And saves the interests (and face) of the 27"},"content":{"rendered":"<p>Brussels &#8211; The rabbit out of the hat with which the EU High Representative for Foreign Affairs, <strong>Kaja Kallas<\/strong>, spared Brussels the embarrassment of <strong>failing<\/strong> <strong>to impose sanctions against Israel<\/strong> risks embarrassing the European institutions even more in the medium term.&nbsp;<span style=\"margin: 0px;padding: 0px\">The terms of the agreement\u2014or rather, the understanding\u2014reached on<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/10\/kallas-announces-agreement-with-israel-for-new-humanitarian-aid-to-gaza\/\" target=\"_blank\"> 10 July<\/a> with Tel Aviv to commit to a &#8216;substantial&#8217; increase in humanitarian aid to Gaza&nbsp;<strong>have not been disclosed,<\/strong>&nbsp;and the 27 will not return to the subject until at least the end of August.<\/span>&nbsp;Between 9 and 16 July, according to the <a href=\"https:\/\/www.ochaopt.org\/content\/humanitarian-situation-update-306-gaza-strip\" target=\"_blank\" rel=\"noopener\">figures <\/a>reported by the UN Office for the Coordination of Humanitarian Affairs (OCHA), more than 600 Palestinian citizens were killed in the Strip.&nbsp;<\/p>\n<p>Kallas reportedly started discussions with his Israeli counterparts as soon as the European External Action Service report was released on 23 June, certifying <strong>Israel&#8217;s non-compliance with the Association Agreement<\/strong> with the EU due to human rights violations in Gaza. A team of experts, coordinated by the EU Special Representative for the Middle East Peace Process, <strong>Cristophe Bigot,<\/strong> reportedly visited Israel twice. The aim was&nbsp;to reach an agreement that would enable Brussels to demonstrate its influence and, at the same time, avoid the path of sanctions against its Middle Eastern ally.<\/p>\n<p>The EU is said to have put on the table requests received from various UN agencies (UNDP, WFP, UNICEF) and humanitarian partners. As it is not present either at the border crossings or inside the Strip, it has to <strong>rely on their reports<\/strong>, the Egyptian and Jordanian ones, and what Israel itself claims to have done. The intention is to report numbers and progress in implementation to Member States every two weeks. The first update is reportedly scheduled for next week.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">However, the terms of the agreement remain off-limits. Before 10 July, the number of UN and NGO humanitarian aid trucks entering Gaza each day was less than 20. These days,&nbsp;<strong>the average would be around 80<\/strong>. The agreement between Kallas and his Israeli counterpart, Gideon Sa&#8217;ar, would provide for a larger number. Because, to tell the truth, none of the measures presented by Kallas to sanction Tel Aviv would have gathered the necessary support among the member states in any case. Faced with the insistence of national public opinion demanding a firm stand for respect of international law, European governments have agreed to take a small step: revising the Association Agreement.&nbsp;<span style=\"margin: 0px;padding: 0px\">However, the next step, that of imposing economic sanctions, is prohibitive:&nbsp;<strong>the interests of European capitals are substantial<\/strong>, and the citizens are unaware of<\/span>&nbsp;this.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">According to the Centre for Multinational Research <a href=\"https:\/\/www.somo.nl\/economic-sanctions-eu-is-israel-largest-investor\/\" target=\"_blank\" rel=\"noopener\">SOMO<\/a>, the&nbsp;<b>European Union is the world&#8217;s largest investor in Israel<\/b>, with a volume almost double that of the United States. In 2023, EU Member States held \u20ac72.1 billion in foreign investments in Israel, compared to \u20ac39.2 billion by&nbsp;the US. And in 2024, despite the crimes committed in Gaza and the violence in the occupied Palestinian territories, the EU&nbsp;<span style=\"margin: 0px;padding: 0px\">even<strong>&nbsp;increased<\/strong><\/span><b>&nbsp;its exports to Israel by \u20ac1 billion<\/b>, reaching a value of \u20ac26.7 billion.<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The EU has renounced imposing economic sanctions against Tel Aviv after the agreement reached in extremis for a massive entry of aid into Gaza.
