The ability to move troops and military equipment&nbsp;has long been a pressing issue, and it was the former European Commission President&nbsp;Jean-Claude Juncker who first sought to reshape a still over-fragmented Europe in this respect. With the Luxembourger at the head of the Commission came <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_18_2521\" target=\"_blank\" rel=\"noopener\"><strong>the Military Mobility Action Plan, put on the table in 2018<\/strong><\/a> amidst general distracted interest.<\/p>\n<p>Juncker understood that the world was changing and that Europe would have to change with it and keep up with the times to&nbsp;be better able to respond to the challenges, just like today. In 2018, there was already the Russian question, as Moscow had annexed&nbsp;Crimea and the military campaign in Ukraine had already started. <strong>The former&nbsp;President of the EU executive worked to push for a Defense Union by 2025, <\/strong>rediscovering the common European army project, and put the Military Mobility Action Plan on the table.<\/p>\n<p>&nbsp;Little has been done since then. Today, <a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_BRI(2025)775860\" target=\"_blank\" rel=\"noopener\">a study by the European Parliament&#8217;s think tank<\/a>&nbsp;notes that &#8220;<strong>c<\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>hallenges such as outdated bridges, tunnels and railways, along with inconsistent regulations across EU Member States, impede swift military movements.<\/strong>&#8221; These are the same impediments the Juncker Commission<span lang=\"en\" class=\"HwtZe\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> identified<\/span><\/span><\/span> in 2018, which called for defining essential infrastructure needs to enable the efficient movement of military forces across the EU.<\/span><\/span> <span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">Secondly, the plan addressed transport infrastructure, with the European Commission identifying segments of the large TEN-T networks that could be earmarked for dual-use purposes.<br \/>\n<\/span><\/span><\/span><\/p>\n<figure id=\"attachment_432228\" style=\"width: 1097px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker.png\"><img decoding=\"async\" class=\"size-full wp-image-432228\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker.png\" alt=\"\" width=\"1097\" height=\"563\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker.png 1097w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker-300x154.png 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker-1024x526.png 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker-768x394.png 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/07\/juncker-750x385.png 750w\" sizes=\"(max-width: 1097px) 100vw, 1097px\" \/><\/a><figcaption id=\"caption-attachment-432228\" class=\"wp-caption-text\">Jean-Claude Juncker. He was President of the European Commission from 1 November, 2014 to 30 November, 2019 [photo: imagoeconomica, reworked by Eunews]<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\"><strong>Little, if anything, <\/strong>has been done<strong>,<\/strong>&nbsp;the Defense Commissioner, Andrius Kubilius, admitted in an<strong> <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/03\/25\/defence-kubilius-eu-to-strengthen-military-mobility-troops-equipment\" target=\"_blank\" rel=\"noopener\">interview&nbsp;with&nbsp;Euronews<\/a>: <\/strong>bridges, tunnels, and railways remain obsolete. This inaction and the delays stem from the European Union\u2019s confederal structure, where member states often act as a brake. Not until 30 January 2024, when the Defense Ministers of<strong> <a href=\"https:\/\/www.reuters.com\/world\/europe\/three-nato-allies-sign-deal-speed-up-military-deployments-eastern-flank-2024-01-30\/\" target=\"_blank\" rel=\"noopener\">Germany, the Netherlands, and Poland signed a letter of intent to build a corridor<\/a> <\/strong>for military mobility,&nbsp;did&nbsp;Europe wake up and set in motion a previously unseen political shift.<\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;Since then, further corridors have been created, with two letters of intent signed during the NATO summit in Washington,&nbsp; the experts of the European Parliament&#8217;s think tank noted. <strong>One of these military mobility corridors involves Albania, Bulgaria, Italy, and North Macedonia; the other involves Bulgaria, Greece, and Romania<\/strong>.&nbsp;At the same time, other corridors are being developed, all based on the first letter of intent between Germany, the Netherlands, and Poland, taken as a template.<strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><\/span><\/span><\/span><\/strong><\/p>\n<p style=\"margin-bottom: 0px\">Europe, as a union of states, continues to suffer from delays due to political fragmentation. Furthermore, defense and security remain exclusively national matters. The EU has issued a call to action and drafted strategies. However, seven years after&nbsp;the introduction of the military mobility plan, the EU&#8217;s progress has been minimal. The Russian-Ukrainian war has revived the issue; now, the challenge is to make up for the many delays.<strong><\/strong><\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Outdated bridges, tunnels, and railways, along with inconsistent regulations between states, pose significant challenges to move troops and equipment.
