Ursula von der Leyen<\/strong> wants to transfer the model of the National Recovery Plans (NRPs) to the multi-annual budget (MFF 2028\u20132034), linking financing to objectives and milestones. The President of the European Commission presented her reform at the EU\u2019s annual budget conference, where she announced the proposal for change.<\/p>\n<p><span style=\"background-color: inherit;\">\u201cThe new budget will be faster,<strong> focusing<\/strong> not just on how much is spent but <strong>what is delivered for our citizens<\/strong> and businesses,\u201d von der Leyen said. It is here, and for this reason, that &#8220;we will rely on our recent experience in terms of milestones and targets&#8221; underlying the use of the Recovery Fund, which finances the NRRPs.\u00a0\u00a0\u201c<\/span><strong><span style=\"background-color: inherit;\">Each tranche of funding will be disbursed when agreed objectives have been achieved. Because this is the strongest incentive to get things done<\/span><\/strong><span style=\"background-color: inherit;\">.\u201d<\/span><\/p>\n<p>Spend well, efficiently, and without waste\u00a0to ultimately have what it takes\u00a0to improve the economy and everyday life. Because this is the strongest incentive to get things done<\/span><\/strong><span style=\"background-color: inherit;\">.\u201d<\/span><\/p>\n<p>The Commission, therefore, wants budgetary \u201cflexibility.\u201d\u00a0Von der Leyen stresses the need for &#8220;a\u00a0\u00a0more flexible, agile and responsive MFF.&#8221; Less pre-allocated money and easier to use. In this debate, the College of Commissioners is considering an operation as innovative as it is radical:\u00a0in the i<strong style=\"font-weight: 800 !important;\">mpossibility of reaching a degree of spending flexibility considered satisfactory, the duration of the common budget could be shortened &#8212; no longer seven years<\/strong>\u00a0but perhaps four or five years. The idea of the duration is not there yet,<span style=\"background-color: inherit;\">\u00a0but in the\u00a0<\/span><a href=\"https:\/\/www-eunews-it.translate.goog\/wp-content\/uploads\/2025\/05\/Orientation-Debate-Note-on-MFF.pdf?_x_tr_sl=it&amp;_x_tr_tl=en&amp;_x_tr_hl=en-US&amp;_x_tr_pto=wapp\" target=\"_blank\" rel=\"noopener\">document on the orientation debate on the topic,<\/a><span style=\"background-color: inherit;\">\u00a0the idea emerges within the College.<\/span><\/p>\n<p>Von der Leyen is keen to note\u00a0that the research program\u00a0will not disappear in this review and reform process. &#8220;<strong style=\"font-weight: 800 !important;\">Horizon Europe will stay as a self-standing program<\/strong><span style=\"background-color: inherit;\">,&#8221; she assures.\u00a0&#8220;It is an outstanding brand \u2013 the most renowned research program\u00a0worldwide.\u00a0<strong style=\"font-weight: 800 !important;\">But it will be tightly connected to our Competitiveness Fund&#8221;<\/strong> to better respond to new needs and the\u00a0<\/span><a href=\"https:\/\/www-eunews-it.translate.goog\/en\/2024\/09\/09\/von-der-leyen-presents-draghi-report-competitiveness-has-to-be-at-the-top-of-our-agenda-move-forward-with-the-clean-and-digital-transition\/?_x_tr_sl=it&amp;_x_tr_tl=en&amp;_x_tr_hl=en-US&amp;_x_tr_pto=wapp\" target=\"_blank\" rel=\"noopener\">new twelve-star agenda\u00a0prioritizing competitiveness<\/a>.<span style=\"background-color: inherit;\">\u00a0 &#8220;We need a seamless flow from fundamental research to applied research to start-ups to scale-up,\u201d she stresses.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The EU executive president says the new EU budget will link funds with objectives and targets, as is the case with the Recovery Fund.
