According to<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> Commissioner for Startups and Innovation\u00a0<strong>Ekaterina Zaharieva<\/strong>,\u00a0 the initiative &#8220;is a clear statement of purpose: to make Europe the best place in the world to start and grow a business.&#8221;<\/span><\/span><\/span><\/p>\n<p>The EU wants to become a hub, and the way to make this possible has several elements: one is\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/02\/12\/european-commission-to-focus-on-simplification-in-2025\/\" target=\"_blank\" rel=\"noopener\">simplification, the new watchword of the second von der Leyen Commission<\/a>. So,\u00a0this was\u00a0the announcement of measures that serve this purpose: the commitment to &#8220;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">establish a\u00a0<strong>European Scaleup Fund<\/strong>&#8221; to &#8220;close the funding gap&#8221; of high-tech companies. It is unclear whether this fund will be an instrument within the next M<strong>ultiannual Financial Framework<\/strong> (MFF 2028-2034), a first draft of which is expected to be presented by the EU executive on\u00a0July 16, or a stand-alone measure. Executive Vice-President and responsible for the Industrial Strategy, <strong>St\u00e9phane S\u00e9journ\u00e9,<\/strong> is confident: &#8220;Let us make it easier for companies to access finance and improve their ability to operate in our Single Market.<\/span><\/span><\/span><\/p>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u00a0The EU also intends to reform the <a href=\"https:\/\/eic.ec.europa.eu\/index_en\" target=\"_blank\" rel=\"noopener\">European Innovation Council<\/a>, the special body created and designed to support start-ups (young companies under three years old). The first of the two proposals envisages a model for <strong>licensing, royalty and revenue-sharing, and equity participation for academic institutions and their inventors when commercializing intellectual property <\/strong>and the creation of spin-offs.<\/p>\n<p style=\"margin-bottom: 0px;\"><span class=\"HwtZe\" lang=\"en\">The second initiative mirrors\u00a0<a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/migration-and-asylum\/legal-migration-and-resettlement\/work\/eu-blue-card_en\" target=\"_blank\" rel=\"noopener\">the Blue Card regime<\/a>\u00a0that the EU grants to highly qualified or particularly sought-after workers, enabling them to obtain residence and work permits more easily and quickly. Specifically, &#8220;<strong>we encourage Member <\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>States to set up fast-track procedures for non-EU founders,<\/strong>&#8221; i.e., to create fast lanes for entrepreneurs and allow them to do business more easily.
