At least<span style=\"margin: 0px; padding: 0px;\">, according to Enlargement Commissioner\u00a0<strong>Marta Kos<\/strong>, who met with the leaders of the candidate countries to assess progress in\u00a0<strong>implementing reforms<\/strong>\u00a0and to reaffirm the Union&#8217;s continued\u00a0<strong>support<\/strong><\/span>. Not forgetting the <strong>political knots still to be unravelled<\/strong>.<\/p>\n<p class=\"p1\">The leaders of the six Western Balkan candidates for EU membership (<strong>Albania<\/strong>, <strong>Bosnia and Herzegovina<\/strong>, <strong>Kosovo<\/strong>, <strong>North Macedonia,<\/strong> and <strong>Serbia<\/strong>) met today in <strong>Skopje<\/strong>\u00a0(1 July) with the EU executive&#8217;s head of enlargement, <strong>Marta Kos<\/strong>.<\/p>\n<p class=\"p1\">With her, they took stock of the <strong>\u20ac6 billion Growth Plan<\/strong>, the maxi-investment tool with which Brussels is <strong>encouraging pre-accession reforms<\/strong> in exchange for <strong>cooperation in several areas<\/strong> (e.g. finance, transport, tourism, digital connectivity) and the <strong>integration of regional economies into the single market<\/strong>, to accelerate the <strong>social-economic convergence with the Twenty-Seven<\/strong>. Last October, the Commission approved the <strong>agendas submitted by five chancelleries<\/strong> (all except Sarajevo, which finalised its programme at the end of June) and\u00a0<span style=\"margin: 0px; padding: 0px;\"><strong>began disbursements for four of them<\/strong>, while the funds for Pristina remain<\/span>\u00a0at a standstill.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">Happy to be in Skopje for the Western Balkans leaders\u2019 meeting.<\/p>\n<p>Good exchange with <a href=\"https:\/\/twitter.com\/MickoskiHM?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">@MickoskiHM<\/a>, whom I thanked for hosting tomorrow\u2019s Summit.<\/p>\n<p>Our Growth Plan is already improving lives across the region, but we can do more! Tomorrow will be about delivering more &amp; faster. <a href=\"https:\/\/t.co\/eleDG9pfbw\">pic.twitter.com\/eleDG9pfbw<\/a><\/p>\n<p>&#8211; Marta Kos (@MartaKosEU) <a href=\"https:\/\/twitter.com\/MartaKosEU\/status\/1939733006832312583?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">June 30, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">&#8220;<strong>We want to help you all cross the finish line<\/strong>,&#8221; Kos told the leaders of the regional partners gathered in the Macedonian capital. &#8220;The <strong>basic reforms we are asking you for are not easy<\/strong>,&#8221; she conceded: &#8220;They touch existing power structures, challenge inveterate interests and require a profound transformation of society. But <strong>it is worth embarking on this journey<\/strong>, she assured, because &#8220;the <strong>benefits of EU membership are manifold<\/strong>: stability, security, prosperity for all citizens.&#8221;<\/p>\n<p class=\"p1\">During the summit, Kos urged her interlocutors to <strong>press on the accelerator<\/strong>. &#8220;There is a clear consensus among European capitals for enlargement right now,&#8221; she said, but &#8220;the <strong>window of opportunity may not stay open forever<\/strong>&#8220;. &#8220;You have already done a lot,&#8221; the Commissioner acknowledged, &#8220;and now it is time to <strong>accelerate the implementation phase<\/strong>.&#8221;<\/p>\n<p class=\"p1\">A <strong>second Berlaymont report<\/strong> on the reform agendas is expected in a couple of weeks, she announced. An important detail, given that <strong>European funds will only be disbursed in full<\/strong> once the\u00a0<span style=\"margin: 0px; padding: 0px;\">reforms mentioned\u00a0<strong>above<\/strong><\/span><strong>\u00a0have been translated into reality<\/strong>.\u00a0<span style=\"margin: 0px; padding: 0px;\">Additionally, given that time is running out, as the\u00a0<strong>Growth Plan will only be active until 2027<\/strong>, any unused resources will be returned to<\/span>\u00a0the EU budget.<\/p>\n<p class=\"p1\">For the time being, according to Kos, the <strong>general picture is encouraging<\/strong>. <strong>Albania<\/strong> has opened three clusters of negotiations (i.e. half of the total) in the last six months, and at this rate, she says, &#8220;<strong>we could open all clusters by the end of the year<\/strong>.&#8221; Montenegro closed another chapter last week, <strong>Bosnia and Herzegovina<\/strong> finally <strong>delivered<\/strong> its roadmap for reforms, and <strong>Serbia is also moving<\/strong><a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/11\/serbia-pro-russian-president-aleksandar-vucic-in-ukraine-for-the-first-time\/\" target=\"_blank\" rel=\"noopener\">\u00a0<\/a>(although doubts remain about Belgrade&#8217;s international position). To the Kosovan Prime Minister <strong>Albin Kurti<\/strong>, the Enlargement Commissioner asked for &#8220;a <strong>lot<\/strong>\u00a0<strong>of energy<\/strong>&#8221; to relaunch the accession process.<\/p>\n<p class=\"p1\">To the host, Prime Minister <strong>Hristijan Mickoski<\/strong>, Kos signalled Brussels&#8217; readiness to <strong>open negotiations on the fundamentals cluster<\/strong> as soon as Skopje has made <strong>another amendment to the Constitution<\/strong>, as requested by <strong>Bulgaria<\/strong> which, in the absence of progress on the Macedonian side, continues to stand in the way of the Balkan nation&#8217;s accession.<\/p>\n<p class=\"p1\">The Commissioner emphasised &#8220;the <strong>importance of mutual trust and understanding<\/strong>&#8220;, adding that &#8220;as soon as North Macedonia amends its Constitution,\u00a0<strong>we should proceed immediately with the intergovernmental conference<\/strong> without any further political conditions.&#8221; A not-too-veiled barb directed at the Bulgarian government, in the wake of <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/15\/enlargement-costa-defends-north-macedonia-and-prods-bulgaria-implement-what-was-agreed\/\" target=\"_blank\" rel=\"noopener\">the one already shot <\/a>by the President of the European Council <strong>Ant\u00f3nio Costa<\/strong> last May.<\/p>\n<p class=\"p1\">But compared to Kos&#8217;s optimism and her remarks about <strong>preserving national identity<\/strong> (&#8220;EU membership is the best way&#8221; to safeguard it, she says), <strong>Mickoski prefers to remain &#8220;cautious&#8221;<\/strong>. &#8220;Over the past three decades <strong>we have lost many pieces of our identity<\/strong>, changing our flag and constitution on several occasions,&#8221; the nationalist premier laments, and now &#8220;<strong>we have no guarantee that this will be the last concession<\/strong> we will have to make&#8221; to defuse Sofia&#8217;s veto.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Commissioner met in Skopje with the leaders of the six candidate countries to take stock of progress along the accession path.
