Energy exports and banking targeted"},"content":{"rendered":"<p class=\"p1\">Brussels &#8211; There is no 17 without 18. Not even two weeks after the adoption of the latest sanctions package against Russia, the <strong>EU Commission puts new measures<\/strong> on the table to <strong>coerce the Kremlin into accepting a truce in Ukraine<\/strong>. In Brussels&#8217; crosshairs this time are the <strong>energy and banking<\/strong> sectors, but Washington&#8217;s backing on the <strong>oil price cut<\/strong> is not to be taken for granted. And, to put it bluntly, neither is the <strong>internal unity of the Twenty-Seven<\/strong>.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit;\">On<\/span><a style=\"text-align: inherit;\" href=\"https:\/\/www.eunews.it\/en\/2025\/05\/20\/ukraine-eu-approves-17th-sanctions-package-against-russia\/\" target=\"_blank\" rel=\"noopener\">\u00a020<\/a><a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/20\/ukraine-eu-approves-17th-sanctions-package-against-russia\/\" target=\"_blank\" rel=\"noopener\">\u00a0May<\/a>, the foreign ministers of the EU-27 approved the <strong>17th package of sanctions against Moscow<\/strong>,\u00a0<span style=\"margin: 0px; padding: 0px;\">primarily targeting the \u201c<strong>shadow fleet<\/strong>\u201d with which the Federation continues to export its crude oil worldwide<\/span>. Today (10 June), the two top brass\u00a0of the Berlaymont presented a <strong>new round of restrictive measures<\/strong>. &#8220;Russia&#8217;s goal is not peace, but to impose the rule of force,&#8221; <strong>Ursula von der Leyen<\/strong>\u00a0said as she and <strong>Kaja Kallas<\/strong> unveiled the <strong>18th sanctions package<\/strong> since the beginning of the large-scale invasion of Ukraine.<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit;\">According to the chairwoman of the EU executive, &#8220;force is the only language Russia can understand,&#8221; and therefore, pressure must be\u00a0<\/span><span style=\"margin: 0px; padding: 0px;\">maintained on\u00a0<strong>Vladimir Putin<\/strong>\u00a0to persuade<\/span><span style=\"text-align: inherit;\">\u00a0him to agree to\u00a0<\/span><strong style=\"text-align: inherit;\">sit at the negotiating table<\/strong><span style=\"text-align: inherit;\">,\u00a0<\/span>so far deserted by the tsar<span style=\"text-align: inherit;\">.<\/span>\u00a0For the High Representative, &#8220;nothing suggests that Russia is ready for peace,&#8221; quite the contrary. As for the first branch, the target is the <strong>export of Russian oil<\/strong>, which still accounts for approximately one-third of the Kremlin&#8217;s revenue. To achieve this, the Commission proposes three different measures. First of all, <strong>all transactions related to Nord Stream 1 and 2 will be banned<\/strong>: &#8220;No EU operator will be able to carry out, directly or indirectly, any transaction&#8221; related to the double gas pipeline linking the Federation to Germany, von der Leyen explains. Currently, neither of the two arteries on the Baltic Sea bed is in operation.<\/p>\n<p class=\"p1\">An additional measure will\u00a0<span style=\"margin: 0px; padding: 0px;\">be the\u00a0<strong>lowering of the oil price ceiling to $45 per barrel<\/strong>\u00a0from the current $60,\u00a0<strong>as\u00a0<\/strong><\/span><strong>agreed by the G7 partners<\/strong> in December 2022. According to the German popular, &#8220;by lowering the ceiling we adapt it to the changed market conditions and restore its effectiveness.&#8221; At the same time, the list of the Kremlin&#8217;s shadow vessels grows even longer to include another 77 vessels, bringing the total to 419.<\/p>\n<p class=\"p1\">Finally, the EU would like to introduce &#8220;an <strong>import ban on refined products based on Russian crude oil<\/strong>&#8221; in order to prevent the latter from reaching the single market &#8220;by the back door.