Elected federal chancellor in May, the CDU leader has rapidly advanced the country in translating the <strong><em>Zeitenwende<\/em> (&#8220;historic turning point&#8221;) in defense<\/strong> into concrete terms, first by abandoning the <strong>debt brake<\/strong> to unlock <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/18\/debt-brake-vote-opens-a-new-era-in-germany-and-europe\/\" target=\"_blank\" rel=\"noopener\">hundreds of billions of euros<\/a> in investments, then by&nbsp;activating&nbsp;the <strong>safeguard clause<\/strong> of the&nbsp;<strong>European Stability Pact<\/strong>.<\/p>\n<p>&nbsp;Today (27 August), his cabinet approved the <strong>new course of the <\/strong><em><strong>Bundeswehr<\/strong><\/em>, the German armed forces that the <em>Bundeskanzler<\/em> wants to transform into the &#8220;<strong>strongest conventional army in NATO on the European side,<\/strong>&#8221; as he said at a press conference after the meeting, &#8220;because of the size and economic strength&#8221; of the central European country.\n<\/p>\n<blockquote class=\"twitter-tweet\" data-o-mail-quote-node=\"1\" data-o-mail-quote=\"1\">\n<p dir=\"ltr\" lang=\"de\">We want to strengthen the Bundeswehr in terms of personnel and make it more attractive to young people. This is now happening with the Act on the Modernisation of Military Service. We are thus implementing a central project of the coalition agreement. <a href=\"https:\/\/t.co\/fByVxAuda0\">pic.twitter.com\/fByVxAuda0<\/a><\/p>\n<p>&#8211; Federal Chancellor Friedrich Merz (@bundeskanzler) <a href=\"https:\/\/twitter.com\/bundeskanzler\/status\/1960661479327175081?ref_src=twsrc%5Etfw\" target=\"_blank\" rel=\"noopener\">August 27, 2025<\/a><\/p><\/blockquote>\n<p style=\"margin-bottom: 0px\">\n<p>Alongside him, the Defense Minister, the Social Democrat <strong>Boris Pistorius<\/strong>, agreed that Berlin&#8217;s army &#8220;needs to grow: We not only need a well-equipped <strong>force,&#8221;<\/strong> he explained, but also a &#8220;<strong>strong army in terms of manpower.&#8221;<\/strong> Indeed, Merz acknowledged, &#8220;there is a lack of barracks and instructors, which means that everything has to grow again from the bottom up, and now <strong>this growth is being accelerated.&#8221;<\/strong><\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;It took many weeks of&nbsp;<strong>intensive negotiations between the government&#8217;s allies<\/strong>, the Christian Democrats of the <em>Union<\/em> (CDU-CSU) and the Social Democrats of the SPD, to reach this agreement. The common goal is to raise the Berlin armed forces <strong>from the current 182,000 troops to 260,000<\/strong> (plus 200,000 reservists) by the end of the decade, also to meet the <strong>newly set capacity targets<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The most significant bone of contention within the German coalition&nbsp;is mass conscription. Pistorius&#8217; SPD prefers a <strong>volunteer-based approach<\/strong>, aiming to make military service &#8220;attractive&#8221; among young Germans. In the&nbsp;<strong>first phase,&nbsp;recruitment will be voluntary.<\/strong>&nbsp;It will become <strong>mandatory <\/strong>(suspended in 2011 by <strong>Angela Merkel<\/strong>) only in <strong>exceptional cases<\/strong> and subject to authorization by the federal parliament. The <strong>recruitment targets will increase year by year<\/strong>, from the 20,000 targeted in 2026 to the 38,000 planned for 2030.&nbsp;<\/p>\n<\/p>\n<p style=\"margin-bottom: 0px\">From next year, therefore, <strong>all male citizens born from 2008 onwards<\/strong> will be required to<strong> undergo a mandatory fitness check<\/strong> to be entered, in the event of a positive outcome, into a national military register.&nbsp;<strong>Female recruitment should remain voluntary <\/strong>even in emergencies. According to data provided by the Ministry of Defense, the German armed forces recorded <strong>a 28 percent year-on-year increase<\/strong> in recruits between January and July.<\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;According to media reports, however, the agreement reportedly did not satisfy the&nbsp;<strong>conservative &#8216;hawks.<\/strong>&#8216; Several dissenters wanted to see an <strong>automatic mechanism in place to switch to compulsory enlistment<\/strong>&nbsp;if the minimum troop threshold is not met. Still, the compromise&nbsp;reached so far seems acceptable to the Chancellor.<\/p>\n<p style=\"margin-bottom: 0px\">The <strong>Bundestag will have to approve<\/strong> the proposal, and this cannot be taken for granted. Merz&#8217;s predecessor, the Social Democrat <strong>Olaf Scholz,<\/strong> had already announced his own <em>Zeitenwende<\/em>, dropping the historical taboo of German rearmament and introducing a <strong>special 100 billion fund.&nbsp;<\/strong><\/p>\n<\/p>\n<p style=\"margin-bottom: 0px\">Moscow remains the number one strategic threat to Berlin. The Federation &#8220;<strong>is and will remain in the long run the greatest threat to freedom, peace, and stability in Europe<\/strong>,&#8221; Merz said. The CDU-SPD legislative proposal states that Russia would be &#8220;militarily creating the conditions&#8221; to be able, in the not too distant future, &#8220;t<strong>o attack NATO territories<\/strong>.&#8221; The intelligence of several European countries, including Germany, has long suggested that&nbsp;<strong>the Kremlin could target the Alliance&#8217;s eastern flank by 2035.<\/strong><\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;Precisely in response to Russian aggression, in May, Germany <strong><\/strong><a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/25\/nato-summit-in-the-hague-approves-new-5-percent-spending-target-trump-calls-it-a-monumental-win\/\" target=\"_blank\" rel=\"noopener\">officially inaugurated<\/a><strong><\/strong> the first deployment of troops abroad since 1945 by stationing <strong>an armored brigade in Lithuania. However,&nbsp;<\/strong>the question of <strong>a potential deployment of the <\/strong><em><strong>Bundeswehr<\/strong><\/em><strong> in Ukraine,<\/strong> to monitor a possible ceasefire in the context of the <strong><a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/22\/kyivs-allies-seek-consensus-on-security-guarantees-for-ukraine-cold-response-from-moscow-to-putin-zelensky-meeting\/\" target=\"_blank\" rel=\"_blank\">security guarantees promised to Kyiv<\/a><\/strong> from the <strong>coalition of the willing<\/strong>, is fueling yet another <strong>heated political debate<\/strong> between the majority partners.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Berlin approves a plan to replenish the Bundeswehr after decades of underinvestment in defense.
