After Costa, not even Kallas criticises Vu\u010di\u0107"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211; Another round, more half-silences. <strong>The EU does not want to raise its voice on\u00a0Serbia<\/strong>, choosing not to tackle two key issues: the closeness of President <strong>Aleksandar Vu\u010di\u0107<\/strong> to <strong>Vladimir Putin<\/strong>&#8216;s Russia and the <strong>repression of anti-government protests<\/strong>. On a visit to Belgrade, <strong>Kaja Kallas<\/strong> was just a tad\u00a0more talkative than <strong>Ant\u00f3nio Costa<\/strong>, who had preceded her by about ten days. But even she failed\u00a0to <strong>pronounce a clear-cut condemnation<\/strong> of the Serbian leader&#8217;s authoritarianism, nor the candidate country&#8217;s slide towards Moscow.<\/p>\n<p class=\"p1\">For the second time in a dozen days, one of the EU summits came to Belgrade to confront the Serbian leadership on the <strong>progress in the accession process<\/strong>. Today (22 May) it was the turn of <strong>Kaja Kallas<\/strong>, after the President of the European Council <strong>Ant\u00f3nio Costa<\/strong> on 13 May.<\/p>\n<p class=\"p1\">Compared to the latter, the High Representative was a bit more blunt. &#8220;I want to emphasise that <strong>we need to see concrete actions<\/strong> from the Balkan country that demonstrate a real willingness to progress on the path to EU membership,&#8221; she said in front of reporters. The only way for Belgrade to advance on the European path, she said, is to <strong>realise<\/strong>\u00a0real reforms, not cosmetic ones. &#8220;There are no shortcuts to membership,&#8221; she added, suggesting that &#8220;the next steps include <strong>freedom of the media<\/strong>, <strong>fighting corruption,<\/strong> and <strong>electoral reform<\/strong>.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">My message to the authorities in Belgrade is clear.<\/p>\n<p>I want to see Serbia advancing towards the EU. For that, political leaders must deliver the necessary reforms and clarify the strategic direction.<\/p>\n<p>This is best done by restoring trust and staying true to democratic principles.<br \/>\n<a href=\"https:\/\/t.co\/I9Jv9BV33P\" target=\"_blank\" rel=\"noopener\">pic.twitter.com\/I9Jv9BV33P<\/a><span style=\"font-size: large; font-style: italic;\">\u00a0\u2014<\/span>\u00a0Kaja Kallas (@kajakallas)<br \/>\n<a href=\"https:\/\/twitter.com\/kajakallas\/status\/1925501554624266531?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">May 22, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">These reforms, she noted, will benefit the entire population, starting with the young animators of the <strong>fierce<\/strong>\u00a0<strong>student movement<\/strong>, who have been pouring into the streets for months to demand a serious commitment against the <strong>rampant<\/strong>\u00a0<strong>corruption<\/strong> and claim\u00a0their <strong>European future<\/strong>. A future in which &#8220;the autonomy of universities must be respected&#8221;, said Kallas, <strong>explicitly recognising the demands of the protesters<\/strong>.<\/p>\n<p class=\"p1\">But his loquacity stopped there. No condemnation of the government-ordered <strong>repression of protests<\/strong>, other than vague words about the need for &#8220;candidate countries to follow the <strong>principles of human rights<\/strong>&#8220;, including that of <strong>a fair trial<\/strong>, which was denied to the <strong>students arbitrarily detained<\/strong> in Serbian prisons.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit;\">And no explicit condemnation either of President Vu\u010di\u0107&#8217;s sensational\u00a0<\/span><strong style=\"text-align: inherit;\">trip to Moscow<\/strong><span style=\"text-align: inherit;\">, where he<\/span><a style=\"text-align: inherit;\" href=\"https:\/\/www.eunews.it\/en\/2025\/05\/08\/all-of-putins-men-whos-attending-moscows-may-9-parade\/\" target=\"_blank\" rel=\"noopener\">\u00a0participated\u00a0<\/a><span style=\"text-align: inherit;\">in the celebrations on 9 May together with\u00a0<\/span><strong style=\"text-align: inherit;\">Vladimir Putin<\/strong><span style=\"text-align: inherit;\">.<\/span>\u00a0This was a real <strong>slap in the face to Kallas<\/strong> herself, who had personally urged the leaders of member states and candidate countries not to <strong>show up<\/strong> on Red Square (representing the first category was Slovak Prime Minister <strong>Robert Fico<\/strong>).<\/p>\n<p class=\"p1\">Answering a question on the subject, the twelve-star diplomacy chief merely repeated that &#8220;my point of view is very clear, <strong>I do not understand why it is necessary to stand side by side with the person who is conducting this horrible war in Ukraine<\/strong>&#8220;. The other element that is &#8220;<strong>obstructing alignment with CFSP<\/strong>&#8220;, i.e. EU foreign policy, is the stalemate in the process known as the <strong>Belgrade-Pristina Dialogue<\/strong>, the aim of which is the <strong>normalisation of diplomatic relations between Serbia and Kosovo<\/strong>.<\/p>\n<p class=\"p1\">&#8220;<strong>Serbia is facing important geostrategic choices<\/strong>&#8220;, Kallas remarked, and must <strong>decide &#8220;where it wants to stand&#8221;<\/strong>. &#8220;Serbia&#8217;s European future depends on the <strong>values it chooses to uphold<\/strong>&#8221; at home and abroad, the High Representative said: both in <strong>relations with Russia<\/strong> and in <strong>neighbourhood relations<\/strong>, starting with Kosovo and <strong>Bosnia-Herzegovina<\/strong>.<\/p>\n<p class=\"p1\">Kallas&#8217;s invitation: &#8220;It is time to\u00a0<strong>overcome the past and focus on our common future<\/strong>&#8220;. Brussels encourages the Western Balkan partners to &#8220;build on the current momentum of enlargement&#8221; while recognising the <strong>slow pace of a process that has so far produced few concrete results<\/strong>. Kalla acknowledges that if the candidate countries implement reforms but the Twenty-Seven do not do &#8216;their homework&#8217;, the risk is to <strong>fuel &#8216;frustration&#8217; in citizens<\/strong>.<\/p>\n<p class=\"p1\">Her visit to Belgrade was the first leg of a <strong>tour of the region<\/strong> that traces, albeit in a shortened version, that of Costa: having left Serbia, the High Representative travelled to <strong>Kosovo<\/strong>. From Pristina, she announced that <strong>the EU &#8220;has begun to gradually lift\u00a0the measures<\/strong>\u00a0introduced in June 2023,&#8221; i.e. the sanctions that followed the <strong>clashes in the country&#8217;s north<\/strong>, but that the total removal remains &#8220;conditional&#8221; on a <strong>complete de-escalation<\/strong>.