&#8221; Since the adoption of the 17th sanctions package, Kallas confirms that &#8220;Russia&#8217;s <strong>oil exports via the Black Sea and Baltic Sea routes<\/strong> have\u00a0<strong>declined by 30 per cent<\/strong> in just one week.&#8221; Even the figures put forward by von der Leyen\u00a0<span style=\"margin: 0px; padding: 0px;\">indicate a\u00a0<strong>vertical collapse in the revenue<\/strong>\u00a0Moscow obtains from its hydrocarbons,<\/span>\u00a0<strong>from 12 to 1.8 billion per month<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">.<\/p>\n<figure id=\"attachment_429300\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-429300 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-1024x683.jpg\" alt=\"Kaja Kallas\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-2048x1366.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/P067170-706531-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-429300\" class=\"wp-caption-text\">The EU High Representative for Foreign Affairs, Kaja Kallas (photo: Dati Bendo\/European Commission)<\/figcaption><\/figure>\n<p class=\"p1\">As far as the banking sector is concerned, the idea is to &#8220;<strong>transform the current ban on using the Swift system into a total ban on transactions&#8221;<\/strong> with Russian entities and financial institutions. Such a ban, von der Leyen assures, will be extended not only to <strong>another 22 Russian banks<\/strong> but also, above all, to &#8220;<strong>financial operators from third countries<\/strong> <strong>that finance trade with Russia<\/strong>, circumventing sanctions.&#8221;<\/p>\n<p class=\"p1\">The <strong>Russian Direct Investment Fund<\/strong>, which subsidises projects and interventions of various kinds around the world, is also affected, while <strong>further restrictions are\u00a0<\/strong><span style=\"margin: 0px; padding: 0px;\"><strong>introduced on exports of &#8220;key technologies and industrial goods&#8221;<\/strong>\u00a0to the Federation, with<\/span>\u00a0a <strong>total value of over \u20ac2.5 billion<\/strong>. These include machinery, metals, plastics, and chemicals, as well as dual-use goods and technologies (both civilian and military) crucial to the Russian military-industrial complex.<\/p>\n<p class=\"p1\">There are, however, just a couple of <strong>political knots<\/strong> that could slow down (or even derail) the adoption of EU sanctions. On the one hand, the <strong>price cap on Russian crude<\/strong>, as von der Leyen herself recalled, was set at the G7 level, and therefore, the <strong>agreement of the coalition members<\/strong> is needed to change it. &#8220;<strong>We will discuss how to act together<\/strong>&#8221; at the summit scheduled for 15\u201317 June in Kananskis (Canada), promised von der Leyen, who says she is &#8220;very confident&#8221;.<\/p>\n<p style=\"margin-bottom: 0px;\">But US President <strong>Donald Trump<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/06\/merz-visits-trump-possible-tariff-deal-but-no-sanctions-on-russia-for-now\/\" target=\"_blank\" rel=\"noopener\">has not shown so far <\/a>a great appetite for a <strong>new crackdown on Moscow<\/strong>,\u00a0despite his European allies pulling his strings in that direction since his return to the White House in January. &#8220;<strong>In conjunction with the United States, we can really force Putin to negotiate seriously<\/strong>,&#8221; Kallas repeated for the umpteenth time. Besides <strong>Viktor Orb\u00e1n&#8217;s<\/strong> Hungary, <strong>Robert Fico&#8217;s<\/strong> Slovakia is now also raising its voice. Last week, the Parliament in Bratislava passed a resolution committing the government to <strong>not support new EU sanctions against Russia<\/strong>. &#8220;If there is a sanction that will harm us, I will never vote for it,&#8221; the Slovak prime minister said the day before yesterday.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Von der Leyen and Kallas present the new restrictive measures, which will have to be approved by the Twenty-Seven.
