<figure id=\"attachment_405815\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36HB6ER.jpg\"><img decoding=\"async\" class=\"wp-image-405815 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36HB6ER-1024x683.jpg\" alt=\"Artiglieria ucraina\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36HB6ER-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36HB6ER-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36HB6ER-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2024\/11\/000_36HB6ER-1536x1024.jpg 1536w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-405815\" class=\"wp-caption-text\">Ukrainian artillery in action (photo: Genya Savilov\/Afp)<\/figcaption><\/figure>\n<p class=\"p1\">In the defence and security dimension, the focus of discussions will be on the <strong>conflict in Ukraine<\/strong> and <strong>continental defence<\/strong> (several EPC members are also simultaneously part of the <strong>coalition of the willing<\/strong> under Franco-British auspices), but they will also discuss how to <strong>protect democratic processes<\/strong> from so-called <strong>FIMI<\/strong> operations (foreign interference and manipulation, <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/19\/the-galaxy-of-foreign-interference-operations-in-brussels-crosshairs\/\" target=\"_blank\" rel=\"noopener\">constantly in Brussels&#8217; crosshairs<\/a>).<\/p>\n<p class=\"p1\">The roundtable on <strong>competitiveness and economic security<\/strong> will touch on elements such as innovation, <strong>digital infrastructure<\/strong>, energy sustainability, <strong>industrial growth,<\/strong> and security of supply chains. <strong>Tariffs<\/strong>, however, will not be discussed, as for the Twenty-Seven trade policy is a competence of the EU Commission.<\/p>\n<p class=\"p1\">Finally, in the third group, ideas, suggestions, and best practices will be exchanged regarding <strong>legal migration<\/strong> and <strong>cooperation with third countries<\/strong>, but also brain return (and retention), empowerment of the younger generation, and <strong>transnational mobility<\/strong> in the age of artificial intelligence.<\/p>\n<p class=\"p1\">Since it is an <strong>informal forum for political dialogue and cooperation<\/strong>, there are no final documents: this, in the organisers&#8217; intentions, should allow leaders to <strong>discuss more frankly<\/strong>. At least in words. In deeds, a <strong>real common vision<\/strong> shared by all participants <strong>may remain a chimaera<\/strong>.<\/p>\n<p class=\"p1\">For example, at least a couple of the leaders who are expected to be present in Tirana\u2014Slovak Prime Minister <strong>Robert Fico<\/strong> and Serbian President <strong>Aleksandar Vu\u010di\u0107<\/strong>\u2014will attend tomorrow (May 9) the <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/08\/all-of-putins-men-whos-attending-moscows-may-9-parade\/\" target=\"_blank\" rel=\"noopener\">80th anniversary celebrations of Soviet victory<\/a> on Nazi Germany in 1945 hosted by <strong>Vladimir Putin<\/strong> in the Red Square in Moscow. In defiance of <strong>admonishments addressed to member states and candidate countries<\/strong> by the head of EU diplomacy, <strong>Kaja Kallas<\/strong>, not to travel to the czar&#8217;s court.<\/p>\n<p class=\"p1\">Next week&#8217;s will be the <strong>first EPC summit in the region<\/strong>. On the same days, May 15\u201317, <strong>Costa will conduct a series of visits<\/strong> through the six partners in the <strong>Western Balkans<\/strong>\u00a0(Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, and Serbia) and will engage with the leaders of all these countries at an informal <strong>dinner in Tirana<\/strong> that will also be attended by the head of the EU executive <strong>Ursula von der Leyen<\/strong> and the <strong>High Representative<\/strong>, reflecting the importance of the enlargement process on the EU agenda.\u00a0According to Council officials, 2025 is a <strong>potentially important year for the expansion of the twelve-star club<\/strong>, but there is still much work to be done on several fronts.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In the Albanian capital, leaders of the 47 EPC members will discuss defence and security, migration, democratic resilience, and youth.
