In addition to crackdowns&nbsp;at home, the governments of several states are also increasing their <strong>capacity to strike abroad<\/strong>, <strong>targeting political opponents and activists far beyond their national borders<\/strong>. To better understand the dynamics of this phenomenon and the legislative shortcomings in the European Union, <i>Eunews<\/i> asked a few questions to <strong>Chlo\u00e9 Ridel<\/strong>, MEP for&nbsp;the French <strong><i>Parti Socialiste<\/i> (S&amp;D)<\/strong> and EP&#8217;s&nbsp;<strong>rapporteur&nbsp;on the subject<\/strong>. The Chamber will discuss a <a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/AFET-PR-774242_EN.pdf\" target=\"_blank\" rel=\"_blank\">her draft report<\/a>, dated 16 June, in the coming months.<\/p>\n<p class=\"p1\">&#8220;<strong>Transnational repression<\/strong>&nbsp;(TNR) occurs when an <strong>authoritarian<\/strong> <strong>government<\/strong>&nbsp;<strong>reaches&nbsp;outside its national borders<\/strong> <strong>to coerce, control, or silence <\/strong>dissidents, human rights defenders, journalists, activists, the&nbsp;communities of the diaspora, and in general&nbsp;<strong>their own citizens abroad<\/strong>,&#8221; Ridel explains.&nbsp;<strong>States are mainly responsible<\/strong>, she continues, and &#8220;they <strong>often rely on <i>proxies<\/i><\/strong>, which may be private companies, criminal networks, or collaborators in the diaspora.&#8221;<\/p>\n<p class=\"p1\"> Concretely, as far as the modalities of TNR&nbsp;are concerned, &#8220;the <strong>most common tactic is detention<\/strong>.&#8221;&nbsp;Other tactics &#8220;include <strong>physical threats, enforced disappearances, and kidnappings<\/strong>, often aimed at forced repatriation, as well as&nbsp;<strong>extradition requests and abuse of Interpol alerts<\/strong> for political reasons and <strong>various other forms of administrative pressure<\/strong>: travel bans, denial of identity documents and consular or banking services,&#8221; and so on.<\/p>\n<p class=\"p1\">Recently, Ridel notes, &#8220;<strong>digital repression is<\/strong> <strong>on the rise<\/strong>: online surveillance, hacking, use of spywares, harassment on social networking sites and doxing&#8221;,&nbsp;a form of cyberbullying that consists of spreading private data online. Above all, &#8220;<strong>women are disproportionately<\/strong> subjected to gender-based violence online,&#8221; Ridel points out.<\/p>\n<figure id=\"attachment_426077\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-426077 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-1024x632.jpg\" alt=\"Xi Jinping Vladimir Putin\" width=\"1024\" height=\"632\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-1024x632.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-300x185.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-768x474.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-1536x948.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-2048x1264.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-750x463.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/05\/Imagoeconomica_2446350-1140x704.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-426077\" class=\"wp-caption-text\">Chinese president Xi Jinping (left) and his Russian counterpart Vladimir Putin (photo via Imagoeconomica)<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">&nbsp;It is a <strong>growing phenomenon globally<\/strong>; however, around 10 regimes are responsible for about 80 percent of the cases: <strong>Belarus, Cambodia, China, Egypt, Iran, Russia, Tajikistan, <b>T\u00fcrkiye<\/b>, Turkmenistan, and Uzbekistan<\/strong>. &#8220;<strong>In 2023 alone, at least 300 human rights defenders were killed&#8221;<\/strong> at the behest of these governments, the MEP said,&nbsp;&#8220;in an attempt to silence them and stop their work.&#8221;<\/p>\n<p style=\"margin-bottom: 0px\"><\/p>\n<p class=\"p1\">What is the situation in Europe? &#8220;The <strong>lack of a shared legal definition and the scarcity of official data are allowing the phenomenon to grow and expand<\/strong>, in a global context where the number of authoritarian regimes is increasing,&#8221; she says. The MEP points out that &#8220;coordination remains weak&#8221; within the Union, with national provisions proceeding autonomously. &#8220;<strong>We hope to change this situation with this report<\/strong>,&#8221; which will be the first to be ever drafted by the Chamber on the subject.<\/p>\n<p class=\"p1\">Among the 27 member states, she explains, &#8220;<strong>only a handful of governments have introduced specific provisions<\/strong> to address TNR, and policies to translate them into concrete action are just beginning.