Keywords: <strong>security<\/strong>, <strong>connectivity<\/strong>, and <strong>investment<\/strong>. Brussels hopes that all this will be possible<span style=\"margin: 0px;padding: 0px\">&nbsp;<strong>without using new budgetary resources<\/strong>, but simply by &#8216;rationalising&#8217;<\/span>&nbsp;existing ones.<\/p>\n<p class=\"p1\">Today (28 May), the European Commission presented its <strong>new strategy for the Black Sea region<\/strong>, with which it aims to project itself in the area that serves as a <strong>natural link<\/strong> between Eastern Europe, the Southern Caucasus, and Central Asia. In the EU executive&#8217;s view, it will serve to&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>strengthen the EU&#8217;s geopolitical role&nbsp;<\/strong><\/span>through deepening cooperation with all the countries in the region: Ukraine, Moldova, Georgia, Armenia, Azerbaijan, and Turkey.<\/p>\n<p class=\"p1\">According to the Berlaymont, the initiative should hinge on <strong>three main pillars<\/strong>. The first, needless to say, concerns <strong>regional security<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>,<\/strong>&nbsp;the responsibility for which, as emphasised by High Representative&nbsp;<strong>Kaja Kallas<\/strong>, &#8220;cannot fall solely on the shoulders of the member states.&#8221;<\/span>&nbsp;To this end, Brussels plans to&nbsp;<span style=\"margin: 0px;padding: 0px\">establish a&nbsp;<strong>&#8220;maritime security hub&#8221;<\/strong>&nbsp;open to the participation of all countries in the region<\/span>.<\/p>\n<figure id=\"attachment_428124\" style=\"width: 639px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/P067054-408978.jpg\"><img decoding=\"async\" class=\"wp-image-428124 size-full\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/P067054-408978.jpg\" alt=\"Kaja Kallas\" width=\"639\" height=\"426\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/P067054-408978.jpg 639w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/P067054-408978-300x200.jpg 300w\" sizes=\"(max-width: 639px) 100vw, 639px\" \/><\/a><figcaption id=\"caption-attachment-428124\" class=\"wp-caption-text\">The EU High Representative for Foreign Affairs, Kaja Kallas (photo: Lukasz Kobus\/European Commission)<br \/><\/figcaption><\/figure>\n<p class=\"p1\">As explained by the twelve-star diplomacy chief, it will be &#8220;a European <strong>early warning system<\/strong> to increase <strong>situational awareness<\/strong> and <strong>protect critical infrastructures<\/strong>&#8221; of Member States and third countries from <strong>hybrid threats<\/strong>, including disinformation campaigns and various electoral interferences (see under Moldova and Romania), posed by <strong>malicious foreign actors<\/strong>, primarily Russia.<\/p>\n<p class=\"p1\">This hub, the location and &#8216;operational model&#8217; of which will be agreed upon at a later stage, and which will cooperate with NATO and Coalition of the Willing structures, will also have to contribute to &#8216;<strong>monitoring any peace agreement concluded between Russia and Ukraine<\/strong>&#8216; and to ensure safe navigation in the Black Sea, taking part in both the fight against the <strong>Moscow shadow fleet<\/strong> and the <strong>deep-sea demining<\/strong> operations once the conflict is over.<\/p>\n<p class=\"p1\">Finally, it will also&nbsp;<span style=\"margin: 0px;padding: 0px\">serve as the&nbsp;<strong>coordination centre for regional military mobility<\/strong>, participating in an undefined manner in the modernisation of ports, railways, roads, and any other means that can be used to &#8220;move troops and equipment<\/span>.&#8221;<\/p>\n<p class=\"p1\">The second pillar is&nbsp;<strong>connectivity<\/strong>. The Black Sea, in the words of Enlargement Commissioner <strong>Marta Kos<\/strong>, is &#8220;a bridge to the South Caucasus and Central Asia, a <strong>vital artery for trade, energy flows and food exports<\/strong>&#8221; and therefore the EU feels &#8220;the <strong>need to diversify the ties&#8221;<\/strong> with partners in the region to reduce its dependence on Moscow further.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">When dependencies are weaponised, we must diversify.<\/p>\n<p>The Black Sea is the bridge to the South Caucasus &amp; Central Asia &#8211; vital for trade, energy flows, &amp; food exports.<\/p>\n<p>Our new strategy offers partnerships &amp; better connectivity stepping up our collective security &amp; prosperity. <a href=\"https:\/\/t.co\/HJNzkKHl6b\">pic.twitter.com\/HJNzkKHl6b<\/a><\/p>\n<p>&#8211; Marta Kos (@MartaKosEU) <a href=\"https:\/\/twitter.com\/MartaKosEU\/status\/1927680013869957528?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">May 28, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">New energy corridors, transport networks, and digital infrastructures connecting the region with the Baltic and Mediterranean basins on the one hand and the Caspian on the other must be developed. According to Kos&#8217; forecasts, <strong>Kyiv and Chisinau<\/strong> could be &#8220;<strong>completely decoupled from Russian energy sources by the end of 2027.<\/strong>&#8221; In parallel, Brussels aims to &#8220;improve <strong>cooperation in the energy sector<\/strong> with <strong>Armenia<\/strong> and <strong>Azerbaijan&#8221;<\/strong>.<\/p>\n<p class=\"p1\">The final cornerstone of the strategy concerns <strong>preparedness and resilience<\/strong>, particularly in relation to <strong>climate change<\/strong> and the <strong>environmental impacts of the Ukraine war<\/strong>. Special attention will be paid to <strong>coastal communities<\/strong>, with a focus on the <strong>blue economy<\/strong> and sustainable growth opportunities.<\/p>\n<p class=\"p1\">But one does not become a geopolitical power with triumphalist proclamations. Where will the money come from? &#8220;<strong>We will not resort to new financial instruments<\/strong>,&#8221; Kallas and Kos clarified. The resources will come&nbsp;<span style=\"margin: 0px;padding: 0px\">from<strong>&nbsp;existing<\/strong><\/span><strong>&nbsp;funds<\/strong>, such as the Ukraine facility or the growth plans agreed&nbsp;by Brussels, for example, with Armenia and Moldova. The truth, however, is that <strong>the deck is short<\/strong>, and the game will be in full swing in the autumn when the <strong>negotiations between Council and Parliament<\/strong> on the new <strong>Multiannual Financial Framework (MFF)<\/strong> begin.<\/p>\n<p class=\"p1\">The goal, says S\u00edkela, is to make &#8220;a <strong>more dynamic use of EU resources without the need for&nbsp;<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>additional budgetary resources<\/strong>.&#8221;<\/span>&nbsp;In his calculations, it&nbsp;<span style=\"margin: 0px;padding: 0px\">is possible to&nbsp;<strong>mobilise up to 10 billion additional investments<\/strong>&nbsp;without adding an extra penny to<\/span>&nbsp;the EU budget.&nbsp;<span style=\"margin: 0px;padding: 0px\">To achieve this, the&nbsp;<strong>investment rules<\/strong>&nbsp;in third countries will need to be revised, risk coverage by the&nbsp;<strong>European Investment Bank (EIB)<\/strong>&nbsp;will be reduced, and further&nbsp;<strong>simplification of the sector<\/strong>&nbsp;will be necessary<\/span>.
