The Europeans will offer Kyiv <strong>land, air, and sea assets<\/strong> to monitor the terms of a possible ceasefire, which, however, is not yet on the horizon. The leaders of the Old Continent then spoke to&nbsp;<strong>Donald Trump<\/strong>, agreeing on more coordination on future&nbsp;<strong>sanctions against Russia<\/strong>.&nbsp;<\/p>\n<p>Despite a thousand uncertainties, the fog is beginning to clear around the notorious&nbsp;<strong>security guarantees<\/strong> that Kyiv&#8217;s Western allies are supposed to provide to Ukraine once the war, which has been going on for more than three and a half years, is over. At their <a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/02\/the-willing-meet-in-paris-to-define-security-guarantees-for-ukraine\/\" target=\"_blank\" rel=\"noopener\">meeting held this morning<\/a> (4 September) in the French capital, the leaders of the <strong>Coalition of the Willing<\/strong> discussed the main elements around which postwar peacekeeping should be centered, as outlined yesterday by the chiefs of staff.&nbsp;<\/p>\n<p>Physically present at the meeting convened by <strong>Emmanuel Macron<\/strong> were, in addition to <strong>Volodymyr Zelensky<\/strong>, several leaders of the 35-member Coalition, including Polish Prime Minister <strong>Donald Tusk<\/strong>, Finnish President <strong>Alexander Stubb,<\/strong> and Danish Prime Minister <strong>Mette Frederiksen<\/strong>, plus European Council President <strong>Ant\u00f3nio Costa<\/strong>, Commission number leader&nbsp;<strong>Ursula von der Leyen,<\/strong> and White House Special Envoy <strong>Steve Witkoff<\/strong>. The only certainty is that <strong>the Europeans will have to provide the troops<\/strong>, but for now, it is unclear&nbsp;how many soldiers will be committed or, more importantly, <strong>what rules of engagement<\/strong> will be in place.<\/p>\n<p style=\"margin-bottom: 0px\">The second element will be the <strong>protection of the Ukrainian skies<\/strong>, patrolled by the fighters of the Willing. Again, some key details remain unclear, such as whether pilots will have to <strong>impose a<\/strong> no-fly zone or only take to the air to <strong>provide air support<\/strong> if necessary. The Europeans seem reluctant to expose themselves directly, especially until the US specifies <strong>what its&nbsp;contribution<\/strong> will be. Washington has already stated that it&nbsp;<strong>will not send ground troops<\/strong>, a stance also shared by <strong>Italy<\/strong>, <strong>Germany,<\/strong> and <strong>Poland<\/strong>. Providing soldiers should be the responsibility of <strong>France<\/strong>, among others, which is, however, in the grip&nbsp;of a <a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/02\/france-far-right-confirms-no-confidence-in-bayrou-government-fails-to-secure-majority\/\" target=\"_blank\" rel=\"noopener\">deep political crisis<\/a> and could <strong>soon<\/strong> be without a government.<\/p>\n<p style=\"margin-bottom: 0px\">Meloni reiterated &#8220;the proposal for a <strong>collective security defence mechanism<\/strong> inspired by <strong>Article 5 of the Washington Treaty<\/strong>&#8221; (NATO&#8217;s mutual defence clause) and reiterated &#8220;Italy&#8217;s <strong>unwillingness to send soldiers<\/strong> to Ukraine&#8221;. On the other hand, the premier signalled openness to &#8220;initiatives to&nbsp;<strong>monitor and train outside the Ukrainian borders<\/strong>&#8220;.<\/p>\n<p style=\"margin-bottom: 0px\">Indeed, the core of any future security guarantee will be the <strong>Ukrainian armed forces, <\/strong>the Coalition of the Willing keeps repeating.&nbsp;&#8220;We must turn Ukraine into a <strong>steel porcupine<\/strong>, indigestible to present and future aggressors,&#8221; von der Leyen reiterated in this regard, promising that &#8220;Europe will continue to <strong>train<\/strong> Ukrainian soldiers&#8221;.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">At the end of the meeting, some leaders spoke to&nbsp;<strong>Donald Trump<\/strong> on the phone to update him on the outcome of the talks. According to Macron, the US president agreed to work more closely with European allies on <strong>future sanctions against Russia<\/strong> and, potentially, also <strong>China<\/strong>, aiming to hit Moscow&#8217;s <strong>energy exports<\/strong> in particular. After the <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/13\/the-summit-in-alaska-is-a-victory-for-putin-who-aims-at-neutralising-the-us-in-ukraine\/\" target=\"_blank\" rel=\"noopener\">August 15 face-to-face meeting<\/a> with <strong>Vladimir Putin<\/strong>, Trump had been confident about the chances of <strong>mediating an agreement soon<\/strong>, to be confirmed&nbsp;through a <strong>bilateral Putin-Zelensky<\/strong>&nbsp;meeting and possibly a trilateral meeting with the <em>tycoon<\/em> himself. In recent weeks, however, the prospects of a breakthrough in the talks<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/22\/kyivs-allies-seek-consensus-on-security-guarantees-for-ukraine-cold-response-from-moscow-to-putin-zelensky-meeting\/\" target=\"_blank\" rel=\"noopener\">faded quickly,<\/a> and the <strong>positions of the belligerents<\/strong> remain <strong>reciprocally unacceptable<\/strong>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">Even Trump, who in the past had boasted that he could end the war &#8220;in 24 hours,&#8221; recently admitted that &#8220;<strong>it seems a bit more difficult&#8221;<\/strong> to bring an end to hostilities while the Federation continues to <a href=\"https:\/\/www.eunews.it\/en\/2025\/08\/28\/a-russian-attack-hit-the-eu-delegation-in-kyiv\/\">bombard Ukraine heavily.<\/a> The White House occupant never followed through on his threats to <strong>impose &#8220;severe tariffs&#8221;<\/strong> on the Kremlin if the tsar refused a truce.
