{"id":431046,"date":"2025-06-27T16:47:48","date_gmt":"2025-06-27T14:47:48","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/06\/27\/budapest-pride-lgbtq-orba-diritti-ue\/"},"modified":"2025-06-27T17:37:53","modified_gmt":"2025-06-27T15:37:53","slug":"lgbtq-rights-all-eyes-on-budapest-pride","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/06\/27\/lgbtq-rights-all-eyes-on-budapest-pride\/","title":{"rendered":"Lgbtq+ rights, all eyes on Budapest Pride"},"content":{"rendered":"<p class=\"p1\"><span style=\"text-align: inherit;\">Brussels &#8211; The fateful date of the\u00a0<\/span><strong style=\"text-align: inherit;\">Budapest Pride<\/strong><span style=\"text-align: inherit;\">\u00a0is approaching, and everyone is watching to see what moves the Hungarian prime minister,\u00a0<\/span><strong style=\"text-align: inherit;\">Viktor Orb\u00e1n,<\/strong><span style=\"text-align: inherit;\">\u00a0will make.<\/span>\u00a0<span style=\"margin: 0px; padding: 0px;\">Over the past few months, bipartisan\u00a0<strong>pressure has grown <\/strong>against the authoritarian Hungarian leader&#8217;s<strong> decision<\/strong>\u00a0<strong>to<\/strong>\u00a0<strong>prohibit<\/strong>\u00a0<strong>the pro-LGBTQ+ event<\/strong>, which traditionally attracts tens of thousands of participants.<\/span>\u00a0This time, <strong>politicians from all over the EU, including Italy<\/strong>, will also parade.\u00a0There are fears of <strong>infiltration by extremist fringe groups<\/strong> and <strong>clashes with the police<\/strong>.<\/p>\n<p class=\"p1\">It has been a very busy week in the Old Continent. And it&#8217;s not over yet. After Monday&#8217;s Foreign Affairs Council (<a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/23\/middle-east-as-brussels-calls-for-restraint-iran-strikes-us-bases-in-response-to-washingtons-attack-on-its-nuclear-sites\/\" target=\"_blank\" rel=\"noopener\">while war still open<\/a> between Israel and Iran), Tuesday&#8217;s and Wednesday&#8217;s historic <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/25\/nato-summit-in-the-hague-approves-new-5-percent-spending-target-trump-calls-it-a-monumental-win\/\" target=\"_blank\" rel=\"noopener\">NATO summit in The Hague<\/a> and yesterday&#8217;s EU summit (from whose conclusions, by the way, Hungary <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/26\/eu-27-minus-one-renews-support-for-ukraine-keeps-slovakia-in-line-on-sanctions\/\" target=\"_blank\" rel=\"noopener\">continues to withdraw\u00a0at will<\/a>), the <strong>attention will be all on Budapest<\/strong> tomorrow (28 June), for what is undoubtedly the hottest <strong>Pride ever<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px;\">The saga of the rainbow march in the Magyar capital, the latest step in Prime Minister <strong>Viktor Orb\u00e1n<\/strong>&#8216;s eternal crusade against the <strong>Lgbtq+<\/strong> community and what he calls &#8216;<strong>gay propaganda<\/strong>&#8216;,<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/17\/hungary-government-introduces-bill-to-ban-pride-in-budapest\/\" target=\"_blank\" rel=\"noopener\">started last March<\/a>., when the National Assembly passed an <strong>ad hoc measure effectively banning the parade<\/strong>, the most attended initiative of its kind in the central European country.<\/p>\n<figure id=\"attachment_431036\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-431036 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-1024x683.jpg\" alt=\"Viktor Orban\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-2048x1366.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/39bc3c54-26c6-44a0-ab22-8f1c500c0a26-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-431036\" class=\"wp-caption-text\">Hungarian Prime Minister Viktor Orb\u00e1n (photo: European Council)<\/figcaption><\/figure>\n<p class=\"p1\">This rule, which echoed a <strong>contested 2021 law on the protection of minors<\/strong>\u2014whose\u00a0<strong>compatibility with fundamental rights and EU norms<\/strong>,<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/05\/eu-advocate-general-hungarys-clampdown-on-lgbt-rights-violates-eu-law\/\" target=\"_blank\" rel=\"noopener\">already questioned<\/a> by Advocate General <strong>Tamara \u0106apeta, is being examined by the Court of Justice of the EU (CJEU)<\/strong>\u2014was then <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/14\/hungary-orban-tampering-again-with-constitution-to-ban-lgbtq-demonstrations\/\" target=\"_blank\" rel=\"noopener\">reinforced\u00a0in April<\/a> via a <strong>constitutional amendment<\/strong> which, among other things, codifies the ban on organising events potentially &#8216;harmful&#8217; to minors. It also authorises law enforcement to <strong>use biometric identification systems<\/strong> such as facial recognition to <strong>detect and fine participants<\/strong> at these prohibited gatherings.