The day after tomorrow in Paris, the <strong>coalition of the willing<\/strong> will discuss yet again how to support Ukraine at the end of hostilities, even though the <strong>talks have been at a standstill<\/strong> for weeks. However, the primary problem&nbsp;still needs to be solved: the potential <strong>deployment of soldiers on the ground<\/strong>. From Berlin came sharp words to the address of <strong>Ursula von der Leyen<\/strong>, who is playing the commander-in-chief of a military force that does not exist.&nbsp;<\/p>\n<p>The menu on the table of the 30 or so participants of the <strong>coalition of the willing<\/strong>, who will meet on Thursday (4 September) in the transalpine capital, has been the same for months. The main course&nbsp;is the much-talked-about&nbsp;<strong>security guarantees<\/strong> to be offered to Ukraine once the war, which has been going on for more than three and a half years, is over. Even though they have been the object of discussion for some time,&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/22\/kyivs-allies-seek-consensus-on-security-guarantees-for-ukraine-cold-response-from-moscow-to-putin-zelensky-meeting\/\" target=\"_blank\" rel=\"noopener\">no one is yet able<\/a> to define them clearly, stating precisely on what elements they will be based and, most importantly, who will provide what.&nbsp;<\/p>\n<p>At the Paris meeting the day after tomorrow, co-chaired by <strong>Emmanuel Macron<\/strong> and <strong>Keir Starmer<\/strong>, <strong>Volodymyr Zelensky<\/strong>, <strong>Ursula von der Leyen,<\/strong> and NATO Secretary General <strong>Mark Rutte<\/strong> are also expected to attend. The Ukrainian president will ask for new aid and will try to push his allies to increase the pressure on <strong>Vladimir Putin<\/strong>, who does not seem the least bit interested in sitting at the negotiating table despite the <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/13\/the-summit-in-alaska-is-a-victory-for-putin-who-aims-at-neutralising-the-us-in-ukraine\/\" target=\"_blank\" rel=\"noopener\">mid-August show <\/a>put on stage in Alaska with <strong>Donald Trump<\/strong>.<\/p>\n<figure id=\"attachment_434654\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-434654 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-1024x682.jpg\" alt=\"Emmanuel Macron\" width=\"1024\" height=\"682\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-1024x682.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2522114-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-434654\" class=\"wp-caption-text\">French president Emmanuel Macron (photo via Imagoeconomica)<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p>The most intricate issue&nbsp;is&nbsp;t<strong>he deployment of a multinational contingent to Ukrainian soil<\/strong>, which, to be credible, would have to count <strong>at least 30,000 soldiers<\/strong> &#8211; excluding the organizational framework of such a <a href=\"https:\/\/www.eunews.it\/en\/2025\/03\/27\/ukraine-macron-announces-european-reassurance-force\/\">\u201creassurance force,\u201d<\/a>&nbsp;which is essentially different from the classic <em>peacekeeping operation<\/em> (if only because the <strong>troops would not monitor the frontline<\/strong> but would remain in the rear, ready to support Kyiv&#8217;s army in the event of new Russian aggression). An opportunity that would seem to make some sense strategically, but remains <strong>challenging to digest politically<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">No Western head of state or government takes lightly the commitment to send their soldiers abroad, especially <strong>outside the NATO umbrella<\/strong>. At the moment, it seems that the only ones willing to send the proverbial &#8220;boots on the ground&#8221; are Macron and Starmer, although the latter has reportedly cooled the fervors of&nbsp;recent months.&nbsp;<strong>Italy<\/strong>, <strong>Germany,<\/strong> and, above all, the&nbsp;<strong>United States, are against.<\/strong> Washington has <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/19\/west-regains-unity-on-ukraine-with-work-underway-on-security-guarantees-and-a-putin-zelensky-bilateral-meeting\/\" target=\"_blank\" rel=\"noopener\">agreed to offer<\/a> an <strong>unspecified <em>backstop<\/em><\/strong> to Ukrainians and Europeans, and the other chancelleries have made it abundantly clear that without US support, they are going nowhere.