Cold response from Moscow to Putin-Zelensky meeting"},"content":{"rendered":"<p>Brussels &#8211; These are hectic days for Ukraine&#8217;s <strong>Western partners<\/strong>, who are trying to <strong>step up&nbsp;the diplomatic process<\/strong>&nbsp;to reach a negotiated solution to the war with Russia, even if the Kremlin&#8217;s demands remain unacceptable to Kyiv. While waiting for a face-to-face meeting between <strong>Volodymyr Zelensky<\/strong> and <strong>Vladimir Putin<\/strong>, the transatlantic allies are discussing which <strong>security guarantees<\/strong> to provide to the aggrieved country once hostilities have ceased.&nbsp;<\/p>\n<p>Following the <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/19\/west-regains-unity-on-ukraine-with-work-underway-on-security-guarantees-and-a-putin-zelensky-bilateral-meeting\/\" target=\"_blank\" rel=\"noopener\">historic White House meeting<\/a> between <strong>Donald Trump<\/strong> and a group of European leaders, including <strong>Volodymyr Zelensky<\/strong>, <strong>NATO<\/strong>&nbsp;political and military leaders, and the <strong>coalition of the willing,<\/strong>&nbsp;held a series of meetings&nbsp;to define the concrete form that the much-talked-about&nbsp;<strong>security guarantees<\/strong>&nbsp;that have been so often vaguely promised to Kyiv.<\/p>\n<p>According to reconstructions circulating in the international press, yesterday (21 August), the <strong>Chiefs of Staff of the transatlantic allies<\/strong> presented their respective national security advisors with several options, with some partial details beginning to emerge. This could take various forms: through the <strong>direct employment of US pilots<\/strong>, for instance, to facilitate possible ground operations or to set up a <em>no-fly zone<\/em> in the Ukrainian skies, but also by&nbsp;<strong>providing&nbsp;additional anti-aircraft systems<\/strong> to Kyiv. A further hypothesis could involve US <strong>command of the European ground mission<\/strong>.<\/p>\n<p style=\"margin-bottom: 0px\">In line with talks that have been<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/24\/macron-speeds-up-coalition-of-the-willing-talks\/\"> ongoing for months,<\/a> however, the most sensitive issue remains the <strong>sending of troops to Ukraine<\/strong>. According to some estimates, t<strong>ens of thousands of soldiers <\/strong>(in the order of 30-40 thousand at least) would be necessary to protect an eventual truce, who should remain stationed in Ukraine in the medium to long term and be ready to intervene promptly if needed.<\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;At present, however, only&nbsp;<strong>France<\/strong> seems willing to&nbsp;<strong>deploy its troops to Ukraine<\/strong>. Among the other European military powers, <strong>Italy<\/strong>&nbsp;ruled out the option some time ago&nbsp;(unless it is part of&nbsp;a UN framework). In&nbsp;<strong>Germany,<\/strong> the discussion is heated (in any case, the <em>Bundeswehr<\/em> is<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/09\/conservatives-in-germany-look-to-reintroduce-compulsory-military-service\/\" target=\"_blank\" rel=\"noopener\">far from being in good shape<\/a>). It is the objective of Western military and financial aid. In three and a half years of war,&nbsp;<strong>Kyiv&#8217;s armed forces have significantly increased their preparedness<\/strong> while the <strong>domestic weapons industry has made substantial progress<\/strong>, as demonstrated by the new <em>Flamingo<\/em> ballistic missile with a range of 3,000 kilometers.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">However, it is precisely on the issue of an international &#8220;<a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/27\/ukraine-macron-announces-european-reassurance-force\/\">reassurance force<\/a>&#8221; that&nbsp;risks blocking everything, since the Kremlin is clearly opposed to the <strong>presence of Alliance troops in Ukraine<\/strong>. Russia&#8217;s Foreign Minister, <strong>Sergei Lavrov<\/strong>, has stated in recent days that Moscow wants to be consulted in the definition of security guarantees for Kyiv, and has even gone so far as to suggest that the <strong>permanent members of the UN Security Council<\/strong>, including China and Russia, should be among the guarantors of peace.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">Speaking of the Kremlin, the precise demands made by <strong>Vladimir Putin<\/strong> during his <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/13\/the-summit-in-alaska-is-a-victory-for-putin-who-aims-at-neutralising-the-us-in-ukraine\/\" target=\"_blank\" rel=\"noopener\">face-to-face meeting<\/a> in Anchorage, Alaska, on 15 August are also circulating these hours. At the time, he also wanted the <strong><em>oblasts<\/em> of Kherson and Zaporizhzhia<\/strong> (also partially occupied and, like Donetsk and Luhansk, unilaterally annexed in a <strong>farce<\/strong>&nbsp;<strong>referendum<\/strong>&nbsp;in September 2022). Now, the Tsar would be willing to &#8220;<strong>freeze&#8221; the front<\/strong> in these two regions along today&#8217;s line of contact and withdraw his troops from certain areas around <strong>Kharkiv<\/strong>, <strong>Sumy,<\/strong> and <strong>Dnipropetrovsk<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">While it is foreseeable that Kyiv will not join the Alliance in the immediate future (given the opposition of several members, starting with the US), Zelensky has made it clear that <strong>any territorial&nbsp;concession would&nbsp;need&nbsp;to be discussed at the highest level<\/strong> between him and Putin. For days, there has been talk of <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/20\/the-clash-between-hungary-and-ukraine-over-russian-oil-continues\/\" target=\"_blank\" rel=\"noopener\">a possible bilateral meeting<\/a> between the leaders of the belligerent countries, following which there would be a <strong>trilateral meeting with Trump&nbsp;<\/strong>to reach a <strong>comprehensive peace agreement<\/strong>. So far, the <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/24\/third-round-of-ukraine-russia-talks-in-istanbul-yield-prisoner-exchange-deal-no-ceasefire-agreement\/putin-che-punta-alla-neutralizzazione-degli-usa-in-ucraina\/\" target=\"_blank\" rel=\"noopener\">three rounds of talks<\/a> between Russia and Ukraine <strong>have not led to any progress<\/strong> in this regard.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">For his part, in the past few hours, Lavrov&nbsp;has&nbsp;<strong>tempered expectations<\/strong>, warning that a similar outcome&nbsp;<strong>would require meticulous preparation<\/strong> and reiterating doubts about the <strong>legitimacy of the Ukrainian president<\/strong>, whose term in&nbsp;office expired in May 2024 (the martial law in force in the country, however, prevents holding new elections).