<\/p>\n<p class=\"p1\">There has been no shortage of interventions by <strong>EU institutions<\/strong> and <strong>human rights defenders<\/strong>. About <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/18\/eu-parliament-defends-budapest-pride-and-attacks-orban\/\" target=\"_blank\" rel=\"noopener\">ten days ago<\/a>, Justice Commissioner <strong>Michael McGrath<\/strong> reiterated the <strong>Berlaymont&#8217;s opposition to the crackdown on civil rights and fundamental freedoms<\/strong>, warning that the EU executive is not afraid to use its legal arsenal.<\/p>\n<p style=\"margin-bottom: 0px;\">In recent days,\u00a0<span style=\"margin: 0px; padding: 0px;\">the<a href=\"https:\/\/www.coe.int\/en\/web\/commissioner\/-\/commissioner-calls-on-hungary-to-uphold-the-human-rights-of-lgbti-people-and-reverse-clampdowns-on-civic-space\" target=\"_blank\" rel=\"noopener\">\u00a0Council<\/a><\/span><a href=\"https:\/\/www.coe.int\/en\/web\/commissioner\/-\/commissioner-calls-on-hungary-to-uphold-the-human-rights-of-lgbti-people-and-reverse-clampdowns-on-civic-space\" target=\"_blank\" rel=\"noopener\">\u00a0of Europe<\/a> (CoE) has also become involved, and, last but not least, <strong>Ursula von der Leyen<\/strong> herself, who had remained silent on the whole affair for a long time. In a video message posted on X, the Commission President called on the Hungarian authorities to &#8220;<strong>allow Budapest Pride to take place<\/strong>&#8221; without organisers and participants having to fear &#8220;<strong>criminal or administrative sanctions<\/strong>.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">I call on the Hungarian authorities to allow the Budapest Pride to go ahead.<\/p>\n<p>Without fear of any criminal or administrative sanctions against the organisers or participants.<\/p>\n<p>To the LGBTIQ+ community in Hungary and beyond:<\/p>\n<p>I will always be your ally. <a href=\"https:\/\/t.co\/Wz0GBFRz8C\">pic.twitter.com\/Wz0GBFRz8C<\/a><\/p>\n<p>&#8211; Ursula von der Leyen (@vonderleyen) <a href=\"https:\/\/twitter.com\/vonderleyen\/status\/1937956612402257922?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">June 25, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">The move upset Orb\u00e1n, who responded by branding von der Leyen&#8217;s call as <strong>undue interference in the government&#8217;s internal affairs<\/strong> and reiterated that <strong>anyone participating<\/strong>\u00a0<strong>in the demonstration<\/strong>\u00a0would do so in the knowledge that they were in violation of Hungarian law and woulwould do so in the knowledge that they violated Hungarian law and would\u00a0therefore be <strong>held accountable<\/strong>. But he also called on the national security apparatus to <strong>refrain from using violence<\/strong> to counter the parade, as the eyes of the whole of Europe will be on Budapest.<\/p>\n<p class=\"p1\">There, as early as this afternoon, <strong>political and institutional figures of every order, rank, and origin<\/strong> are gathering: from delegations of <strong>European and national parliamentarians<\/strong> to <strong>ministers of the Twenty-Seven<\/strong>, passing through <strong>members of the European Economic and Social Committee<\/strong> and the European Commission. There will be, among others, the Equality Commissioner <strong>Hadja Lahbib<\/strong>, some group leaders from the Strasbourg Chamber (the socialist <strong>Iratxe Garc\u00eda P\u00e9rez<\/strong>, the liberal <strong>Val\u00e9rie Hayer<\/strong> and the ecologist <strong>Terry Reintke<\/strong>) and also several leaders of the domestic political scene, such as <strong>Elly Schlein<\/strong> (PD) and <strong>Carlo Calenda<\/strong> (Azione).