However,\u00a0although the mood is generally positive, it is <strong>still too early for a decisive breakthrough<\/strong>. In the meantime, <strong>Europe suffers the collateral damage<\/strong> of the clash between the two global giants.<\/p>\n<p class=\"p1\">After yesterday&#8217;s\u00a0first day of talks, the <strong>negotiations between the US and Chinese delegations in London<\/strong> continue today (June 10). The Chinese counterparts are Vice-Premier <strong>He Lifeng<\/strong>, Minister of Commerce <strong>Wang Wentao,<\/strong> and advisor <strong>Li Chenggang<\/strong>. In the morning, the White House occupant\u00a0said\u00a0he had received &#8220;only good reports&#8221; from his emissaries, claiming that &#8220;<strong>we are working well with China; China is not easy.<\/strong>&#8221;\u00a0However,\u00a0the tycoon\u00a0did not want to uncover his cards entirely: &#8220;We will see&#8221; whether to remove <strong>export controls<\/strong>.<\/p>\n<h3 id='what-s-on-the-table'  id=\"boomdevs_1\">What&#8217;s on the table<\/h3>\n<p class=\"p1\">The <strong>restrictive measures imposed reciprocally by Washington and Beijing on their exports<\/strong> are at the heart of the ongoing discussions in the British capital and represent <strong>one of the most serious threats to the entire world economy<\/strong> brought about by the tariff escalation of recent months. Specifically, the main issue concerns <strong>exports of rare earths, critical minerals,<\/strong> and advanced technologies (especially <strong>semiconductors<\/strong>) <strong>from China to the US<\/strong>.<\/p>\n<p class=\"p1\">These materials are crucial for\u00a0<strong>various\u00a0critical applications<\/strong>, from <strong>consumer electronics<\/strong> such as smartphones to the F-35 and\u00a0renewable energy. The point is that their <strong>global value chain<\/strong> is mainly in the hands of Beijing: even where it does not have a monopoly on extraction, China still controls the processing.<\/p>\n<p class=\"p1\">That is why, at least according to US press reports, Trump has reportedly authorized the US\u00a0team to <strong>negotiate a potential lifting of restrictions<\/strong> on the sale of <strong>chip-making software, jet engine parts, and ethane<\/strong>. In return, the US expects the People&#8217;s Republic to <strong>loosen controls on rare earths<\/strong>. There, Washington and Beijing representatives had agreed on a <strong>90-day pause on reciprocal maxi-tariffs<\/strong>: lowering US ones from 145 to 30 percent and Chinese ones from 125 to 10 percent. However, since then, both sides have accused each other of <strong>violating the terms of the truce<\/strong>: the US criticizes Beijing&#8217;s <strong>slowness in\u00a0lengthening the list of critical minerals exempt from restrictions<\/strong>, and in turn, China rebukes them for <strong>export<\/strong>\u00a0<strong>controls on chips,<\/strong>\u00a0and <strong>restrictions on Chinese student visas<\/strong>.<\/p>\n<h3 id='europe-in-the-middle'  id=\"boomdevs_2\">Europe in the Middle<\/h3>\n<p class=\"p1\">Moreover, the trade war between the two superpowers generates heavy collateral damage. <strong>The EU has been caught in the middle <\/strong>and trying to run for cover since the US president announced his &#8216;reciprocal&#8217; tariffs a few months ago. Among the sectors bearing the brunt of the unpredictability into which New York&#8217;s tycoon has plunged global trade is\u00a0<strong>defense<\/strong> &#8211; where Brussels is attempting to set the tone with the <strong>ReArm Europe plan<\/strong> and, specifically, the <strong>150 billion SAFE Fund<\/strong> &#8211; and the <strong>automotive industry<\/strong>, which has already been in a deep crisis\u00a0for a couple of years now.<\/p>\n<p style=\"margin-bottom: 0px;\">\u00a0The EU executive has been\u00a0trying to talk to Washington as much as to Beijing. The Trade Commissioner, <strong>Maro\u0161 \u0160ef\u010dovi\u010d<\/strong>, is open-minded despite the <strong>new 50 percent tariffs on steel and aluminium<\/strong>\u00a0imposed by the White House. However, the truth is that <strong>we still cannot see the light at the end of the tunnel<\/strong>. Negotiations on the <strong>Chinese electric vehicles<\/strong> affected by the twelve-star restrictive measures are ongoing. The controls introduced by Beijing on the export of critical raw materials &#8211; not only to the US but also to the 27 member states\u00a0&#8211; are likely <strong>retaliation for the EU&#8217;s investigations and restrictions <\/strong>and a deliberate move to <strong>undermine transatlantic unity<\/strong> further or what remains of it.<\/p>\n<p class=\"p1\">The EU is also looking elsewhere to reduce its dependence on Beijing, but this will not happen overnight. Last week, Industry Commissioner <strong>St\u00e9phane S\u00e9journ\u00e9<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/04\/eu-launches-13-projects-in-third-countries-to-diversify-imports-of-critical-minerals\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> the approval of <strong>13 new strategic projects<\/strong> in third countries under the <strong><i>Critical Raw Materials Act<\/i><\/strong>, according to which <strong>no foreign state should supply the EU with more than 65 percent of certain minerals<\/strong>.
