T<span style=\"margin: 0px; padding: 0px;\">he European Commission is drafting these recommendations for all EU Member States while adopting the various economic policy coordination measures of the\u00a0<a href=\"https:\/\/commission.europa.eu\/business-economy-euro\/european-semester_en\" target=\"_blank\" rel=\"noopener\">European Semester<\/a><\/span>. &#8220;The priorities<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">\u00a0of this year&#8217;s package are\u00a0summarised by the Commissioner for the Economy, <strong>Valdis Dombrovskis<\/strong>, in <strong>two words: competitiveness and security<\/strong>.&#8221; It is because of this policy that the path of flexibility is chosen on the one hand and the path of inflexibility on the other.<\/span><\/span><\/span><\/p>\n<h4 id='austria-in-excessive-deficit-procedure-eu-yes-to-more-defence-spending'  id=\"boomdevs_1\">Austria in excessive deficit procedure, EU &#8216;yes&#8217; to more defence spending<\/h4>\n<p style=\"margin-bottom: 0px;\"><span style=\"text-align: inherit;\">At the expense of this new approach is\u00a0<\/span><a style=\"text-align: inherit;\" href=\"https:\/\/www.eunews.it\/en\/2024\/11\/26\/austria-and-the-netherlands-in-eu-crosshairs-over-accounts-austerity-hits-austerity-hawks\/\" target=\"_blank\" rel=\"noopener\">Austria,<span style=\"text-align: inherit;\">\u00a0the<\/span><\/a><a style=\"text-align: inherit;\" href=\"https:\/\/www.eunews.it\/en\/2024\/11\/26\/austria-and-the-netherlands-in-eu-crosshairs-over-accounts-austerity-hits-austerity-hawks\/\" target=\"_blank\" rel=\"noopener\">\u00a0only country at risk of an excessive deficit procedure<\/a><span style=\"text-align: inherit;\">\u00a0for which the EU executive has asked to open the file.<\/span>\u00a0The deficit\/GDP level is too far above the 3 per cent threshold of the Stability and Growth Pact, and therefore triggered\u00a0<strong>the formal notice<\/strong>. Finland (deficit\/GDP ratio expected to be 3.7 per cent in 2025 and 3.4 per cent in 2026) and Latvia (deficit\/GDP ratio expected to be 3.1 per cent in 2025 and 3.1 per cent in 2026) do not meet the criteria either, but,\u00a0<strong>unlike Austria they have increased public spending on defence, without which they would have their accounts in order<\/strong>, and that is why Brussels decided not to proceed.<\/p>\n<p style=\"margin-bottom: 0px;\">In the name of defence,<strong> the European Commission gave the green light to suspend the internal stability pact for the 15 countries that requested it<\/strong>. They are <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Belgium, Bulgaria, Croatia, the Czech Republic, Denmark, Estonia, Finland, Greece, Hungary, Latvia, Lithuania, Poland, Portugal, Slovakia and Slovenia. The request from Germany, for which Brussels awaits the updated government strategy, remains pending. The spring package of this year&#8217;s European Semester &#8220;comes at a time when the EU continues to face considerably high global uncertainty and serious security threats.&#8221; That is why, for all, &#8220;the overarching recommendation is to reinforce overall defence spending.&#8221;<\/span><\/span><\/span><\/p>\n<h4 id='accounts-in-disarray-hard-line-for-romania-ten-countries-under-special-surveillance'  id=\"boomdevs_2\">Accounts in disarray, hard line for Romania. Ten countries under special surveillance<\/h4>\n<p style=\"margin-bottom: 0px;\">However, budgetary discipline remains at the heart of the European Commission&#8217;s action, which, precisely because of excessive imbalances, calls for\u00a0<strong>measures against Romania<\/strong>. With the excessive deficit procedure already underway, for the Bucharest government, the<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> growth in net expenditure is &#8220;significantly above the upper limit set by the corrective path, which entails <strong>clear risks for the correction of the excessive deficit<\/strong> by 2030.&#8221; Hence, the Commission&#8217;s recommendation to the Council to adopt a decision establishing that Romania has not taken effective measures.<\/span><\/span><\/span><\/p>\n<div class=\"lRu31\" dir=\"ltr\">\n<div><\/div>\n<div class=\"OvtS8d\"><strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">France, Hungary, Malta, Poland, Slovakia and <\/span><\/span><\/span><\/strong><span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/04\/italys-deficit-procedure-on-hold-dombrovskis-stability-and-reforms\/\" target=\"_blank\" rel=\"noopener\"><strong>Italy<\/strong><\/a>\u00a0<\/span>remain under special surveillance, with deficit levels above the 3\u00a0per cent\u00a0threshold but in a condition that does not, for now, require action. Whereas for <strong>Cyprus<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">, Ireland, Luxembourg, and the Netherlands,<\/span><\/span><\/span><\/strong> there is a &#8216;risk of deviation&#8217; from agreed spending trajectories.<\/div>\n<\/div>\n<h4 id='use-the-recovery-fund-quickly'  id=\"boomdevs_3\">Use the Recovery Fund quickly<\/h4>\n<div class=\"lRu31\" dir=\"ltr\">\n<div id=\"ow49\"><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Another recommendation for all: use the resources made available in the Recovery Fund quickly and well. With the Recovery and Resilience Facility expiring in 2026, &#8220;rapid and targeted implementation&#8221; of the promised reforms through national plans is essential.