<\/p>\n<p class=\"p1\">For MEP <strong>Carolina Morace<\/strong> (M5S), &#8220;there can be no <strong>compromises with those who openly repress the most basic freedoms<\/strong>.&#8221; &#8220;Those who deny fundamental rights enshrined in the Treaties,&#8221; such as freedom of assembly, equality and dignity, she says, &#8220;<strong>would be put at the door of the EU<\/strong>.&#8221; There will, however, be no members of <strong>Tisza<\/strong>, the party of <strong>P\u00e9ter Magyar<\/strong> (part of the European People&#8217;s Party), which aims to <strong>dethrone Orb\u00e1n in next spring&#8217;s elections<\/strong>.<\/p>\n<figure id=\"attachment_431038\" class=\"wp-caption aligncenter\" style=\"width: 1024px;\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-431038 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-1024x683.jpg\" alt=\"Hadja Lahbib Michael McGrath\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/Imagoeconomica_2407272-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-431038\" class=\"wp-caption-text\">European Commissioner for Equality, Hadja Lahbib, and Commissioner for Justice, Michael McGrath (photo: Bogdan Hoyaux via Imagoeconomica)<\/figcaption><\/figure>\n<p>Promoters and supporters of the event insist on its peaceful nature, but <strong>tensions<\/strong> cannot be ruled out with the participants of another <strong>manifestation<\/strong>, of the extreme right (organised by the <strong>Youth Association Hvim<\/strong>), authorised by the police on the <strong>same route as the Pride<\/strong>, which technically <strong>did not receive the green light from the police<\/strong>.\u00a0<span style=\"text-align: inherit;\">The mayor of the capital,\u00a0<\/span><strong style=\"text-align: inherit;\">Gergely Kar\u00e1csony<\/strong><span style=\"text-align: inherit;\">, offered the pro-LGBTQ+ event the\u00a0<\/span><strong style=\"text-align: inherit;\">city&#8217;s patronage<\/strong><span style=\"text-align: inherit;\">\u00a0<strong>to circumvent the ban<\/strong> imposed by the new national regulations\u2014still, the legal contours of the issue remain unclear.<\/span><\/p>\n<p class=\"p1\">It is clear, however, that Orb\u00e1n, who proudly proclaims himself the standard-bearer of a new concept of a &#8220;<strong>liberal state<\/strong>&#8220;, has been taking the <strong>entire scaffolding of Hungarian democracy<\/strong> by storm for the past fifteen years, starting with fundamental guarantees.\u00a0 <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/26\/eu-ready-for-clash-with-hungary-over-russian-law-silencing-dissidents\/\" target=\"_blank\" rel=\"noopener\">What worries Brussels\u00a0<\/a><span style=\"margin: 0px; padding: 0px;\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/26\/eu-ready-for-clash-with-hungary-over-russian-law-silencing-dissidents\/\" target=\"_blank\" rel=\"noopener\">most\u00a0<\/a>is<\/span>\u00a0the Hungarian version of the <strong>infamous \u2018foreign agents\u2019 law<\/strong>, modelled on a similar measure in force since 2012 in <strong>Vladimir Putin<\/strong>&#8216;s Russia to silence dissent.<\/p>\n<p class=\"p1\">Not without a certain irony, <a href=\"https:\/\/www.eunews.it\/en\/2024\/06\/28\/georgia-eu-accession-european-council\/\" target=\"_blank\" rel=\"noopener\">among other reasons<\/a> underlying the <strong>freezing of Georgia&#8217;s path to membership<\/strong> of the twelve-star club is also such a rule. The fact that it is possible for a member country of the EU to <strong>dismantle the rule of law<\/strong> with impunity\u2014against Hungary <strong>a procedure <i>ex <\/i>Article 7 of the Treaty<\/strong>,<strong>\u00a0<\/strong>which is supposed to sanction precisely these kinds of violations, has been open since 2018, and\u00a0has since remained stranded at the Council table &#8211; says a lot about the <strong>capacity of Brussels to safeguard the principles and values<\/strong> on which the entire EU project would be anchored, as well as about the <strong>political will of the chancelleries<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The event in the Hungarian capital under the magnifying glass of Brussels and the whole of Europe.
