A <strong>crackdown on anti-corruption agencies<\/strong>, described by the president&#8217;s critics as a move to further centralise power in his own hands, quickly turned into a <strong>brutal&nbsp;political boomerang<\/strong>. In the end, under <strong>increasing domestic and international pressure<\/strong>, the president was forced to take a <strong>clamorous step backwards<\/strong> to defuse a <strong>crisis of legitimacy with unpredictable outcomes<\/strong>. And now everyone, allies and opponents alike, are lying in wait for him.&nbsp;<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit\">In the last few days,&nbsp;<\/span><strong style=\"text-align: inherit\">Volodymyr Zelensky<\/strong><span style=\"text-align: inherit\">&nbsp;has ended up at the&nbsp;<\/span><strong style=\"text-align: inherit\">centre of the storm<\/strong><span style=\"text-align: inherit\">&nbsp;for having promulgated on Tuesday evening (22 July) the&nbsp;<\/span><strong style=\"text-align: inherit\">controversial Law 12414<\/strong><span style=\"text-align: inherit\">,<\/span><a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/22\/ukraine-nabu-case-breaks-out-oppositions-and-activists-denounce-clampdown-on-anti-corruption-bodies\/\" target=\"_blank\" style=\"text-align: inherit\">approved a few hours earlier<\/a><span style=\"text-align: inherit\">by the&nbsp;<\/span><strong style=\"text-align: inherit\">Verkhovna Rada<\/strong><span style=\"text-align: inherit\">, the single-chamber parliament in Kyiv.<\/span>&nbsp;<a href=\"https:\/\/kyivindependent.com\/a-fatal-mistake-ukrainian-soldiers-slam-zelenskys-anti-corruption-crackdown\/\" target=\"_blank\" rel=\"noopener\">Some speak<\/a> of &#8220;<strong>fatal error&#8221;<\/strong> by the Ukrainian president, while for the <strong>citizens who took to the streets two days in a row<\/strong>, for the first time since the beginning of the Russian invasion,<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/23\/ukraine-internal-crisis-deepens-zelenskyy-signs-controversial-anti-corruption-law-sparking-first-mass-protests-since-the-start-of-the-war\/\" target=\"_blank\" rel=\"noopener\">openly defying<\/a> the bans imposed by martial law in force since 2022, the head of state <a href=\"https:\/\/kyivindependent.com\/point-of-no-return-politicians-activists-soldiers-experts-raise-dire-warnings-for-ukraines-democracy-as-new-bill-guts-anti-corruption-efforts\/\" class=\"p1\">On the pretext of <strong>countering alleged infiltration by Kremlin spies<\/strong>, the new rules have essentially stripped the two main anti-corruption bodies\u2014the <strong>National Anti-Corruption Bureau (NABU)<\/strong> and the <strong>Office of the Special Anti-Corruption Prosecutor (SAPO)<\/strong>, created in 2015 as part of the post-Euromaidan <strong>reforms<\/strong>\u2014of their independence, bringing them back under the <strong>direct control of the Attorney General<\/strong>, a presidentially appointed figure.<\/p>\n<p class=\"p1\"><span style=\"margin: 0px;padding: 0px\"><span style=\"text-align: inherit\">Ultimately, it seems that the&nbsp;<\/span><strong style=\"text-align: inherit\">internal and external pressures<\/strong><span style=\"text-align: inherit\">&nbsp;that have accumulated over the past few hours have&nbsp;<\/span><strong style=\"text-align: inherit\">prompted Zelensky to reconsider his actions<\/strong>&nbsp;before the situation escalated out of control<\/span>.&nbsp;<span style=\"text-align: inherit\">Yesterday morning (<\/span><span style=\"margin: 0px;padding: 0px\"><span>July 23), he met with the&nbsp;<\/span><strong>heads of anti-corruption and law enforcement agencies<\/strong><span>, promising at the end of the meeting to present a &#8220;<\/span><strong>joint plan&#8221;<\/strong><span> to renovate the structures that have come under the government&#8217;s scrutiny<\/span><\/span><span style=\"text-align: inherit\">,&nbsp;<\/span><strong style=\"text-align: inherit\">pulling them out of Russian infiltration<\/strong><span style=\"text-align: inherit\">&nbsp;and improving their effectiveness.<\/span><\/p>\n<p class=\"p1\">Late this afternoon, the president announced that he had submitted&nbsp;<span style=\"margin: 0px;padding: 0px\">a <strong>new bill<\/strong> to the Rada&nbsp;<\/span>aimed at &#8220;preserving the <strong>independence of anti-corruption institutions<\/strong>.