Members of the Committee on <strong>Employment and Social Affairs (<\/strong><span style=\"margin: 0px;padding: 0px\"><strong>EMPL)<\/strong>&nbsp;today (23 September) approved its position on the European Commission&#8217;s legislative proposal,<\/span>&nbsp;known as the <strong>Traineeships Directive<\/strong>. The green disk received 42 votes in favour, nine votes against, and six abstentions. For the rapporteur, Spanish socialist <strong>Alicia Homs Ginel<\/strong>, it is a message to young people that &#8220;their <strong>work is important and their rights must be protected<\/strong>.&#8221;&nbsp;<\/p>\n<p>Specifically, the crucial points concern the obligation to unequivocally specify in contracts a number of fundamental elements to &#8220;<strong>prevent abusive practices<\/strong> towards trainees.&#8221; These include: the indication of the <strong>retribution<\/strong>, the <strong>limited<\/strong> duration of the relationship, the <strong>tasks envisaged<\/strong> (basic level), and the type of <strong>social protection<\/strong> offered.&nbsp;<span style=\"margin: 0px;padding: 0px\">This should &#8220;unmask&#8221; the&nbsp;<strong>employment contracts misrepresented as traineeships<\/strong>, which companies and employers sometimes resort to in order to&nbsp;<strong>underpay labour,<\/strong>&nbsp;often young and very young, by demanding&nbsp;<strong>complex services<\/strong>&nbsp;without offering any protection whatsoever.<\/span>&nbsp;<b>Mandatory internships<\/b> that are part of study or apprenticeship programs would be excluded from the \u201crestrictions.\u201d<\/p>\n<p>The centre-left is particularly jubilant.&nbsp;<strong>Nicola Zingaretti<\/strong>, leader of the PD delegation and rapporteur of the dossier for the Culture and Education (CULT) commission, triumphantly hails a &#8220;<strong>historic milestone<\/strong>&#8221; in the direction of <strong>ending &#8220;the &#8216;far west&#8217; of internships<\/strong> in Europe.&#8221; The former dem secretary claims a clear position on the part of the Strasbourg Chamber, while recognising its nature as a &#8220;compromise&#8221;: &#8220;Internships must not be synonymous with exploitation, but useful tools for training and entry into the world of work,&#8221; he concludes.<\/p>\n<figure id=\"attachment_436013\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-scaled.jpg\"><img decoding=\"async\" class=\"wp-image-436013 size-large\" src=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-1024x682.jpg\" alt=\"Nicola Zingaretti\" width=\"1024\" height=\"682\" srcset=\"https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-1024x682.jpg 1024w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-300x200.jpg 300w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-768x511.jpg 768w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-1536x1022.jpg 1536w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-2048x1363.jpg 2048w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-750x499.jpg 750w, https:\/\/www.eunews.it\/wp-content\/uploads\/2025\/09\/Imagoeconomica_2530113-1140x759.jpg 1140w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption id=\"caption-attachment-436013\" class=\"wp-caption-text\">PD MEP Nicola Zingaretti (photo: Sara Minelli via Imagoeconomica)<\/figcaption><\/figure>\n<p style=\"margin-bottom: 0px\">\n<p>A &#8220;step forward&#8221; also for <strong>Gaetano Pedull\u00e0<\/strong> (5 Star Movement), with the aim of &#8220;<strong>really protecting young people<\/strong> in the labour market.&#8221; &#8220;If today <strong>many young people leave Italy<\/strong> to go and look for a secure and better-paid job abroad, it is also because of the poor conditions in the world of work and the <strong>norms that reinforce precariousness<\/strong>,&#8221; he notes. And he hopes that the Member States will not settle for a &#8220;downward compromise that <strong>minimises the rights of young people and humiliates their aspirations<\/strong>,&#8221; even if so far the signs are <a href=\"https:\/\/www.eunews.it\/en\/2025\/06\/19\/governments-water-down-intern-directive-protections-extended-to-only-a-quarter-of-interns\/\" target=\"_blank\" rel=\"noopener\">were not positive<\/a>.&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">From the ranks of the Green-Left Alliance, <strong>Benedetta Scuderi<\/strong> claims the transformation of &#8220;a bland and non-binding proposal&#8221; by the EU executive into &#8220;a legislative instrument that can really <strong>respond to the expectations and needs<\/strong> of girls and boys entering the world of labour.&#8221; The environmentalist MEP, currently<br \/>\n<a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/11\/italian-ships-of-global-sumud-flotilla-set-sail-for-gaza-scuderi-people-thank-us-governments-must-take-action\/\" target=\"_blank\" rel=\"noopener\">on the way to Gaza<\/a>, aboard the <em><strong>Global Sumud Flotilla<\/strong><\/em>, emphasises in particular some key elements such as &#8220;<strong>mandatory remuneration and social protection<\/strong>; written agreements with detailed content; <strong>strict limits on duration and renewals<\/strong>; no previous experience required; <strong>stronger inclusiveness measures<\/strong>; targeted implementation&nbsp;mechanisms.&#8221;&nbsp;<\/p>\n<p style=\"margin-bottom: 0px\">The Parliament&#8217;s position, if finally approved during the next plenary session, will then serve as the basis for&nbsp;<strong>interinstitutional negotiations with the Council<\/strong>. The so-called traineeship directive<span style=\"margin: 0px;padding: 0px\"><span style=\"margin: 0px;padding: 0px\">&nbsp;<a href=\"https:\/\/www.eunews.it\/en\/2024\/03\/20\/stop-unpaid-traineeships-commission-unveils-proposed-directive\/\" target=\"_blank\">was put on the table&nbsp;<\/a>by the European Commission in March last year, following pressure<a href=\"https:\/\/www.eunews.it\/2023\/06\/14\/eurocamera-fine-tirocini-gratuiti\/\" target=\"_blank\">&nbsp;<\/a>from<\/span>&nbsp;<\/span>the Strasbourg Chamber. However, given the&nbsp;<span style=\"margin: 0px;padding: 0px\"><a href=\"https:\/\/www.eunews.it\/en\/2025\/09\/22\/better-conditions-for-apprenticeships-smes-put-on-the-brakes-too-expensive\/\" target=\"_blank\">&nbsp;less-than-enthusiastic&nbsp;<\/a>reactions of&nbsp;<strong>small and medium-sized enterprises<\/strong>, negotiations with national governments are likely to prove challenging<\/span>.<\/p>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>All that awaits is formal adoption in plenary, then Parliament can start negotiations with the Council.
