A phrase (borrowed from <em>Alphaville&#8217;s Forever Young<\/em>, ed) that sums up well the approach followed by the <strong>European Commission<\/strong> in the negotiations with the United States of <strong>Donald Trump<\/strong> on the very complicated game of <strong>tariffs<\/strong>.<\/p>\n<p class=\"p1\">As the <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/26\/tariffs-trump-steps-back-after-very-nice-call-with-von-der-leyen-suspended-until-july-9\/\" target=\"_blank\" rel=\"noopener\">fatal 9 July deadline<\/a> looms, after which\u2014barring a last-minute deal between Washington and Brussels\u2014the White House<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/23\/trumps-new-threat-to-the-eu-50-per-cent-tariffs-from-1-june\/\" target=\"_blank\" rel=\"noopener\">may impose<\/a> on EU imports <strong>generalised 50 per cent tariffs<\/strong>, the twelve-star executive (to which the Twenty-Seven have delegated exclusive competence to deal with trade issues) is working flat out to wrest<strong>&nbsp;the mercurial US president a deal that will satisfy everyone<\/strong>.<\/p>\n<p class=\"p1\">The line taken by Trade Commissioner <strong>Maro\u0161 \u0160ef\u010dovi\u010d,<\/strong> the EU negotiator who&nbsp;<span style=\"margin: 0px;padding: 0px\"><strong>arrived in Washington a few hours ago<\/strong>, is the one outlined by&nbsp;<strong>Ursula von der Leyen&nbsp;<\/strong><a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/27\/trump-ready-to-give-more-time-on-tariffs-von-der-leyen-tells-eu-leaders-ready-for-a-deal\/\" target=\"_blank\">last week<\/a><\/span>, which in turn was based on the olive branch offered by the US tycoon himself to his transatlantic partners.&nbsp;<\/p>\n<figure id=\"attachment_431650\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-431650 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-1024x683.jpg\" alt=\"Ursula von der Leyen\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-2048x1366.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/Imagoeconomica_2493903-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-431650\" class=\"wp-caption-text\">The President of the European Commission, Ursula von der Leyen (photo: Christophe Licoppe via Imagoeconomica)<\/figcaption><\/figure>\n<p class=\"p1\">The proposal is for a <strong><strong>10 per cent &#8220;<\/strong>flat&#8221; tariff on all European products<\/strong>: an acceptable compromise,&nbsp;Brussels argues, if offset by <strong>appropriate exemptions for specific sectors<\/strong>\u2014for example,&nbsp;<strong>pharmaceuticals, alcohol, semiconductors, and commercial aircraft<\/strong>. The goal remains the same: to finally close the dossier by next Wednesday. &#8220;A <strong>colossal undertaking because we have the largest trade volume in the world<\/strong>,&#8221; she stressed.\n<\/p>\n<p class=\"p1\">On the table remains the hypothesis of further concessions that Washington could request from Brussels. To begin with, a&nbsp;<strong>softer approach towards Big Tech<\/strong>,&nbsp;on which several proceedings are pending under European rules, particularly those related to digital markets (DMA) and digital services (DSA). On this, the EU executive&#8217;s backing may be forthcoming. As well as on the <strong>purchase of two other US products<\/strong> that Trump has&nbsp;<span style=\"margin: 0px;padding: 0px\">long advocated for:&nbsp;<strong>liquefied natural gas (LNG)<\/strong>, which the EU already imports<\/span>&nbsp;in significant quantities, and,<strong> above all, weapons<\/strong>.<\/p>\n<p class=\"p1\">At any rate, von der Leyen argues, there is no need to have the full picture ready by next week: &#8220;<strong>We are aiming for an agreement in principle<\/strong>,&#8221;&nbsp;she explains, because <strong>to finalise it &#8220;in detail is impossible in 90 days&#8221;<\/strong> (the window granted by Trump <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/09\/tariffs-trump-suspends-them-for-90-days-and-sets-them-at-10-per-cent-but-125-per-cent-for-china\/\">on 9 April<\/a>, when he suspended the &#8220;<strong>reciprocal tariffs<\/strong>&#8221; imposed on <a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/03\/von-der-leyen-reacts-to-trumps-global-tariffs-dire-consequences-but-we-are-ready-to-respond\/\">Liberation Day<\/a> a week earlier). On the one hand, <strong>Germany and Italy are pushing for a quick deal<\/strong> that would secure their exports, <strong>even at the cost of greater openness<\/strong> towards the White House. On the other hand, <strong>France and Spain would like to resist Trump&#8217;s pressure<\/strong> and define a more advantageous framework for Europeans.<\/p>\n<p class=\"p1\">For the time being, the line of the German Chancellor <strong>Friedrich Merz<\/strong> seems to prevail: Better<strong> a deal that is not the best but is concluded quickly<\/strong> than running <strong>the risk of remaining in uncertainty<\/strong>.
