Nor did they pave the way for any face-to-face between <strong>Volodymyr Zelenskyy<\/strong> and <strong>Vladimir Putin<\/strong>, whose positions on the conflict remain diametrically opposed. The only concrete result, also this time, is an agreement on <strong>new exchanges of prisoners and soldiers remains<\/strong>, while&nbsp;the fate of abducted civilians on both sides remains uncertain.<\/p>\n<p class=\"p1\">The <strong>encounter&nbsp;between&nbsp;Kyiv&#8217;s and Moscow&#8217;s<\/strong> delegations&nbsp;in <strong>Istanbul<\/strong> yesterday evening (July 23) lasted less than an hour. It&nbsp;was the<strong>&nbsp;third such meeting in&nbsp;three months<\/strong>, following those in <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/15\/ukraine-all-eyes-on-istanbul-but-without-putin-and-zelensky\/\" target=\"_blank\" rel=\"noopener\">mid-May<\/a> and <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/03\/ukraine-new-deadlock-at-istanbul-ceasefire-talks\/\" target=\"_blank\" rel=\"noopener\">early&nbsp;June<\/a>. Before sitting at the table with their Russian counterparts, Ukrainian emissaries met with Turkish President <strong>Recep Tayyip Erdo\u011fan<\/strong>.<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"uk\">I reported to the President of Ukraine on the results of the third meeting with representatives of the Russian Federation during today&#8217;s talks in Istanbul.<br \/>\nThe Ukrainian side has clearly outlined three key priorities set by the President:<\/p>\n<p>1. Full and unconditional ceasefire &#8211; from&#8230; <a href=\"https:\/\/t.co\/cCax1AmEq4\">pic.twitter.com\/cCax1AmEq4<\/a>#<\/p>\n<p>&#8211; Rustem Umerov (@rustem_umerov) <a href=\"https:\/\/twitter.com\/rustem_umerov\/status\/1948122678658846832?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">July 23, 2025<\/a>#<\/p>\n<\/blockquote>\n<p class=\"p1\">&#8220;Our priorities remain <strong>people, the ceasefire, and the leaders meeting<\/strong>,&#8221; the head of Kyiv&#8217;s&nbsp;National Security Council and Ukrainian chief negotiator,&nbsp;<strong>Rustem Umerov<\/strong>, said after the talks. The team also included presidential adviser <strong>Andrij Yermak<\/strong>.<\/p>\n<p class=\"p1\">However, in line with <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/22\/zelensky-announces-fresh-ukraine-russia-talks-in-istanbul\/\" target=\"_blank\" rel=\"noopener\">expectations ahead of the meeting<\/a>, the parties only managed to secure&nbsp;an agreement&nbsp;on one of these three priorities. Namely,&nbsp;<strong>yet<\/strong>&nbsp;<strong>another prisoner exchange<\/strong>. The two sides agreed to <strong>transfer some 1,200 captive soldiers<\/strong> each, on top of which Russia offered to add the bodies<strong>&nbsp;of over 3,000 fallen Ukrainians<\/strong>.<\/p>\n<p class=\"p1\">Moscow, which has reiterated the suggestion to observe <strong>short breaks of 24-48 hours<\/strong> in the fighting to allow for the&nbsp;<strong>recovery of the dead and the wounded<\/strong> from the battlefield, also&nbsp;called for the return of some <strong>30&nbsp;Russian civilians<\/strong> captured by&nbsp;Kyiv&#8217;s armed forces during the Kursk incursion. The <strong>positions of the warring countries&nbsp;remain irreconcilable<\/strong>, as made evident&nbsp;from the <em>memoranda<\/em>&nbsp;that were exchanged at the previous meeting in Istanbul. Last week, after bypassing&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/18\/slovakia-backs-down-eu-adopts-18th-sanctions-package-against-russia\/\" target=\"_blank\" rel=\"noopener\">Slovakia&#8217;s opposition<\/a>, <strong>Brussels adopted the 18th sanctions package<\/strong> against the Kremlin, targeting in particular the country&#8217;es&nbsp;<strong>energy exports<\/strong> as well as its&nbsp;<strong>financial sector<\/strong>.<\/p>\n<p class=\"p1\">In Washington, the US President <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/15\/trump-shifts-back-on-ukraine-weapons-to-kyiv-and-sanctions-on-moscow-as-eu-seeks-deal-on-18th-package\/\" target=\"_blank\" rel=\"noopener\">appears to have changed his mind<\/a>&nbsp;once&nbsp;again about the conflict, promising <strong>new arms shipments to Kyiv<\/strong>&nbsp;while&nbsp;<strong>threatening &#8220;severe tariffs&#8221; against Moscow<\/strong> if a negotiated solution to the war is not reached by the end of August.<\/p>\n<p style=\"margin-bottom: 0px\">\nHowever, the military front is not the only one Zelensky has to watch out for. Over the past few days, an internal crisis has <strong>erupted in Ukraine,<\/strong>&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/22\/ukraine-nabu-case-breaks-out-oppositions-and-activists-denounce-clampdown-on-anti-corruption-bodies\/\" target=\"_blank\" rel=\"noopener\">triggered by his government&#8217;s decision<\/a>&nbsp;(and his own endorsement) to<strong>&nbsp;severely restrict the independence of the country&#8217;s two key anti-corruption bodies<\/strong>, the NABU and SAPO. In recent hours, the squares were filled with protesters for the first time since 2022, while <strong>appeals from international partners<\/strong>&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/23\/ukraine-internal-crisis-deepens-zelenskyy-signs-controversial-anti-corruption-law-sparking-first-mass-protests-since-the-start-of-the-war\/\" target=\"_blank\" rel=\"noopener\">are multiplying<\/a>&nbsp;for Kyiv to take a step back and <strong>effectively protect the rule of law<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yet again, the Kyiv and Moscow negotiating teams failed to reach an agreement on the conditions for a ceasefire, nor on a Zelensky-Putin meeting.
