{"id":433135,"date":"2025-07-23T20:08:10","date_gmt":"2025-07-23T18:08:10","guid":{"rendered":"https:\/\/www.eunews.it\/2025\/07\/23\/dazi-ue-e-usa-vicine-allaccordo-tariffe-reciproche-del-15-per-cento\/"},"modified":"2025-07-24T09:12:06","modified_gmt":"2025-07-24T07:12:06","slug":"tariffs-eu-and-us-close-to-agreement-15-per-cent-reciprocal-tariffs","status":"publish","type":"post","link":"https:\/\/www.eunews.it\/en\/2025\/07\/23\/tariffs-eu-and-us-close-to-agreement-15-per-cent-reciprocal-tariffs\/","title":{"rendered":"Tariffs, EU and US close to agreement: 15 per cent reciprocal tariffs"},"content":{"rendered":"<p>Brussels &#8211; <strong>Reciprocal&nbsp;15 per cent tariffs on each other&#8217;s exports, with an exemption regime on certain types of products<\/strong>, the most sensitive ones: <strong>the US and the EU are reportedly close to a trade agreement<\/strong>&nbsp;based on these conditions, which would be a mutually beneficial solution: the EU would avoid an open trade war with the US by limiting the damage compared to the&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/14\/prepare-for-war-eu-disappointed-with-30-percent-us-tariffs-seeks-deal-to-retaliate\/\" target=\"_blank\" rel=\"noopener\">30 per cent tariffs scenario&nbsp;threatened by the White House<\/a>, while the US side would bring home a useful result to sell to its public opinion, as well as for its own economy.&nbsp;<\/p>\n<p><span style=\"text-align: inherit\">According to the agreement&nbsp;<\/span><span style=\"margin: 0px;padding: 0px\"><span>reportedly on the table between the European Union and the United States, generalised horizontal <strong>15 per cent<\/strong> tariffs would be applied, similar to the&nbsp;<\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/23\/eu-leaders-in-tokyo-as-trump-announces-tariff-deal-with-japan-the-race-for-a-new-world-trade-order\/\" target=\"_blank\"><strong>agreement reached between the US and Japan<\/strong><\/a><\/span><span style=\"text-align: inherit\">.<\/span><strong style=\"text-align: inherit\">&nbsp;<\/strong><strong>This is, however, a basic tariff<\/strong>, to which the surcharge under the <a href=\"https:\/\/www.wto.org\/english\/thewto_e\/glossary_e\/mfn_tariff_e.htm\" target=\"_blank\" rel=\"noopener\">&#8220;Most Favoured Nation&#8221; clause<\/a> (MFN) would still apply. This is a trade tariff under the rules of the World Trade Organisation (WTO) applied <span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\">to imports from those countries that have a better balance in bilateral trade. The special tariff is calculated net of preferential tariffs&nbsp;under free trade agreements and other schemes or tariffs&nbsp;applied within quotas.<\/span><\/span><\/span>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/15\/tariffs-eu-technicians-in-the-us-to-negotiate-commission-we-want-agreement-by-1-august\/\">https:\/\/www.eunews.it\/en\/2025\/07\/15\/tariffs-eu-technicians-in-the-us-to-negotiate-commission-we-want-agreement-by-1-august\/<\/a><\/p>\n<p>The EU and the US are negotiating the possibility of exemptions for specific products. According to the draft agreement,<strong> Europe would be willing to accept&nbsp;<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>a 15 per cent tariff regime, in any case a step back from the <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/03\/tariffs-sefcovic-in-washington-to-close-deal-eu-aims-at-a-10-per-cent-flat-tariff\/\">10 per cent flat rate proposal<\/a><\/strong><\/span><strong>, in exchange for exclusions on sensitive products such as aircraft, alcohol, and medical devices.<\/strong> The automotive sector is crucial, especially for Germany: The European Commission and its Trade Commissioner, Maros Sefcovic, negotiating on behalf of the 27, would like a 15 per cent alignment also for cars, which are currently subject to a 27.5 per cent tariff.&nbsp;<\/p>\n<p><strong>The EU, however, is preparing for the worst<\/strong>, i.e. for the possibility of a no-deal. That is why the Commission, after consultation with the member states, has <strong>prepared a list of US goods to be hit with retaliatory measures in the event of an open tariff war. This list affects goods worth \u20ac90<\/strong><span style=\"margin: 0px;padding: 0px\"><strong> <\/strong>and is the result of the merger of the two previous lists: the first, worth \u20ac21 billion, was finalised in March, and the second, worth \u20ac72 billion, was&nbsp;<\/span>finalised in recent weeks. In the end, therefore, for US President Donald Trump, there also comes a \u20ac3&nbsp;billion &#8220;rebate&#8221;.&nbsp;<\/p>\n<p>However, the special \u20ac90 billion countermeasure &#8220;bazooka&#8221; would not be triggered immediately, i.e. on 1 August, the date set by the US administration for the introduction of tariffs on European products. In the worst-case scenario, <strong>the European retaliatory measures would be triggered on 7 August<\/strong>.
