That, at least, is the preferred recipe of some Christian Democrats to <strong>revive<\/strong> the <i>Bundeswehr<\/i>, the German army that has been in decline for decades and which Chancellor <strong>Friedrich Merz<\/strong> has said he wants to make the most powerful in Europe. However,\u00a0there are <strong>structural shortcomings<\/strong> that the government in Berlin will have to address, assuming the coalition partners can agree on the <strong>political plan<\/strong>.<\/p>\n<p class=\"p1\">The &#8220;<strong>epochal turning point&#8221;<\/strong> (<i>Zeitenwende<\/i>) announced by <strong>Friedrich Merz<\/strong> on defense &#8211; to make Germany the <strong>first continental military power<\/strong> &#8211; will also possibly have to pass through the <strong>forced conscription of young Germans<\/strong>. Thus, several conservatives are reportedly considering, with increasing seriousness, the <strong>reintroduction of compulsory conscription<\/strong>, abolished in 2011 during the chancellorship of <strong>Angela Merkel<\/strong>.<\/p>\n<p class=\"p1\">According to\u00a0<strong>Thomas Erndl<\/strong>, leader of the CDU delegation to the parliamentary Defense Committee, &#8220;<strong>it will be necessary to introduce compulsory elements&#8221;<\/strong> in the enlistment of the <i>Bundeswehr<\/i>\u00a0if the <strong>army&#8217;s\u00a0needs\u00a0&#8220;cannot be met<\/strong> through a purely voluntary model,&#8221; especially in the light of the new goals that<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/05\/nato-towards-consensus-on-new-military-expenditure-target-of-5-per-cent-of-gdp\/\" target=\"_blank\" rel=\"noopener\">are about to be agreed upon<\/a> in NATO (the summit in The Hague on June 24-25\u00a0is expected to give the green light to an\u00a0<strong>increase military expenditure to 5 percent of GDP<\/strong>).<\/p>\n<p class=\"p1\">The fundamental\u00a0problem is that the <strong>German Armed Forces<\/strong> are in feeble health. For historical and cultural reasons, defense has never been a priority of the chancellors since the post-war period. For now, these\u00a0considerations are mainly circulating among the Christian Democrats. The other partner of the &#8216;grand coalition&#8217; in power in Berlin, <strong>the SPD, is colder<\/strong> on the issue. The government contract between conservatives and social democrats only says that the <strong>new model of national military service will be &#8220;initially&#8221; voluntary<\/strong>, a vague formulation that leaves leeway\u00a0for different interpretations.<\/p>\n<p class=\"p1\">The Minister of Defense, <strong>Boris Pistorius,<\/strong>\u00a0appears to have outlined the <strong>SPD&#8217;s stance<\/strong>: the Bundeswehr is undersized and needs a robust injection of new personnel. However, in its current condition,\u00a0it would not even be able to absorb new conscripts. Before compulsory conscription, the Social Democrats reason, it is necessary to increase\u00a0logistical &#8220;capabilities&#8221;\u00a0to support an expansion of personnel in the armed forces. More housing, better-equipped barracks, and adequate facilities are needed.<\/p>\n<p style=\"margin-bottom: 0px;\">In short, the <strong>enlistment scheme should remain voluntary<\/strong> until there is <strong>a satisfactory level of infrastructural readiness. <\/strong>Several voices within the SPD would like to make military service so &#8220;attractive&#8221; that it c<strong>ould recruit conscripts in large numbers<\/strong> without needing to return to compulsory conscription. Recently, the <i>Bundeswehr<\/i> allocated an\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/23\/germany-starts-deploying-5000-troops-near-lithuanias-border-with-russia\/\" target=\"_blank\" rel=\"noopener\">armored brigade in Lithuania<\/a>, marking the <strong>first permanent deployment of German troops abroad since 1945<\/strong>.<\/p>\n<p class=\"p1\">In the direction of Germany&#8217;s rebirth as a military power, important economic decisions are also to be taken, <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/18\/debt-brake-vote-opens-a-new-era-in-germany-and-europe\/\" target=\"_blank\" rel=\"noopener\">like suspending<\/a> the <strong>constitutional debt constraint<\/strong> (<i>Schuldenbremse<\/i>) and the\u00a0<a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/28\/germany-suspends-internal-stability-pact-to-fund-defense\/\" target=\"_blank\" rel=\"noopener\">activation<\/a> of the <strong>stability Pact safeguard clause<\/strong> as part of the <strong>ReArm Europe<\/strong> plan launched by the EU executive.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The idea is reportedly circulating within the Christian Democrat family, but is not yet finding support from the government partners, the Socialists of the SPD.
