{"id":427651,"date":"2025-05-22T15:04:35","date_gmt":"2025-05-22T13:04:35","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/05\/22\/carbon-tax-cbam-eurocamera-omnibus\/"},"modified":"2025-05-22T16:20:04","modified_gmt":"2025-05-22T14:20:04","slug":"european-parliament-clears-carbon-tax-simplification-paving-way-for-exemption-for-90-pct-of-companies","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/05\/22\/european-parliament-clears-carbon-tax-simplification-paving-way-for-exemption-for-90-pct-of-companies\/","title":{"rendered":"European Parliament clears carbon tax simplification, paving way for exemption for 90 pct of companies"},"content":{"rendered":"<p class=\"xmprfx_ep-wysiwig_paragraph\">Brussels &#8211; The European Parliament approved the amendment of the border carbon adjustment mechanism (<a href=\"https:\/\/taxation-customs.ec.europa.eu\/carbon-border-adjustment-mechanism_en\" target=\"_blank\" rel=\"noopener\">CBAM<\/a>) &#8211; the so-called <em>carbon tax<\/em> &#8211; proposed by the European Commission\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/26\/less-red-tape-and-less-sustainability-eu-omnibus-package-for-an-extra-50-billion\/\" target=\"_blank\" rel=\"noopener\">on February 26<\/a> in the &#8216;Omnibus I&#8217; simplification package. Member states should give the\u00a0green light at the next General Affairs Council on\u00a0May 27. At that point,\u00a0<strong>90 percent of companies will have the road cleared toward exemption from the European carbon tax<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">The Parliamentary approval\u00a0of the changes to the regulation was almost a plebiscite: <strong>564 votes in favor, 20 against, and 12 abstentions<\/strong>. In the <a href=\"https:\/\/www.europarl.europa.eu\/news\/it\/press-room\/20250515IPR28461\/tassa-sul-carbonio-il-pe-approva-le-proposte-di-semplificazione-delle-norme-ue\" target=\"_blank\" rel=\"noopener\">opinion<\/a> adopted by MEPs, support remains for introducing <strong>a new de minimis mass\u00a0threshold of 50 tons<\/strong> below\u00a0which companies- except those in the electricity and hydrogen sectors- may be exempted from purchasing carbon certificates. Brussels estimates that\u00a0<strong>the environmental objective of the mechanism would remain unchanged<\/strong>, as the rules would cover 99 percent of total CO2 emissions, mainly related to imports of iron, steel, aluminium, cement, and fertilizers.<\/p>\n<p style=\"margin-bottom: 0px;\">Decaro applauded the European Parliament&#8217;s decision &#8220;not to reopen other provisions of the legislation&#8221; because the CBAM &#8220;is a fundamental tool to avoid carbon leakage and incentivize climate action outside the EU.&#8221; The co-chairman of the European Conservatives and Reformists group, <strong>Nicola Procaccini<\/strong>, took a different view, commenting on the sidelines of the vote: &#8220;We would have liked to have further improved the CBAM regulation with our amendments, but <strong>the changes approved today by the European Parliament go in the desired direction<\/strong>.&#8221; Among the Italian party delegations in Brussels, only the League did not support the text, choosing to abstain.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The EU Council will adopt its position on May 27; then the trialogues can begin.
