The <strong>EU\u00a0does\u00a0not believe\u00a0Vladimir Putin,\u00a0<\/strong>accusing him of not being interested in\u00a0sitting at a table with his Ukrainian counterpart\u00a0<strong>Volodymyr Zelensky to negotiate a truce in Ukraine<\/strong>. So, the day after <strong>Donald Trump<\/strong> called the Russian leader, the <strong>27 EU member states approved the\u00a0umpteenth clampdown against Moscow <\/strong>(the 17th since the beginning of the war) and are already working on the next package.<\/p>\n<p>On the agenda of today&#8217;s (May 20) <strong>Foreign Affairs Council<\/strong> meeting, there were<strong>\u00a0sanctions against Russia<\/strong>. EU ministers formally adopted the <strong>17th package<\/strong> since the full-scale invasion began in February 2022, which ambassadors <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/14\/eu-finalizes-17th-sanctions-package-against-russia-lets-put-pressure-on-putin\/\" target=\"_blank\" rel=\"noopener\">approved<\/a> last week.\u00a0Nothing particularly striking in terms of contents. It essentially <strong>extends existing restrictive measures<\/strong>, especially for the so-called &#8220;<strong>shadow fleet,<\/strong>&#8221;\u00a0which the Kremlin uses to circumvent the <strong>crude oil\u00a0embargo.<\/strong><\/p>\n<p>Brussels&#8217; mantra remains the same: sanctions aim\u00a0<strong>to pressure\u00a0Moscow <\/strong>and push\u00a0<strong>Vladimir Putin <\/strong>to the <strong>negotiating table<\/strong>. &#8220;I think it&#8217;s important, as all 27 of us agreed, that there must be a <strong>complete and unconditional ceasefire<\/strong>,&#8221; <strong>Kaja Kallas <\/strong>repeated yet again to reporters upon arriving at the Europa building. &#8220;Ukraine accepted this over 60 days ago, and we agreed that<strong> if Russia does not accept<\/strong> it\u2014as we saw yesterday\u2014then <strong>we will increase the pressure<\/strong>,&#8221; the High Representative added.<\/p>\n<p>The reference is to yesterday\u2019s<strong> long phone call (<\/strong>over two hours) between <strong>Donald Trump<\/strong> and the Kremlin\u2019s occupant, though the two provided somewhat\u00a0different accounts of the conversation. The US President said he was<strong> very satisfied with the call<\/strong> and triumphantly announced on his social platform, Truth, that the two warring parties &#8220;<strong>will immediately start\u00a0negotiations toward\u00a0a ceasefire<\/strong> and, more importantly,\u00a0an end to the war.&#8221;<\/p>\n<p>On the other hand, Putin\u00a0only stated that Moscow is ready to work with Kyiv on a &#8220;<strong>memorandum for a possible future peace agreement.&#8221;<\/strong> The Russian president claimed that such a document could include elements such as &#8220;<strong>the principles of a solution<\/strong>, the <strong>timeline for a possible peace agreement<\/strong>, and so on, including <strong>a potential ceasefire<\/strong> for a certain period of time <strong>if adequate agreements are reached<\/strong>,&#8221; but did not provide further details.<\/p>\n<p><a href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114535693441367601\" target=\"_blank\" rel=\"noopener\">https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/114535693441367601<\/a><\/p>\n<p>According to Europeans, <strong>Putin&#8217;s move is a bluff.<\/strong> Therefore,\u00a0 &#8220;W<strong>e will continue to work on the next strong sanctions package,<\/strong>&#8221;\u00a0the head of EU diplomacy assured. &#8220;We\u2019re talking about a <strong>cap on oil prices<\/strong>, the <strong>energy and banking sectors<\/strong>,&#8221; she explains. She also urges Trump to do the same: &#8220;From the United States, we heard that without a ceasefire, there would be strong reactions, consequences, and now <strong>we want to see these consequences<\/strong>,&#8221; concluded the former Estonian Prime Minister, lamenting <strong>the lack of &#8220;serious pressure&#8221;<\/strong> from the US administration on the Kremlin.<\/p>\n<p>The 27 member states seem to share the same stance. According to\u00a0the German Minister of Defense,<strong> Boris Pistorius<\/strong>, Putin &#8220;does not yet seem <strong>truly interested in peace or a ceasefire,<\/strong> at least not under conditions that would be acceptable&#8221; to Kyiv and its allies. According to the Social Democratic minister, the Russian president is &#8220;biding time&#8221; and has not yet abandoned the <strong>maximalist demands<\/strong> he has been repeating for over three years.<\/p>\n<p>NATO Secretary General <strong>Mark Rutte<\/strong>, who participated in this morning\u2019s Defense Council, seemed more satisfied with Washington\u2019s mediation. &#8220;I\u2019m really glad that Donald Trump has taken on a l<strong>eadership role<\/strong>,&#8221; he commented, adding that &#8220;<strong>the US administration is very involved and is engaging in dialogue with EU counterparts.<\/strong>&#8221; According to NATO\u2019s top official, no immediate results should be expected because &#8220;this is a very complex conflict,&#8221; but &#8220;it\u2019s important that<strong> Trump has opened direct communication channels with Putin.&#8221;<\/strong><\/p>\n<p>The call between the White House and the Kremlin (the third since the tycoon returned to the Oval Office) came after the <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/16\/european-leaders-convene-in-tirana-but-think-of-istanbul\/\" target=\"_blank\" rel=\"noopener\">substantial failure <\/a>of the <strong>talks in Istanbul,<\/strong> where the Ukrainian leader provocatively invited his Russian counterpart \u2014 who never showed up \u2014 <strong>to meet in person<\/strong> to start <strong>high-level negotiations<\/strong> for a ceasefire and lay the groundwork for future peace talks. However,\u00a0the only thing that the Moscow and Kyiv delegations agreed upon was <strong>a prisoner exchange <\/strong>and a commitment to organize, in the future, a <strong>face-to-face meeting between the respective presidents.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The new restrictive measures the 27 member states approved mainly target Moscow&#8217;s shadow fleet.