&#8221; Some member states (<strong>Germany<\/strong>, <strong>Slovakia,<\/strong> and the <strong>Baltic states<\/strong>) have signed the <strong>Declaration of Principles to Combat Transnational Repression<\/strong>, a<a href=\"https:\/\/freedomhouse.org\/2023\/summit-for-democracy-transnational-repression\" target=\"_blank\" rel=\"noopener\"> voluntary initiative that Freedom House launched in 2023<\/a>. In <strong>Sweden<\/strong> (as well as in other non-EU countries such as <strong>Norway<\/strong> and <strong>Switzerland<\/strong>), <strong>espionage against refugees<\/strong> is codified as a criminal offense.<\/p>\n<p class=\"p1\">In <strong>Italy<\/strong>, in particular, she underlines&nbsp;&#8220;the arrest, in 2016, of the Iranian activist <strong>Mehdi Khosravi <\/strong>based on an Italian <strong>red flag to Interpol.&nbsp;<\/strong>Italy acted as a &#8220;transit and reception center where the <strong>people responsible for these violations tried to manipulate the cooperation with&nbsp;Interpol or the local police<\/strong>,&#8221;&nbsp;she continued.&nbsp;<\/p>\n<p class=\"p1\">Indeed, the legislative gap is much broader: &#8220;<strong>There is no single legal definition at the international level<\/strong>,&#8221;&nbsp;Ridel admits, adding that&nbsp;&#8220;implementation is also uneven across the board.&#8221; What <strong>urgent measures<\/strong> can be taken to <strong>mitigate the phenomenon in the EU<\/strong>? According to the MEP, there are at least three things Europe can \u2013 and should \u2013 do.<\/p>\n<p class=\"p1\">For starters, it can act on<strong>&nbsp;<\/strong>&#8220;<strong>improving the mechanisms to&nbsp;collect, track, and report data<\/strong> on incidents of repression&#8221;&nbsp;through &#8220;contact points in the Member States and a EU-wide mechanism for <strong>collecting and tracking incidents<\/strong>.&#8221;<\/p>\n<figure id=\"attachment_430960\" style=\"width: 800px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/vdl-250626.jpg\"><img decoding=\"async\" class=\"wp-image-430960 size-full\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/vdl-250626.jpg\" alt=\"Ursula von der Leyen\" width=\"800\" height=\"533\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/vdl-250626.jpg 800w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/vdl-250626-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/vdl-250626-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/06\/vdl-250626-750x500.jpg 750w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/a><figcaption id=\"caption-attachment-430960\" class=\"wp-caption-text\">European Commission president, Ursula von der Leyen (photo: European Council)<\/figcaption><\/figure>\n<p class=\"p1\">Then, &#8220;member states could <strong>include TNR&nbsp;in their domestic laws<\/strong> and make full use of the <strong>flexibility allowed by their visa policies<\/strong> to <strong>protect human rights defenders<\/strong>.&#8221; This means including &#8220;the <strong>training of professionals<\/strong>&#8220;, i.e. employees of government and state agencies, external service providers, cyber security officers, law enforcement, and all personnel involved in the management of migration flows (including extradition practices).<\/p>\n<p class=\"p1\">Secondly, it is necessary to &#8220;<strong>reduce the use of politically motivated Interpol alerts<\/strong>.&#8221; This is a task for&nbsp;<strong>Europol<\/strong>, which should &#8220;thoroughly analyse<strong>&nbsp;incoming alerts and extradition requests<\/strong> involving human rights defenders, journalists, opposition figures, or other persons at risk for thorough examination.&#8221;<\/p>\n<p class=\"p1\">Finally,&nbsp;<strong>serious action must be taken against online repression<\/strong>.&nbsp;For instance by &#8220;implementing <strong>stricter regulations on enablers<\/strong>, including <strong>social media<\/strong> and <strong>industries that produce spyware<\/strong>,&#8221; Ridel said, proposing a <strong>embargo on the sale of this software<\/strong> to states that are responsible for these criminal actions, and penalizing operators that continue to export to countries included in a hypothetical blacklist.<\/p>\n<p class=\"p1\">&#8220;Today, <strong>technology is a powerful weapon of oppression by authoritarian regimes<\/strong>,&#8221; she reiterated; but, unfortunately, &#8220;legislation is far behind.&#8221; The EU executive should update its&nbsp;toolkit, she argues, and can do so in various ways: &#8220;<strong>Involving social platforms<\/strong> and fully applying the <strong>Digital Services Act (DSA)<\/strong>&#8221;