<\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;The difficulties on this front clearly emerged&nbsp;yesterday (1 September), when the German Defence Minister <strong>Boris Pistorius<\/strong> sharply criticised <strong>Ursula von der Leyen<\/strong>&#8216;s premature move on the issue. In caustic remarks, Pistorius emphasised that &#8220;the <strong>EU has no responsibility or competence<\/strong> in the matter of troop deployments, for no one and for no reason,&#8221; offering blunt&nbsp;advice for the Berlaymont leader:&nbsp;&#8220;<strong>I would refrain from confirming or commenting in any way on such considerations<\/strong>,&#8221; he warned, deeming it &#8220;<strong>absolutely wrong&#8221;&nbsp;<\/strong>to publicly discuss military plans before the belligerents have concluded a truce. Federal Chancellor <strong>Friedrich Merz<\/strong> himself reiterated that at the current stage, &#8220;<strong>no one is talking about ground troops.<\/strong>&#8221;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">A more politically acceptable solution for the willing could be to <strong>provide&nbsp;air and logistical support<\/strong>, including intelligence sharing and <strong>training of the Kyiv armed forces<\/strong>, as EU High Representative <strong>Kaja Kallas <\/strong>hinted <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/29\/defence-ukraine-remains-priority-for-eu-but-hungary-blocks-aid\/\" target=\"_blank\" rel=\"noopener\">last week<\/a>.&nbsp;Indeed, as von der Leyen has been repeating for some time now, the strategy on which everyone agrees is to make Ukraine a &#8220;<strong>steel porcupine,&#8221;<\/strong> strengthening its army to the point of making it &#8220;indigestible&#8221; to any aggressor.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">On the other hand, the <strong>diplomatic efforts<\/strong> to achieve an end to&nbsp;hostilities seem to have reached a <strong>dead end<\/strong>. The last direct meeting between the negotiating delegations of the belligerents yet again <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/24\/third-round-of-ukraine-russia-talks-in-istanbul-yield-prisoner-exchange-deal-no-ceasefire-agreement\/\" target=\"_blank\" rel=\"noopener\">failed,<\/a> and there are no signs of a breakthrough in the negotiations on the horizon. <strong>Moscow continues to bombard<\/strong> its neighbour and <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/28\/a-russian-attack-hit-the-eu-delegation-in-kyiv\/\" target=\"_blank\" rel=\"noopener\">came close to hitting<\/a> the EU delegation headquarters in Kyiv as well.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">Specifically, the positions of the belligerents on security guarantees are irreconcilable. Russia only wants to discuss it <strong>once there is an understanding<\/strong> <strong>on a truce <\/strong>(but the presence of NATO troops is unacceptable to Moscow). Ukraine considers them an <strong>essential prerequisite to sit at the table<\/strong>. The tsar stated that he &#8220;very much appreciates&#8221; Bratislava&#8217;s autonomy in following an &#8220;independent foreign policy.&#8221; At the same time, his interlocutor made it clear that &#8220;<strong>Ukraine must fulfill all the conditions<\/strong> to join the EU,&#8221; emphasising that &#8220;political criteria cannot take precedence over preparedness criteria.&#8221;<\/p>\n<p style=\"margin-bottom: 0px\">It was the <strong>third face-to-face<\/strong> between Fico and Putin <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/08\/all-of-putins-men-whos-attending-moscows-may-9-parade\/\" target=\"_blank\" rel=\"noopener\">in one&nbsp;year<\/a>, much to the chagrin of Brussels&#8217; claim to have maintained a united front toward&nbsp;Moscow. Putin&#8217;s other ally in the Union, Hungarian Prime Minister <strong>Viktor Orb\u00e1n<\/strong>, continues to block both the <strong>opening of accession negotiations<\/strong> and the <strong>disbursement of aid to Ukraine<\/strong>, systematically putting his foot down even on EU sanctions against the Kremlin (it is preparing the <strong>19th package<\/strong> <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/18\/slovakia-backs-down-eu-adopts-18th-sanctions-package-against-russia\/\" target=\"_blank\" rel=\"noopener\">after effectively defusing Fico&#8217;s veto<\/a>). Budapest and Bratislava have long been locked&nbsp;in a<strong>&nbsp;tug-of-war<\/strong> with Kyiv over Russian gas and oil supplies, recently complaining about interruptions following <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/20\/the-clash-between-hungary-and-ukraine-over-russian-oil-continues\/\">Ukraine&#8217;s attacks<\/a>&nbsp;on the <em>Druzhba<\/em> pipeline.<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Emmanuel Macron and Keir Starmer will chair yet another meeting to define how to support Kyiv in the post-war period.
