However,\u00a0the restrictive measures &#8212; which Brussels sees as a response to <strong>Vladimir Putin<\/strong>&#8216;s rejection of<em>\u00a0<\/em>the <strong>ceasefire<\/strong> proposed by <strong>Volodymyr Zelensky<\/strong> and Ukraine&#8217;s Western allies&#8211; <strong>do not seem particularly harsh<\/strong>, at least according to member states advocating a <strong>stronger\u200b <\/strong>approach toward Moscow.<\/p>\n<p class=\"p1\">The confirmation came this morning (May 14) from diplomatic sources: the <strong>Coreper<\/strong> (the preparatory body that brings together the member states&#8217; permanent representatives) gave the green light to the <strong>17th package of sanctions against the Kremlin<\/strong>. The EU executive presented the measures on May 7, only to be slightly modified in recent days by the Polish Council presidency. <strong>Foreign Ministers<\/strong> of the 27 member states should give their <strong>formal approval<\/strong>\u00a0on <strong>Monday<\/strong> (May 20).<\/p>\n<p class=\"p1\">The measures were packaged exactly <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/14\/ukraine-the-twenty-seven-at-work-on-17th-sanctions-package-against-moscow\/\" target=\"_blank\" rel=\"noopener\">a month after being put on the table<\/a> by the head of EU diplomacy, <strong>Kaja Kallas<\/strong>. It extends existing measures, expanding them to <strong>more\u00a0<\/strong>i<strong>ndividuals and legal entities<\/strong>. This\u00a0explains the all-too-smooth approval of the package, which did not have to contend with the <strong>now customary Hungarian opposition<\/strong>.<\/p>\n<p class=\"p1\">The target of the sanctions approved today is once again the Kremlin&#8217;s so-called &#8220;<strong>ghost fleet<\/strong>.&#8221; They strike <strong>almost 200 new ships<\/strong> with which the Federation circumvents the <strong>oil embargo imposed by the West<\/strong> while continuing to export crude oil around the world, bringing the blacklist of ghost vessels to over 350.<\/p>\n<p class=\"p1\">Furthermore, it strikes\u00a0<strong>75 individuals and companies<\/strong> involved in various capacities in the Russian military-industrial complex and some <strong>thirty companies<\/strong> that, according to the EU, continue to supply Moscow with <strong>dual-use goods and technologies<\/strong> (civilian and military). Finally, the package banned the export of certain <strong>chemicals used to produce\u00a0missiles\u00a0<\/strong>to the Federation.<\/p>\n<p class=\"p1\">However, the <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/13\/eu-ready-to-maintain-sanctions-on-russia-keep-the-pressure-high\/\" target=\"_blank\" rel=\"noopener\">harsher measures<\/a>\u00a0that the EU <strong>&#8220;hawks&#8221; &#8212;\u00a0<\/strong>the Baltics and Scandinavians in the lead &#8212; were left out from\u00a0the net of restrictions.