&#8221; The text, he&nbsp;argues, is &#8220;well balanced&#8221; and &#8220;ensures a <strong>real strengthening of the law enforcement system<\/strong> in Ukraine,&#8221; as well as a &#8220;reliable protection&#8221; of the latter from &#8220;<strong>any Russian influence or interference,&#8221; <\/strong>ensuring &#8220;the <strong>independence of NABU and SAPO<\/strong>.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"en\">I\u2019ve just approved the text of a draft bill that guarantees real strengthening of Ukraine\u2019s law enforcement system, independence of anti-corruption agencies, and reliable protection of the law enforcement system against any Russian influence or interference. The text is\u2026<\/p>\n<p>&#8211; Volodymyr Zelenskyy (@ZelenskyyUa) <a href=\"https:\/\/twitter.com\/ZelenskyyUa\/status\/1948349119589765420?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">July 24, 2025<\/a><\/p><\/blockquote>\n<p class=\"p1\">&#8220;It is <strong>important to maintain unity<\/strong>&#8220;, emphasised Zelensky in an attempt to <strong>heal the rift he himself opened<\/strong>. According to <strong>Ruslan Stefanchuk<\/strong> (the president&#8217;s party colleague), the <strong>provision could be examined within a month<\/strong>, i.e. before the official resumption of work in the Chamber, which is technically in summer recess until next September.<\/p>\n<p class=\"p1\">The NABU stated&nbsp;<span style=\"margin: 0px;padding: 0px\">that it was convinced the new rules would &#8220;<strong>restore all procedural powers and guarantees of independence<\/strong>&#8221; for itself<\/span>&nbsp;and the SAPO. Positive comments also came from the <strong>Anti-Corruption Action Centre (AntAC)<\/strong>,&nbsp;<span style=\"margin: 0px;padding: 0px\">an NGO led by&nbsp;<strong>Vitaliy Shabunin<\/strong>, another key figure in recent events<\/span>. From the United States to the European Union, critical voices have consistently&nbsp;pointed out the risk that the regulations in question would <strong>undermine&nbsp;a decade of democratic achievements<\/strong>, as well as the <strong>progress made in recent years<\/strong> under Russian bombs, all the more commendable given the circumstances.<\/p>\n<p class=\"p1\">The president of the EU executive, <strong>Ursula von der Leyen<\/strong>, had a telephone conversation with Zelensky, from whom she &#8220;<strong>asked for explanations<\/strong>&#8221; on the adoption of the legislation. The EU&#8217;s <strong>financial assistance<\/strong>, they reiterated, is <strong>conditional on respect for the rule of law and democratic guarantees<\/strong>, but stated that they did not want to &#8220;speculate on forthcoming developments&#8221;, emphasising that it is now up to the government in Kyiv &#8220;to implement the new measures.&#8221;<\/p>\n<p class=\"p1\"><span style=\"text-align: inherit\">According to<\/span><span style=\"margin: 0px;padding: 0px\"><span>&nbsp;<\/span><a href=\"https:\/\/www.ft.com\/content\/c98f2c6c-f13a-41b7-926f-c7e797e68a2f\" target=\"_blank\" rel=\"noopener\">some reports<\/a><span>, the President of the European Council,&nbsp;<\/span><strong>Ant\u00f3nio Costa<\/strong><span>, and the French head of state,&nbsp;<\/span><strong>Emmanuel Macron,<\/strong><span>&nbsp;allegedly&nbsp;<\/span><strong>attempted unsuccessfully to dissuade Zelensky<\/strong><span>&nbsp;from enacting the law in question on<\/span><\/span><span style=\"text-align: inherit\">&nbsp;Tuesday.<\/span>&nbsp;Indeed, the <strong>ambassadors of the G7 nations<\/strong> in&nbsp;<span style=\"margin: 0px;padding: 0px\">Kyiv were reportedly&nbsp;<strong>confined to a room without telephones for hours<\/strong>&nbsp;as events unfolded in the Ukrainian capital, to prevent them from informing their respective chancelleries in real-time<\/span>.<\/p>\n<p class=\"p1\">In reality, according to the critics of the president and his government, the <strong>authoritarian drift<\/strong> had already begun some time ago. The &#8220;NABU case&#8221; that has just erupted in Zelensky&#8217;s hands would only represent the <a href=\"https:\/\/www.politico.eu\/article\/ukraine-corruption-protests-war-volodymyr-zelenskyy\/\" target=\"_blank\" rel=\"noopener\">tip of the&nbsp;iceberg<\/a>, the latest act in<i> <\/i>a <strong>broad and systematic attack on the democratic foundations of the Ukrainian state<\/strong> that has been going on for months. Under the guise of war, security protocols and martial law, the president and his magic circle are <strong>increasingly centralising their powers and those of the executive<\/strong> at the expense of parliament and independent agencies.
