He claims and defends <a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/16\/almost-2-trillion-with-cap-and-cohesion-together-the-proposed-new-2028-2034-eu-budget\/\" target=\"_blank\" rel=\"noopener\">one of the EU executive&#8217;s proposals for the next Multiannual Financial&nbsp;Framework<\/a> (MFF 2028-2034), which, however, becomes the subject of clarification, including&nbsp;a <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2025-003104_EN.html\" target=\"_blank\" rel=\"noopener\">question submitted from the benches of the&nbsp;ECR<\/a>.&nbsp;<\/p>\n<p>There is a fear that this tax could burden citizens, a fear that Serafin tries to dispel by explaining that &#8220;The own resource based on e-waste <strong>is not a tax, but a national contribution<\/strong><span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"><strong>\u200b<\/strong>.&#8221; In essence, it is the states that are supposed to pay into Brussels&#8217; coffers a portion of what is collected nationally. &#8220;As such, t<strong>here is no direct cost for the taxpayer\u200b,<\/strong>&#8221; assures the Budget Commissioner.<\/span><\/span><\/span>&nbsp;<\/p>\n<p>As for the measure itself, he goes on to explain, the choice to propose an e-waste own resource &#8220;is linked to its possible <strong>positive impact on the EU\u2019s competitiveness and environmental policy<\/strong>.&#8221;<span class=\"HwtZe\" lang=\"en\"><span class=\"jCAhz ChMk0b\"><span class=\"ryNqvb\"> A budget item derived from the amount of uncollected e-waste &#8220;would help <strong>protect the environment and support the Union&#8217;s strategic autonomy<\/strong> in essential raw materials,&#8221; Serafin added.
