The <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/10\/kallas-announces-agreement-with-israel-for-new-humanitarian-aid-to-gaza\/\">agreement<\/a>&nbsp;reached<br \/>\nin extremis last week between Brussels and Tel Aviv for the massive entry of<br \/>\nhumanitarian aid into Gaza allows the 27 to free themselves from the urgency of<br \/>\ntaking stronger measures against Benjamin Netanyahu&#8217;s government.<b>&nbsp;<\/b>So,<br \/>\nfor now, <b>Brussels welcomes &#8220;the positive signals&#8221; coming from the<br \/>\nStrip and calls for &#8220;more concrete measures&#8221;<\/b>, freezing possible<br \/>\nactions to be taken if the humanitarian situation does not improve.&nbsp;<\/p>\n<p>These<br \/>\nare the conclusions reached today by the foreign ministers of the 27,<br \/>\ngathered&nbsp;in the European capital for the last Council meeting before the<br \/>\nsummer break.<b>&nbsp;<\/b>Following the review exercise of the EU-Israel<br \/>\nAssociation Agreement, which <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/23\/eu-recognizes-human-rights-violations-by-israel-in-gaza-but-delays-action\/\">confirmed<\/a><br \/>\nviolations on the Israeli side, it was the EU heads of state and government<br \/>\nthemselves who asked the High Representative, <strong>Kaja Kallas<\/strong>, to put on the table<br \/>\na range of possible measures to be taken against Tel Aviv. &#8220;<strong>We will keep<br \/>\nall options open and be ready to act <\/strong>if Israel does not fulfil its<br \/>\ncommitments,&#8221; the head of European diplomacy said at the end of the<br \/>\nmeeting.&nbsp;<\/p>\n<p>Kallas, well aware of the deep divisions between the capitals on the issue, appeals to the &#8220;positive signals&#8221; coming from the Strip: &#8220;We are seeing more trucks and supplies coming in, more open crossings and repairs to power lines.&#8221; In short, enough to hope that something has been set in motion.&nbsp;&#8220;This is clearly<br \/>\nnot enough, the EU will continue to closely monitor the implementation of this<br \/>\njoint agreement and <strong>will provide updates every two weeks<\/strong>,&#8221; the High<br \/>\nRepresentative assured.&nbsp;<\/p>\n<p>The outcome seemed a foregone conclusion, to the extent that the Israeli foreign minister himself, <strong>Gideon Sa&#8217;ar<\/strong>, said last night in Brussels, during a summit of Mediterranean countries, that &#8220;none of the 10<br \/>\nproposals in the report will be implemented by the 27 member states tomorrow.&#8221;&nbsp;<\/p>\n<p>The agreement brokered by Kallas on 10 July <strong>provides that &#8220;large-scale aid<br \/>\nwill be delivered directly to the population&#8221;<\/strong>\u2014cutting out the<br \/>\ncontroversial Gaza Humanitarian Foundation\u2014and that Israel will allow a<br \/>\nsubstantial increase in the number of daily trucks transporting food and<br \/>\nnon-food items into Gaza, the opening of several more border crossings in the<br \/>\nnorth and south, the reopening of the Jordanian-Egyptian humanitarian routes,<br \/>\nthe distribution of food through bakeries and public canteens throughout the<br \/>\nStrip, the resumption of fuel supplies for humanitarian facilities, the<br \/>\nprotection of aid workers, and the repair and facilitation of work on vital<br \/>\ninfrastructure.&nbsp;<\/p>\n<p>While it is true that some measures were already implemented<br \/>\nover the weekend by Tel Aviv, it is also true that the raids on Gaza continued,<br \/>\nkilling dozens of Palestinian civilians. &#8220;For the first time in 130 days,<br \/>\n<strong>a small amount of fuel entered Gaza<\/strong> this week. This is a positive development,<br \/>\nbut it is only a small part of what is needed every day to ensure daily life<br \/>\nand relief operations,&#8221; several UN agencies in the territory said in a joint <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/23\/eu-recognizes-human-rights-violations-by-israel-in-gaza-but-delays-action\/\">statement<\/a>. Meanwhile, today, six Palestinian citizens died<br \/>\nin an attack in Gaza City.&nbsp;<\/p>\n<p>&#8220;The only guarantee we have is that all options are on the table, and if the situation does not improve, we can use them,&#8221; Kallas admitted to reporters, pointing out the fragility of the terms of the understanding with Israel. On the sidelines of the meeting,&nbsp;<span style=\"margin: 0px;padding: 0px\">Irish Foreign Minister&nbsp;<strong>Thomas Byrne<\/strong>&nbsp;said, &#8220;<strong>We<\/strong><\/span><b>&nbsp;<\/b><strong>have nothing written<\/strong>,<br \/>\nKallas only told us about the forecasts.&#8221;&nbsp;<\/p>\n<p>The next meeting of&nbsp;<span style=\"margin: 0px;padding: 0px\">EU foreign ministers<strong>&nbsp;will not take place until<\/strong><\/span><b>&nbsp;<\/b><strong>October, more than two months from now<\/strong>.<br \/>\nUntil then, whatever the developments on the ground, Brussels will certainly<br \/>\nnot budge.
