Rama calls it &#8216;The Empire of Values and Rights&#8217;"},"content":{"rendered":"<p>Brussels &#8211; <strong><strong>Albania is making good progress<\/strong> in its quest for<strong> EU<\/strong> accession.&nbsp;<\/strong>Of course, there is still work to do, but according to the EU executive, the <strong>progress made by Tirana is &#8220;impressive.&#8221;<\/strong> Prime Minister <strong>Edi Rama<\/strong> aims to open the final negotiating chapters by the end of the year and <strong>close the technical work by the end of 2027<\/strong>.&nbsp;<\/p>\n<p>The <strong>sixth EU-Albania Intergovernmental Conference<\/strong> took place this morning (16 September) in Brussels, in the presence of Prime Minister <strong>Edi Rama<\/strong>. Cluster number four (entitled &#8220;<strong>Green Agenda and Sustainable Connectivity<\/strong>&#8221; and containing four negotiating chapters) was officially opened today, thus bringing the number of clusters opened by Tirana to <strong>five out of six in just under a year<\/strong> for a total of <strong>28 chapters out of the 33<\/strong>&nbsp;that make up the <strong><em>acquis communautaire<\/em><\/strong> (the Union&#8217;s immense legal <em>corpus<\/em>, which the candidate countries must transpose into their domestic legislation).&nbsp;<\/p>\n<p>Specifically, the chapters opened today concern <strong>transportation<\/strong>, <strong>energy<\/strong>, <strong>trans-European networks,<\/strong> and, finally, <strong>environmental protection<\/strong> and <strong>combating climate change<\/strong>. This leaves the five chapters of the fifth cluster (&#8220;<strong>Resources, Agriculture, and Cohesion<\/strong>&#8220;), which deal with, among other things, agriculture, rural development, food security, fisheries, and regional policies. Since <a href=\"https:\/\/www.eunews.it\/en\/2024\/10\/15\/eu-formally-kicks-off-accession-negotiations-with-albania\/\" target=\"_blank\" rel=\"noopener\">October<\/a>, <strong>Albania has already opened four clusters<\/strong>,&nbsp;in chronological order: Fundamentals, External Relations, Internal Market, and Competitiveness and Inclusive Growth.<\/p>\n<figure id=\"attachment_435484\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-435484 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-1024x683.jpg\" alt=\"Marta Kos\" width=\"1024\" height=\"683\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-1024x683.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-768x512.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-1536x1024.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-2048x1365.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-750x500.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/48e87601-4ebe-4fc1-8aeb-8e9347bbada6-1140x760.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-435484\" class=\"wp-caption-text\">Commissioner for Enlargement Marta Kos (photo: European Council<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p>Again, the hosts,&nbsp;Enlargement Commissioner <strong>Marta Kos<\/strong> and Danish Minister for European Affairs <strong>Marie Bjerre,<\/strong>&nbsp;were full of praise for the brisk pace with&nbsp;which the Social Democratic Prime Minister is implementing the <strong>pre-accession reforms<\/strong>, starting with the judiciary&nbsp;and the fight against corruption.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">&#8220;The intergovernmental conference shows that the <strong>enlargement is proceeding<\/strong> and that the <strong>higher reforms are producing concrete results<\/strong>,&#8221; Bjerre emphasised when meeting journalists at the end of the proceedings. &#8220;<strong>You have done your part, and you deserve to have this recognized<\/strong>,&#8221; she remarked, addressing her guest, while conceding that &#8220;<strong>much work<\/strong> remains to be done&#8221; but reiterating that &#8220;an EU future with Albania is very important for all of us.&#8221;<\/p>\n<p style=\"margin-bottom: 0px\">&nbsp;Kos added&nbsp;that &#8220;Albania&#8217;s speed is impressive.<strong>&#8220;<\/strong> According to the Commissioner, &#8220;the <strong>reforms we are demanding are not easy,<\/strong> but Albania shows that <strong>positive change is possible,<\/strong> and that the EU rewards positive change.&#8221; A message addressed to the <strong>other candidate countries<\/strong>, especially those where progress is slower. Like Rama, Kos is convinced that she will be able to <strong>close all negotiating chapters by the end of 2027<\/strong>. &#8220;It is not easy to open clusters, but it is <strong>even more difficult to close chapters<\/strong>,&#8221; she said, encouraging her host to &#8220;do everything&#8221; to meet&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2025\/04\/14\/albania-moves-briskly-toward-eu-membership-aiming-to-close-accession-talks-by-2027\/\" target=\"_blank\" rel=\"noopener\">this ambitious target<\/a>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The reforms that Tirana is committed to implementing with the opening of the fourth cluster, she continues, serve to &#8220;<strong>help make sure that Albania&#8217;s economic growth goes hand in hand with the protection of Albania&#8217;s remarkable natural wealth,<\/strong>&#8221; but also to &#8220;modernize roads, expand rail networks, and integrate <strong>Albania<\/strong>&#8221;&nbsp;<strong>fully with European mobility and connectivity&nbsp;systems<\/strong>. Finally, it will be about &#8220;<strong>promoting<\/strong>&nbsp;<strong>fair competition, <\/strong>expanding renewable sources, and <strong>strengthening energy security.&#8221;<\/strong><\/p>\n<\/p>\n<div class=\"flourish-embed flourish-map\"><\/div>\n<p style=\"margin-bottom: 0px\">\nAmong the usual theatrics, Rama emphasized that, however difficult, reforms &#8220;are the only way&#8221; to enter the Union. &#8220;For the first time in our history,&nbsp;<strong>we can freely choose&nbsp;who we want to marry<\/strong>,&#8221; he continued: &#8220;We have been forcibly married to other empires in the past,&#8221; he pointed out, &#8220;but this is an empire we want to be part of, an <strong>empire of values, rights, and security<\/strong>.&#8221; And he concluded his series of flatteries by arguing that the EU is &#8220;the <strong>blessing of our country<\/strong> and others like us in the region,&#8221; since it &#8220;provides the tools to <strong>reinvent yourself as a nation, as a country, and as a state<\/strong>.&#8221; &#8220;We must love Europe with all our passion,&#8221; he added.<\/p>\n<p style=\"margin-bottom: 0px\">If everything keeps going this way, <strong>Albania<\/strong> and <strong>Montenegro<\/strong> will be the first to join the twelve-star club. On paper, <strong>Podgorica is ahead<\/strong> (it has opened all negotiating chapters and already closed seven). However, in recent months,&nbsp;<strong>Tirana has accelerated<\/strong>. At the moment of truth, however, <strong>some issues that seem overlooked <\/strong>for now could come to the forefront: such as the actual<strong>&nbsp;state of the rule of law <\/strong>(including judicial independence and media freedom), the <a href=\"https:\/\/www.eunews.it\/en\/2025\/05\/13\/intimidation-and-misuse-of-public-resources-osce-casts-shadow-on-ramas-election-triumph-in-albania\/\">opaque conduct<\/a> of the last political elections, and r<a href=\"https:\/\/www.eunews.it\/en\/2025\/07\/24\/migrants-albania-model-eyed-by-the-eu-deemed-useless-and-inhuman-and-costs-114000-euros-per-day\/\">espect for human rights <\/a>as well as international law in the case of the controversial<strong> migrant centers <\/strong>built by Italy in Albania.<strong><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The socialist premier in Brussels to officially open the fourth negotiation cluster, the fifth in 11 months.
